11.1. Về mặt lý thuyết:

          Luận án bổ sung cách tiếp cận liên kết trong phát triển du lịch nội tỉnh như một cấp độ phân tích có cơ chế vận hành riêng, khác với liên kết liên tỉnh, liên vùng hoặc liên quốc gia. Ở cấp độ này, liên kết không chỉ là sự phối hợp hành chính trong phạm vi một tỉnh, mà là hệ thống quan hệ giữa các chủ thể phía cung du lịch, trong đó chính quyền địa phương giữ vai trò kiến tạo, điều phối; doanh nghiệp, hộ kinh doanh và các tổ chức hỗ trợ là chủ thể trực tiếp vận hành mạng lưới liên kết.

          Luận án làm rõ khái niệm “kết quả liên kết trong mạng lưới du lịch nội tỉnh của doanh nghiệp”. Kết quả liên kết không được đồng nhất với kết quả phát triển du lịch chung của địa phương, mà được tiếp cận ở cấp doanh nghiệp tham gia mạng lưới, thể hiện qua khả năng tiếp cận nguồn lực, mở rộng quan hệ hợp tác, phối hợp chuỗi giá trị, nâng cao khả năng thích ứng, cải thiện hiệu quả hoạt động và củng cố vị thế trong mạng lưới du lịch nội tỉnh.

          Luận án đề xuất khung tiếp cận tích hợp trên cơ sở kết hợp lý thuyết các bên liên quan, lý thuyết mạng lưới, lý thuyết hệ sinh thái kinh doanh, lý thuyết phụ thuộc nguồn lực, lý thuyết chuỗi giá trị và lý thuyết năng lực cạnh tranh. Cách tiếp cận này cho phép giải thích đồng thời ba vấn đề: chủ thể nào tham gia liên kết, các chủ thể được kết nối trong cấu trúc mạng lưới ra sao và những yếu tố nào ảnh hưởng đến kết quả liên kết của doanh nghiệp.

          Về phương pháp, luận án kết hợp SNA và PLS-SEM theo hướng bổ trợ diễn giải. SNA giúp nhận diện cấu trúc mạng lưới, vị trí chủ thể, mức độ gắn kết và sự phân mảnh; PLS-SEM giúp kiểm định tác động của các yếu tố bên trong và bên ngoài doanh nghiệp đến kết quả liên kết. Nhờ đó, luận án không chỉ xác định “yếu tố nào tác động”, mà còn làm rõ các tác động đó diễn ra trong bối cảnh mạng lưới như thế nào.

11.2. Về mặt thực tiễn

          Luận án cung cấp bằng chứng thực nghiệm về liên kết du lịch nội tỉnh Phú Thọ. Kết quả nghiên cứu cho thấy liên kết đã hình thành trên nhiều phương diện như chính sách, quy hoạch không gian, phát triển sản phẩm, xúc tiến quảng bá, đào tạo nhân lực, đầu tư hạ tầng, cải thiện môi trường kinh doanh và bảo vệ môi trường; tuy nhiên, các quan hệ liên kết còn thiếu ổn định, nhiều hoạt động vẫn thiên về phối hợp hành chính, chương trình ngắn hạn hoặc sự kiện, trong khi liên kết thị trường giữa các doanh nghiệp chưa thật sự bền vững.

          Thông qua phân tích mạng lưới xã hội, luận án chỉ ra điểm nghẽn cốt lõi của liên kết du lịch Phú Thọ là mạng lưới còn phân mảnh, mật độ kết nối thấp, nhiều chủ thể cô lập và mức độ tương hỗ chưa cao. Điều này cho thấy hạn chế của du lịch Phú Thọ không chỉ nằm ở tài nguyên, sản phẩm hay thị trường, mà còn ở năng lực tổ chức, kết nối và vận hành các quan hệ hợp tác trong mạng lưới du lịch nội tỉnh.

