11. Tóm tắt các kết quả mới của luận án:

11.1. Về mặt lý thuyết:

Nghiên cứu này đóng góp vào cơ sở lý thuyết về sự ủng hộ của cộng đồng đối với phát triển du lịch thông qua việc đề xuất và kiểm định một mô hình nghiên cứu tích hợp giữa Lý thuyết trao đổi xã hội, tiếp cận tính hợp lý tập thể và Lý thuyết các bên liên quan. Cách tiếp cận tích hợp này cho phép lý giải sự ủng hộ của người dân không chỉ dựa trên các đánh giá cá nhân, mà còn trong bối cảnh cộng đồng và thể chế cụ thể nơi các quyết định phát triển du lịch được hình thành.

Trong mô hình nghiên cứu, Lý thuyết trao đổi xã hội được sử dụng để giải thích thái độ và hành vi ủng hộ của người dân thông qua các đánh giá lợi ích – chi phí cảm nhận ở cấp độ cá nhân. Tiếp cận tính hợp lý tập thể mở rộng khung phân tích này sang cấp độ cộng đồng, nhấn mạnh rằng các quyết định ủng hộ hay phản đối phát triển du lịch là kết quả của quá trình tương tác, thương lượng và hình thành đồng thuận giữa các thành viên trong cộng đồng, dựa trên các giá trị chung và chuẩn mực xã hội. Lý thuyết các bên liên quan được vận dụng để làm rõ bối cảnh thể chế và các mối quan hệ giữa các chủ thể tham gia, đặc biệt là vai trò của chính quyền địa phương trong việc tạo điều kiện hoặc hạn chế sự tham gia của cộng đồng vào các quyết định liên quan đến du lịch.

Trên cơ sở tiếp cận tính hợp lý tập thể, nghiên cứu xem trao quyền cộng đồng như một biểu hiện cụ thể và có thể quan sát của lý tính tập thể trong thực tiễn phát triển du lịch cộng đồng. Thay vì tiếp cận trao quyền như một trạng thái chung chung, nghiên cứu tập trung vào mức độ trao quyền, phản ánh mức độ mà cộng đồng địa phương được tham gia thực chất vào quá trình ra quyết định, có quyền kiểm soát nhất định đối với các nguồn lực du lịch và được công nhận tiếng nói trong các cơ chế quản trị. Mức độ trao quyền, theo đó, thể hiện mức độ mà các quyết định phát triển du lịch được hình thành thông qua đồng thuận cộng đồng, thay vì chỉ dựa trên các quyết định từ bên ngoài.

Dựa trên lập luận này, nghiên cứu đề xuất và kiểm định vai trò của mức độ trao quyền cộng đồng như một biến điều tiết trong mối quan hệ giữa các yếu tố tiền đề và sự ủng hộ của người dân đối với phát triển du lịch cộng đồng. Kết quả cho thấy, khi mức độ trao quyền còn thấp, sự ủng hộ của người dân chủ yếu dựa trên các đánh giá lợi ích – chi phí cá nhân. Ngược lại, khi mức độ trao quyền cao hơn, sự ủng hộ của người dân được định hình nhiều hơn bởi các cân nhắc mang tính cộng đồng và lợi ích chung, phản ánh rõ vai trò của lý tính tập thể trong quá trình ra quyết định.

Thông qua cách tiếp cận này, nghiên cứu góp phần mở rộng phân tích sự ủng hộ của cộng đồng trong bối cảnh các cộng đồng dân tộc thiểu số miền núi, nơi các mối quan hệ xã hội và các thiết chế phi chính thức vẫn giữ vai trò quan trọng. Bằng việc kết nối các yếu tố cá nhân, cộng đồng và thể chế trong một mô hình định lượng thống nhất, nghiên cứu làm rõ cơ chế hình thành sự ủng hộ của người dân đối với phát triển du lịch cộng đồng trong bối cảnh Việt Nam.

11.2. Về mặt thực tiễn:

Nghiên cứu cung cấp cơ sở khoa học để các địa phương như tỉnh Hòa Bình xây dựng và điều chỉnh chính sách phát triển du lịch cộng đồng phù hợp với điều kiện xã hội – văn hóa địa phương. Kết quả nghiên cứu cho thấy sự ủng hộ của người dân không chỉ phụ thuộc vào lợi ích kinh tế, mà còn phụ thuộc vào mức độ người dân được tham gia và có tiếng nói trong quá trình phát triển du lịch.

Từ đó, nghiên cứu gợi ý rằng các chính sách phát triển du lịch cộng đồng cần giảm cách làm mang tính áp đặt từ trên xuống, thay vào đó tăng cường sự tham gia thực chất của cộng đồng trong các khâu như lập kế hoạch, ra quyết định và quản lý hoạt động du lịch. Khi người dân được tham gia nhiều hơn và được trao quyền rõ ràng, mức độ ủng hộ đối với du lịch cộng đồng có xu hướng tăng lên.

Bên cạnh đó, nghiên cứu cung cấp một bộ công cụ khảo sát định lượng có thể sử dụng trong thực tiễn quản lý du lịch ở cấp địa phương. Bộ công cụ này giúp các cơ quan quản lý và tổ chức liên quan đánh giá mức độ sẵn sàng tham gia và ủng hộ của người dân tại các điểm du lịch cộng đồng. Trên cơ sở kết quả đánh giá, địa phương có thể xác định các giải pháp cụ thể như cải thiện cơ chế lấy ý kiến cộng đồng, minh bạch hơn trong chia sẻ lợi ích từ du lịch, hoặc tổ chức các hoạt động đào tạo nhằm nâng cao năng lực quản lý cho người dân.

