Summary of thesis results: Currently, there is a relatively common situation of IT human resource migration from state agencies to foreign-invested companies and enterprises. The IT workforce is both insufficient and weak, and the allocation and utilization of IT personnel is not rational, reflecting a lack of attention to strengthening IT human resources in some state agencies to prepare for the deployment of IT applications in order to implement the roadmap towards building an e-government as outlined in the national strategy. The Party and the State have issued many policies and guidelines to develop IT human resources. However, when implementing and applying these documents in practice at the local level, many shortcomings have arisen. The urgent issue facing Thanh Hoa is the need for appropriate policies to enhance the attraction and effective utilization of IT human resources in state agencies. The research objectives of this project focus on the following issues: - Studying the theoretical and practical basis of attracting and utilizing IT human resources. Drawing lessons learned. - Investigating, analyzing, and evaluating the current state of training and supplying IT human resources, and the current state of attracting and utilizing IT human resources in state agencies of Thanh Hoa province during the period 2006-2010. - Analyzing the Party and State's policies and guidelines on attracting and utilizing IT human resources issued before 2010. - Proposing policy solutions for attracting and utilizing IT human resources to strengthen the IT human resources sector of state agencies in Thanh Hoa province in the coming years. Proposed solutions: Group 1: Short-term solutions: - Developing a rational policy for attracting IT human resources - Developing a policy for training and developing CIOs - Retraining (for IT human resources), providing second degree IT training (for other professional personnel) to consolidate and improve the quality of the current IT human resources. - Support short-term training programs to supplement practical knowledge, soft skills, and state management knowledge for IT students at universities and colleges in the province. - Build a "government - school - enterprise" linkage. Group 2: Long-term solutions: - Innovate methods and improve the quality of training to meet the needs of IT human resources for socio-economic development. - Strengthen investment attraction and international cooperation in training, and socialize the training of IT human resources. Build Thanh Hoa into a center for high-quality IT human resource training. - Expand the scale of university, college, and vocational training in IT. - Effectively carry out statistical work, forecasting, and compile a list of scientists and IT businesses who are overseas Vietnamese or Thanh Hoa natives living elsewhere. - Attracting strong investment in the IT industry will help stimulate the recruitment and utilization of IT human resources. 11. Practical application: The research results of this thesis serve as a reference for policy planning and practical guidance on the development of IT human resources through training, recruitment, and utilization activities in Thanh Hoa province. Furthermore, the thesis is not only applicable in Thanh Hoa but can also be studied and applied in other provinces with similar characteristics. 12. Future research directions: Based on the research results of this thesis, it is possible to develop a dissertation on building a complete policy for attracting and utilizing IT human resources.

Summary of the findings of the thesis: Nowadays there is a common status about moving IT human resources from state agencies to business and companies with foreign capital. The status of IT human resources which is lacking and weak, using IT human resources is not reasonable, it is shown the lack of some state agencies' interest about strengthening IT human resources to ready to implement IT application in order to do the routing of building e-government as the strategy the government has issued. Vietnam Communist Party and State have issued many policies to develop IT human resources. However, there are many dangers when applying and implementing these policies in reality in local government. The most urgent problem for Thanh Hoa is the needed to have suitable policies in order to strengthen attraction and using IT human resources in state agencies in an effective way. The goal of thesis is focus on the following content: Study the theoretical basis and the reality of attracting and using IT human resources. From that draw lessons learned. Survey, analyze, and evaluate the training state and providing IT human resources; the state of attracting and using IT human resources in Tsinghua state agencies in the period of 2006 – 2010. Analyze Communist Party and State's policies about attracting and using IT human resources which have issued before 2010. Propose solutions and policies for attracting and using IT human resources in order to strengthen it in Tsinghua state agencies in the future. Proposed solutions: Group 1: short-term solutions group: Making suitable policies for attracting IT human resources. Making policies for training and educating CIOs. Retraining (for IT human resources), training the second diploma (for other specialists) to strengthen and enhance the quality of current IT human resources. Supporting short-term training program to supplementing the real knowledge, soft skills, knowledge in state management for IT students in universities, colleges in local area. Making the link among “State – School – Business” Group 2: long-term solution group: Changing methods, raising training quality to meet the needs of IT human resources for serving economic – social development. Enhancing attract investment, enhancing international co-operating in education, socialization training IT human resources. Building Thanh Hoa to be an IT human resource training center with high quality. Expand the scale of education styles of job training, colleges, and universities for IT human resources. Doing well the statistic, forecast task, and creating a list of IT scientist, IT business who was born in Thanh Hoa and lives somewhere. Concentrating on attracting investment in IT industry. It will be a trigger for attracting and using IT human resources. 12. Practical applicability, if any: The result of this thesis will be reference document for policy planning and directing activities about developing IT human resources through training activities, attracting, and using IT human resources of Thanh Hoa province. Moreover, this thesis is not only can be applied in Thanh Hoa but also can be applied in other provinces which have the same specific conditions. 13. Further research directions, if any: Based on the studied result of this thesis, it is could be studied further to a fully PhD thesis about making policy for attracting and using IT human resources. 14.
