11. Tóm tắt các kết quả mới của luận án: 

Luận án tập trung vào mục đích làm rõ sự vận động của quan hệ văn hóa giữa Hàn Quốc và Nhật Bản (2003-2024), thông qua đối tượng nghiên cứu tập trung vào quan hệ văn hóa giữa Hàn Quốc và Nhật Bản. Một số phương pháp nghiên cứu được sử dụng để đảm bảo tính chuyên sâu, khách quan và logic của đề tài bao gồm: Phương pháp phân tích tổng hợp, so sánh, lịch sử, nghiên cứu chính sách, chuyên gia, khảo sát, nghiên cứu trường hợp (Case study), dự báo, nghiên cứu tài liệu và diễn dịch quy nạp. 

      Thông qua đó, các kết quả chính tạo nên đóng góp mới cho lĩnh vực nghiên cứu về quan hệ văn hóa được kết luận như sau:

Dưới lăng kính các lý thuyết quan hệ quốc tế, quan hệ văn hóa giữa Hàn Quốc và Nhật Bản thể hiện sự giao thoa của nhiều logic khác nhau: sức mạnh mềm trở thành động lực trung tâm, chủ nghĩa kiến tạo lý giải sự thay đổi bản sắc, chủ nghĩa tự do và tân tự do mở ra triển vọng hợp tác dựa trên lợi ích chung, trong khi chủ nghĩa hiện thực cùng tinh thần dân tộc luôn tiềm ẩn những rủi ro xung đột. Chính sự kết hợp này đã tạo nên một quan hệ song phương vừa hợp tác vừa đối kháng, phản ánh đặc thù của mối quan hệ giữa hai quốc gia láng giềng Đông Bắc Á. 

1. Sức mạnh mềm định hình diện mạo quan hệ văn hóa Hàn - Nhật. Nếu Nhật Bản chú trọng chiến lược “từ dưới lên trên” duy trì bền vững nền tảng văn hóa truyền thống đồng thời quảng bá qua Anime, manga, thì Hàn Quốc lại chọn chiến lược “từ trên xuống dưới” thương mại hóa văn hóa, tạo nên làn sóng Hallyu mạnh mẽ trên toàn cầu. Cả hai cùng khai thác văn hóa như công cụ ngoại giao mềm nhằm gia tăng sức hấp dẫn, cải thiện hình ảnh quốc gia và xây dựng vị thế trong môi trường quốc tế. 

2. Những dự án hợp tác song phương đa dạng hình thức ngày càng được nâng cao quy mô cho phép hai quốc gia bổ sung cho nhau trong chiến lược phát triển văn hóa với những thành tựu về kinh tế. Hàn Quốc học hỏi kinh nghiệm bảo tồn văn hóa truyền thống, trao đổi học thuật, giao lưu nhân dân của Nhật, còn Nhật Bản lĩnh hội khả năng toàn cầu hóa sản phẩm văn hóa đại chúng từ Hàn Quốc. Đây là sự biến đổi bản sắc theo logic của CNKT, mỗi quốc gia vừa giữ được nét riêng vừa điều chỉnh thích ứng với toàn cầu hóa.

3. Dưới góc độ chủ nghĩa tự do và tân tự do, sự hợp tác trong lĩnh vực văn hóa truyền thống đã trưởng thành theo quỹ đạo từ thận trọng, dè chừng sang mạnh dạn thể chế hóa, hướng đến tương lai. Với văn hóa truyền thống, các chương trình bảo tồn di sản, trao đổi văn hóa truyền thống, trao đổi học thuật, giao lưu nhân dân được thực thi thường xuyên gia tăng sự thấu hiểu lẫn nhau giữa người dân hai quốc gia. Không chỉ thỏa mãn nhu cầu tinh thần của con người, các sản phẩm văn hóa đại chúng còn tạo ra nguồn thu khổng lồ, đóng góp cho tăng trưởng kinh tế, an sinh xã hội và ổn định chính trị trong nước. Những lợi ích chung này đã kiến tạo nên sự phụ thuộc lẫn nhau ngày càng sâu sắc, tạo động lực cho Hàn Quốc và Nhật Bản hợp tác để củng cố vị thế “cường quốc văn hóa” trong khu vực. 

