The meeting was attended by Prof. Dr. Hoang Anh Tuan - Rector of the University of Social Sciences and Humanities, VNU Hanoi, Dr. Pham Hoang Hung - Head of the Cooperation and Development Department, Assoc. Prof. Dr. Vu Van Quan - Head of the History Department along with the Department's leadership, representatives from the Museum of Anthropology, the Center for Research and Promotion of Cultural Resources, and lecturers from the Culture and Archaeology departments of the History Department.
Representing the Ninh Binh Provincial Department of Culture and Sports were Mr. Nguyen Manh Cuong - Secretary of the Party Committee and Director of the Department; Ms. Tran Viet Phuong - Deputy Secretary of the Party Committee and Deputy Director of the Department; Ms. Vu Thanh Lich - Deputy Director of the Department; Mr. Vu Hong Minh - Deputy Director of the Department; and representatives from the leadership of the affiliated departments.

Professor Hoang Anh Tuan, Rector of the University of Social Sciences and Humanities, emphasized the close relationship and long-standing cooperation between the University of Social Sciences and Humanities, Vietnam National University, Hanoi, and the Department of Culture and Sports of Ninh Binh province.
In his opening remarks, Rector Hoang Anh Tuan affirmed that the University of Social Sciences and Humanities, Vietnam National University, Hanoi, and the Department of Culture and Sports of Ninh Binh province have a close and long-standing relationship and cooperation. The University of Social Sciences and Humanities has a long-standing tradition and a leading position in research and training in social sciences and humanities in Vietnam. History is one of the university's strengths, not only equipping students with in-depth knowledge of Vietnamese and world history, but also contributing to the preservation and conservation of national heritage and traditions, thereby researching, developing, and elevating Vietnamese history in the region and the world. This shared vision between the university and the Department of Culture and Sports of Ninh Binh province, along with the cooperation agreements in training and scientific research signed in August 2015 between Ninh Binh province and Vietnam National University, Hanoi, will be a solid foundation for long-term cooperation.
Rector Hoang Anh Tuan also shared: The University of Social Sciences and Humanities has a team of experienced staff and experts with the ability to solve and handle problems on a scale from general to specific, both theoretically and practically, in accordance with the needs, functions, and tasks in the cooperation and research process of the university and the Department. The successes and practical achievements from both sides are important steps in affirming Hoa Lu, Ninh Binh not only as a historical site in Vietnam but also as an important heritage site in the region.
The research results from both institutions have been confirmed through numerous publications and workshops that are urgent and practical for the development of Ninh Binh province, including the scientific workshop "Ancient Ninh Binh Pottery: Tradition and Modernity". Therefore, given its position as a key training, research, and consulting center in the fields of history, culture, heritage, and conservation, and especially in harmonizing research, conservation, and the exploitation and promotion of heritage, the University of Social Sciences and Humanities will propose a deeper and broader cooperation, promoting the dissemination of scientific publications serving Ninh Binh province's socio-economic development strategy internationally.

Ms. Vu Thanh Lich, Deputy Director of the Department of Culture and Sports of Ninh Binh province, emphasized the importance of cooperation in the field of policy consultation.
Representatives from both units shared information about the cooperation framework between the University of Social Sciences and Humanities and the Department of Culture and Sports of Ninh Binh province in three areas: research cooperation and professional consulting; policy cooperation and consulting; and cooperation in training and capacity building to improve the quality of human resources and the effective and efficient implementation of tasks and responsibilities of officials.
In terms of researching cultural heritage in the province, the University of Social Sciences and Humanities and the Department of Culture and Sports of Ninh Binh province need to work together to research, investigate, and statistically record historical relics. This will allow for the development and construction of a GIS map of cultural heritage, serving as an important database for the Ninh Binh Provincial Planning; simultaneously connecting the management work of the cultural sector with other management fields, serving the management and promotion of heritage values in the development of the cultural economy and strengthening national security and defense.

Associate Professor Vu Van Quan, Head of the History Department at the University of Social Sciences and Humanities, proposed several specific areas of cooperation to enhance the publication of research papers on Hoa Lu.
Furthermore, the University of Social Sciences and Humanities is also a key consulting partner for the Ninh Binh Provincial Department of Culture and Sports in aspects such as: research and communication promoting cultural heritage values; cuisine and culinary culture; design, preservation, restoration and enhancement of historical and cultural relics; sustainable tourism development policies, historical and spiritual tourism; preservation of traditional crafts; urban cultural management and urban cultural development planning; management of religious establishments; ...
In addition, the University of Social Sciences and Humanities also develops and expands its strengths in compiling scientific works and publications such as: Encyclopedia of Ninh Binh; Provincial Gazetteer (new edition according to national standards), city, district, and town Gazetteer; History of the Party Committee of the province, city, district, and town; Dictionary of place names and famous people; Investigation, collection and introduction of cultural documents of Ninh Binh province; Works introducing the tangible and intangible cultural heritage of Ninh Binh; Works introducing the typical collections of artifacts and treasures of Ninh Binh province.
As a research-oriented, multidisciplinary, and interdisciplinary university, the University of Social Sciences and Humanities will collaborate on and soon implement key research projects such as: Hoa Lu Center: its historical role and cultural heritage (a landmark marking the completion of the national restoration journey; the distinctive features of national management and governance thinking; cultural heritage and the spiritual driving force for local development); Hoa Lu Center in the relations and interactions of regional power in Southeast Asia and East Asia in the 10th century; and the Ninh Binh History book series (multiple volumes).
With the motto "considering the maintenance and continuous improvement of training quality, and the training of highly qualified scientific staff with a spirit of autonomy and creativity in teaching and scientific research as a central task and a 'strategic solution' in long-term development orientation," the University of Social Sciences and Humanities will support the Ninh Binh Provincial Department of Culture and Sports in training high-quality human resources for its staff in various fields; and organize training courses and workshops for staff; and short-term training courses to transfer knowledge in the field of understanding, managing, exploiting, and promoting cultural resources.