          Luận án xác định rõ vai trò của các nhóm chủ thể trong mạng lưới: chính quyền địa phương và cơ quan quản lý nhà nước giữ vai trò điều phối thể chế; doanh nghiệp là chủ thể trực tiếp vận hành liên kết thị trường; hiệp hội, cơ sở đào tạo, làng nghề, đơn vị quản lý điểm đến và các tổ chức hỗ trợ giữ vai trò trung gian, bổ sung nguồn lực và kết nối thông tin. Kết quả này là cơ sở thực tiễn để thiết kế cơ chế điều phối liên kết du lịch nội tỉnh theo hướng giảm phân mảnh, tăng kết nối và phát huy vai trò chủ động của doanh nghiệp.

          Kết quả kiểm định mô hình cho thấy yếu tố bên trong và yếu tố bên ngoài doanh nghiệp đều tác động tích cực đến kết quả liên kết, trong đó yếu tố bên ngoài có tác động mạnh hơn. Phát hiện này gợi ý rằng việc nâng cao kết quả liên kết của doanh nghiệp du lịch Phú Thọ cần được thực hiện đồng thời ở hai hướng: củng cố năng lực quản trị, nguồn lực nội tại của doanh nghiệp và cải thiện môi trường liên kết bên ngoài, đặc biệt là chính sách địa phương, hạ tầng, tài nguyên, hệ thống hỗ trợ và điều kiện thị trường.

Trên cơ sở đó, luận án đề xuất các hàm ý chính sách và quản trị nhằm hoàn thiện thiết chế điều phối liên kết du lịch nội tỉnh, phát triển không gian du lịch theo cụm liên kết chức năng, thúc đẩy liên kết công – tư, tăng cường vai trò của các tổ chức trung gian, đồng thời nâng cao năng lực quản trị liên kết, chiến lược hợp tác và vị thế mạng lưới của doanh nghiệp du lịch địa phương.

12. Các hướng nghiên cứu tiếp theo

          Luận án gợi mở một số hướng nghiên cứu tiếp theo. Trước hết, có thể mở rộng nghiên cứu sang các địa phương khác để so sánh mô hình liên kết du lịch nội tỉnh, qua đó kiểm định mức độ phổ quát của khung nghiên cứu và làm rõ sự khác biệt về cấu trúc mạng lưới, vai trò điều phối và mức độ tham gia của doanh nghiệp trong các bối cảnh khác nhau.

          Các nghiên cứu tiếp theo có thể phát triển sâu hơn mối liên hệ giữa SNA và SEM bằng cách thiết kế dữ liệu ngay từ đầu để đưa các chỉ số mạng lưới ở cấp doanh nghiệp, như mức độ trung tâm, vai trò trung gian, vị trí lõi – ngoại vi hoặc mức độ gần gũi, vào mô hình phân tích như biến độc lập, biến điều tiết hoặc biến kiểm soát.

Bên cạnh đó, có thể mở rộng đơn vị phân tích sang phía cầu du lịch nhằm đánh giá tác động của liên kết nội tỉnh đến trải nghiệm, sự hài lòng, ý định quay lại và ý định giới thiệu của khách du lịch. Đây là hướng giúp kết nối kết quả liên kết từ phía cung với giá trị cảm nhận từ phía thị trường.

          Ngoài ra, các nghiên cứu tiếp theo có thể xem xét vai trò của chuyển đổi số, nền tảng số và truyền thông số trong hình thành, duy trì và mở rộng mạng lưới liên kết du lịch nội tỉnh; đồng thời nghiên cứu sự biến đổi của mạng lưới theo thời gian dưới tác động của chính sách, thị trường, đầu tư hạ tầng, thay đổi địa giới hành chính và năng lực thích ứng của doanh nghiệp.

11. Summary of the new findings of the thesis:

11.1. In theory:

The thesis contributes to the theoretical understanding of intra-provincial linkages in tourism development by conceptualizing them as a distinct level of analysis, different from inter-provincial, regional, or transnational tourism linkages. At this level, linkages are not merely administrative coordination within a province, but a system of relationships among supply-side tourism actors. In this system, local authorities play an enabling and coordinating role, while tourism enterprises, household businesses, and supporting organizations directly operate and sustain the linkage network.

The thesis clarifies the concept of linkage outcomes within the intra-provincial tourism network of enterprises. Linkage outcomes are not equated with the overall tourism development performance of a locality, such as tourist arrivals, tourism revenue, or sectoral growth. Instead, they are examined at the enterprise level, reflecting the extent to which enterprises benefit from their participation in the network through access to resources, expansion of cooperative relationships, coordination within the tourism value chain, enhancement of adaptive capacity, improvement of business performance, and consolidation of their position in the intra-provincial tourism network.

