11. Summary of thesis results:
The thesis has three chapters. Chapter 1 of the thesis has presented the theoretical basis including the concept system related to the research problem. Introducing the ISO organization, an overview of the ISO 9000 standard set, the contents of the ISO 9001:2015 standard. Chapter 1 also presents the role of applying the quality management system in administrative agencies and the factors affecting this application as well as the criteria for assessing the current status of applying the quality management system in state administrative agencies.
Chapter 2 has provided an overview of Ninh Binh province and based on the criteria of chapter 1 to assess the current status of applying the quality management system according to TCVN ISO 9001:2015 standard in state administrative agencies in the province through studying documents from central to local levels, studying the current status of applying the quality management system according to TCVN ISO 9001:2015 standard in local state administrative agencies through annual inspection reports of the Department of Science and Technology. Assessing the current status based on criteria in quality management, on the basis of the number of jobs that state administrative agencies have applied the process to implement and the quality of administrative procedures provided through the administrative reform index of Ninh Binh province (Par Index) and the provincial public administration performance index in Vietnam (PAPI).
Chapter 2 has pointed out the effective impacts, limited impacts and causes of limited impacts as a basis for making recommendations to improve the effectiveness of applying the quality management system according to TCVN ISO 9001:2015 standard at the State administrative agencies of Ninh Binh province in chapter 3.
Chapter 3, the thesis proposes two groups of solutions, which are solutions for effective quality management in public administration activities, including quickly implementing the progress of applying TCVN ISO 9001:2015 according to the guidance for applying TCVN ISO 9001 in local authorities - TCVN ISO 18091:2020; promoting and maintaining the progress of applying information technology to convert the paper ISO management model to electronic ISO; accelerating the progress of applying ISO 9004 Standard - Quality Management - guidance for organizations to achieve sustainable success and gradually move towards a perfect model. The second group of solutions is the solution to strengthen the direction and administration of the government level for the necessary resources for effective operations in quality management such as human resources, finance, facilities, training, propaganda, and implementation supervision.
12. Practical application:
The thesis research is based on the practical assessment of the application and maintenance of the quality management system according to TCVN ISO 9001:2015 standard at the state administrative agencies of Ninh Binh province. Therefore, the People's Committee of Ninh Binh province can completely apply the research of this thesis by synchronously implementing the solutions in the thesis to help improve the effectiveness of the application and maintenance of the quality management system according to TCVN ISO 9001:2015 standard at the administrative agencies of the province.
13. Further research directions:
The thesis does not have the conditions to evaluate the entire application of the quality management system according to TCVN ISO 9001:2015 standard at state agencies and administrative agencies from provincial to communal levels in Ninh Binh province. Therefore, the next research directions will study this issue more deeply and broadly.

Chapter 1 also points out the roles of the application of the quality management system in administrative agencies and the factors affecting this application as well as evaluating criteria for the actual application of the quality management system in state administrative agencies.
Chapter 2 gave an overview of Ninh Binh province and based on the criteria of chapter 1 to assess the actual situations of applying the quality management system according to TCVN ISO 9001:2015 to state administrative agencies in the province. Studying in real documents of the local about applying the quality management system according to TCVN ISO 9001:2015 at local state administrative agencies through annual actual inspection reports of the Department of Science and Technology and the numbers of processing applied to the settlement to solve public administrative procedures which is based on the administrative reform index of Ninh Binh province (Par Index) and the Provincial Governance and Public Administration Performance Index in Vietnam (PAPI).

Chapter 3, the thesis proposes two groups of solutions to enhance for effective quality management in public administration activities which includes implementation of the application of TCVN ISO 9001: 2015 according to the guidance on the application of TCVN ISO 9001 in local government - TCVN ISO 18091:2020; promoting and maintaining the progress of information technology application in converting paper ISO management model to electronic ISO; Slowly the application of ISO 9004 Standard - Quality management - a guide for organizations to achieve sustainable success and gradually move towards the perfect model.
The second group of solutions are the necessary resources for effective operation in quality management such as human resources, financial infrastructure, training, propaganda, and implementing supervision.
12. Practical applicability, if any:
The thesis is based on the practical assessment of the application and maintenance of the quality management system according to the standard TCVN ISO 9001:2015 at the state administrative agencies of Ninh Binh province. Therefore, Ninh Binh Provincial People's Committee can completely apply the research of this thesis by synchronously implementing solutions in the thesis that will help improve the effectiveness of the application and maintenance of the quality management system according to the standard TCVN ISO 9001:2015 in the administrative agencies of the province.

The scope of this thesis's research is limited to provincial administrative agencies without studying at communes in Ninh Binh province. Therefore, research directions will study more deeply and broadly on this issue in the future.