Những gợi ý này phù hợp với điều kiện phát triển du lịch cộng đồng tại tỉnh Hòa Bình và có thể áp dụng cho các địa phương miền núi khác có điều kiện tương tự.

12. Các hướng nghiên cứu tiếp theo

Thứ nhất, về phạm vi nghiên cứu, các nghiên cứu tiếp theo cần mở rộng địa bàn khảo sát ra ngoài tỉnh Hòa Bình nhằm kiểm chứng khả năng khái quát của mô hình. Việc so sánh giữa các địa phương có mức độ phát triển du lịch cộng đồng khác nhau và sự đa dạng về thành phần dân tộc thiểu số sẽ giúp làm rõ vai trò của bối cảnh phát triển và đặc trưng văn hóa – xã hội trong việc hình thành sự ủng hộ của cộng đồng. Qua đó, mô hình nghiên cứu có thể được điều chỉnh phù hợp hơn với các điều kiện địa phương khác nhau.

Thứ hai, về mô hình lý thuyết, các nghiên cứu trong tương lai có thể mở rộng bằng cách tích hợp thêm các yếu tố bối cảnh như cấu trúc quyền lực nội cộng đồng, tính chính danh của thể chế và vai trò của các mạng lưới xã hội phi chính thức. Những yếu tố này có thể ảnh hưởng đáng kể đến quá trình hình thành đồng thuận và hành vi ủng hộ, nhưng chưa được xem xét đầy đủ trong mô hình hiện tại.

Thứ ba, về phương pháp nghiên cứu, cần kết hợp phương pháp định lượng và định tính, cũng như áp dụng thiết kế nghiên cứu theo chiều thời gian. Cách tiếp cận này không chỉ giúp kiểm định chắc chắn hơn các mối quan hệ nhân quả, mà còn làm rõ quá trình hình thành và biến đổi của sự ủng hộ cộng đồng trong các giai đoạn phát triển du lịch khác nhau.

11. Summary of the new findings of the thesis:

11.1. In theory:

This study contributes to the theoretical framework of community support for tourism development by proposing and testing an integrated research model combining Social Exchange Theory, Collective Rationality, and Stakeholder Theory. This integrated approach allows for the explanation of public support not only based on individual assessments, but also within the specific community and institutional context in which tourism development decisions are made.

In the research model, Social Exchange Theory is used to explain people's attitudes and behaviors in favor of tourism through perceived cost-benefit assessments at the individual level. The Collective Rationality approach extends this analytical framework to the community level, emphasizing that decisions in favor of or against tourism development are the result of interaction, negotiation, and consensus-building among community members, based on shared values and social norms. Stakeholder Theory is applied to clarify the institutional context and the relationships between participating actors, particularly the role of local authorities in facilitating or restricting community participation in tourism-related decisions.

Based on the collective rationality approach, the study examines community empowerment as a concrete and observable manifestation of collective reason in the practice of community-based tourism development. Instead of approaching empowerment as a general state, the study focuses on the degree of empowerment, reflecting the extent to which local communities are genuinely involved in decision-making processes, have certain control over tourism resources, and have their voices recognized in governance mechanisms. The degree of empowerment, therefore, reflects the extent to which tourism development decisions are formed through community consensus, rather than solely based on external decisions.

Based on this argument, the study proposes and tests the role of community empowerment level as a moderating variable in the relationship between antecedent factors and public support for community tourism development. The results show that when the empowerment level is low, public support is primarily based on individual cost-benefit assessments. Conversely, when the empowerment level is higher, public support is more shaped by community considerations and common interests, clearly reflecting the role of collective reason in the decision-making process.

Through this approach, the study contributes to expanding the analysis of community support in the context of mountainous ethnic minority communities, where social relationships and informal institutions remain crucial. By connecting individual, community, and institutional factors within a unified quantitative model, the study clarifies the mechanisms by which people support community-based tourism development in the Vietnamese context.

11.2. In practical terms:

This research provides a scientific basis for localities like Hoa Binh province to develop and adjust community-based tourism development policies that are appropriate to local socio-cultural conditions. The research results show that public support depends not only on economic benefits but also on the extent to which people participate and have a voice in the tourism development process.

Therefore, the study suggests that community-based tourism development policies need to reduce top-down approaches and instead enhance genuine community participation in stages such as planning, decision-making, and tourism management. When people are more involved and empowered, support for community-based tourism tends to increase.

Furthermore, the study provides a set of quantitative survey tools that can be used in tourism management practices at the local level. These tools help relevant management agencies and organizations assess the level of public willingness to participate in and support community-based tourism destinations. Based on the assessment results, localities can identify specific solutions such as improving community consultation mechanisms, increasing transparency in sharing tourism benefits, or organizing training activities to enhance local management capacity.

These suggestions are suitable for the development of community-based tourism in Hoa Binh province and can be applied to other mountainous localities with similar conditions.

12. Further research directions

Firstly, regarding the scope of the study, further research needs to expand the survey area beyond Hoa Binh province to verify the model's generalizability. Comparing localities with different levels of community tourism development and diverse ethnic minority populations will help clarify the role of the development context and socio-cultural characteristics in shaping community support. Through this, the research model can be adjusted to better suit different local conditions.

Secondly, regarding the theoretical model, future studies could expand it by incorporating additional contextual factors such as internal power structures, institutional legitimacy, and the role of informal social networks. These factors can significantly influence consensus formation and advocacy behavior, but have not been fully considered in the current model.

Thirdly, regarding research methodology, it is necessary to combine quantitative and qualitative methods, as well as apply a time-series research design. This approach not only helps to more reliably test causal relationships, but also clarifies the formation and transformation of community support in different stages of tourism development.