The thesis proposes an integrated analytical framework based on the combination of Stakeholder Theory, Network Theory, Business Ecosystem Theory, Resource Dependence Theory, Value Chain Theory, and Competitive Advantage Theory. This integrated approach makes it possible to explain three interrelated issues: which actors participate in tourism linkages, how these actors are connected within the network structure, and which factors influence the linkage outcomes of enterprises.

Methodologically, the thesis combines Social Network Analysis (SNA) and Partial Least Squares Structural Equation Modeling (PLS-SEM) in a complementary explanatory manner. SNA is used to identify network structure, actor positions, levels of connectedness, and fragmentation, while PLS-SEM is employed to test the effects of internal and external enterprise-related factors on linkage outcomes. This approach enables the thesis not only to identify which factors affect linkage outcomes, but also to explain how such effects occur within a specific network context.

11.2. In practical terms:

The thesis provides empirical evidence on intra-provincial tourism linkages in Phu Tho province. The findings show that tourism linkages have been formed across several dimensions, including policy coordination, spatial planning, product development, tourism promotion, human resource training, infrastructure investment, business environment improvement, and environmental protection. However, these linkage relationships remain unstable. Many activities are still mainly administrative, event-based, or short-term programme-oriented, while market-based linkages among enterprises have not yet become sufficiently sustainable.

Through Social Network Analysis, the thesis identifies the core bottleneck of tourism linkages in Phu Tho: the network remains fragmented, with low density, many isolated actors, and limited reciprocity among stakeholders. This indicates that the limitations of tourism development in Phu Tho do not lie only in tourism resources, products, or markets, but also in the capacity to organize, connect, and operate cooperative relationships within the intra-provincial tourism network.

The thesis clarifies the differentiated roles of actor groups in the network. Local authorities and state management agencies perform an institutional coordinating role; tourism enterprises directly operate market-based linkages; while associations, training institutions, craft villages, destination management units, and other supporting organizations act as intermediaries that provide additional resources and facilitate information exchange. These findings provide a practical basis for designing an intra-provincial tourism linkage coordination mechanism aimed at reducing fragmentation, strengthening connectivity, and enhancing the proactive role of enterprises.

The structural model results show that both internal and external enterprise-related factors have positive effects on linkage outcomes, with external factors exerting a stronger influence. This finding suggests that improving the linkage outcomes of tourism enterprises in Phu Tho requires two simultaneous directions: strengthening enterprises' managerial capacity and internal resources, while improving the external linkage environment, especially local policies, infrastructure, tourism resources, support systems, and market conditions.

On this basis, the thesis proposes policy and managerial implications for improving the institutional mechanism for intra-provincial tourism linkage coordination, developing tourism spaces based on functional linkage clusters, promoting public-private partnerships, strengthening the role of intermediary organizations, and enhancing enterprises' linkage management capacity, cooperative strategies, and network positions.

12. Further research directions

Firstly, future studies may expand the research scope to other localities in order to compare different models of intra-provincial tourism linkages. Such comparisons would help verify the generalizability of the proposed framework and clarify differences in network structure, coordinating roles, and enterprise participation across different development contexts.

Secondly, future research may further develop the relationship between SNA and SEM by designing data collection from the outset to incorporate enterprise-level network indicators, such as degree centrality, betweenness centrality, core-periphery position, or closeness, into analytical models as independent, moderating, or control variables.

Thirdly, future studies may extend the unit of analysis to the demand side of tourism in order to assess how intra-provincial linkages influence tourists' experiences, satisfaction, revisit intention, and recommendation intention. This direction would help connect linkage outcomes from the supply side with perceived value from the market side.

In addition, future research may examine the role of digital transformation, digital platforms, and digital communication in forming, maintaining, and expanding intra-provincial tourism linkage networks. Further studies may also investigate the evolution of tourism networks over time under the influence of policy changes, market fluctuations, infrastructure investment, administrative boundary changes, and the adaptive capacity of enterprises.