4. Tuy nhiên, những rào cản xuất phát từ logic của chủ nghĩa hiện thực và tinh thần dân tộc, cụ thể lịch sử chiến tranh, tranh chấp lãnh thổ, những vấn đề nhạy cảm liên quan đến biểu tượng quốc gia hay nỗi sợ “xâm lược văn hóa” luôn khiến quan hệ văn hóa tiềm ẩn mâu thuẫn, đối kháng. Văn hóa có thể xóa nhòa khoảng cách cũng có thể trở thành công cụ để khẳng định tinh thần dân tộc, bảo vệ lợi ích quốc gia. Bước vào thời đại công nghệ số, công nghiệp văn hóa trỗi dậy thành nền kinh tế mũi nhọn khiến xung đột giữa hai quốc gia ngày càng được xác định bởi lợi ích từ logic thị trường thay vì chỉ bởi ký ức lịch sử và tinh thần dân tộc như trước đây. Theo góc nhìn khác, những xung đột trong quan hệ giữa Hàn Quốc và Nhật Bản là biểu hiện của sự cạnh tranh về bản sắc dân tộc, tính chính danh lịch sử và sâu rộng hơn là vị thế văn hóa ở khu vực và thế giới. 

5. Dựa trên sự biến động của Tình hình an ninh – chính trị quốc tế và khu vực, Tư tưởng lãnh đạo của Chính phủ và Sự tiếp nhận văn hóa hai chiều của công chúng hai quốc gia, ba Kịch bản của quan hệ văn hóa giữa Hàn Quốc và Nhật Bản trong tương lai như sau, Thứ nhất, Quan hệ văn hóa giữa Hàn Quốc và Nhật Bản sẽ cân bằng giữa hợp tác và cạnh tranh. Đây là trạng thái cân bằng để duy trì nguyên trạng quan hệ với mục đích kết nối xã hội, đảm bảo lợi ích, nhưng không giải quyết triệt để các rạn nứt về các vấn về chính trị- lịch sử. Thứ hai,Quan hệ văn hóa giữa Hàn Quốc và Nhật Bản sẽ đẩy mạnh hợp tác. Đây là trạng thái tích cực nhất khi vượt qua những ký ức lịch sử, định hướng xây dựng một liên minh văn hóa chung khu vực Đông Bắc Á. Thứ ba, Quan hệ văn hóa giữa Hàn Quốc và Nhật Bản sẽ đẩy mạnh cạnh tranh. Đây là trạng thái giảm đi mức độ quan hệ khi văn hóa trở thành công cụ trả đũa và cạnh tranh lẫn nhau. Nhìn nhận lại các yếu tố tác động hiện tại thì Kịch bản thứ nhất có khả năng xảy ra nhiều nhất. 

6. Bối cảnh đó, Việt Nam cần chủ động xây dựng chiến lược cân bằng quan hệ văn hóa với cả Nhật Bản và Hàn Quốc - hai đối tác chiến lược toàn diện. Sáng kiến “Đồng sáng tạo văn hóa Nhật-Hàn-Việt” vừa góp phần cân bằng hợp tác ba bên, vừa nâng cao năng lực sáng tạo nội địa của Việt Nam. Thông qua việc kết hợp kinh nghiệm bảo tồn truyền thống của Nhật Bản và khả năng thương mại hóa toàn cầu của Hàn Quốc, Việt Nam có thể phát triển công nghiệp văn hóa mang bản sắc riêng với tiêu chuẩn quốc tế. Việc đặt các trụ sở truyền thông trực tiếp tại Hàn Quốc và Nhật Bản sẽ giúp quảng bá thương hiệu quốc gia và mở rộng tầm ảnh hưởng của Việt Nam trong Đông Á. Và Việt Nam nâng cao năng lực nền công nghiệp văn hóa song song với giữ vững quan điểm về các giá trị văn hóa, lịch sử quốc gia. Điều này ngăn ngừa nguy cơ xung đột và các tác động tiêu cực đến sự phát triển nền văn hóa nội tại cũng như tiếp nhận “văn hóa ngoại lai”.

11. Summary of the new findings of the thesis: 

The dissertation aims to elucidate the dynamics of cultural relations between South Korea and Japan during the period 2003–2024, with a primary focus on the cultural interactions between the two countries. To ensure the depth, objectivity, and logical coherence of the study, a combination of research methods was employed, including synthetic analysis, comparative analysis, historical analysis, policy analysis, expert interviews, survey research, case studies, forecasting methods, document analysis, and deductive–inductive reasoning.

Based on these approaches, the dissertation generates several key findings and original contributions to the field of cultural relations studies, which may be summarized as follows:

Viewed through the lens of international relations theories, cultural relations between South Korea and Japan reflect the intersection of multiple analytical logics. Soft power serves as the central driving force; constructivism explains transformations in identity; liberalism and neoliberalism provide insights into cooperation based on shared interests; while realism and nationalism reveal the persistent risks of conflict. The interaction of these forces has produced a bilateral relationship characterized by both cooperation and rivalry, reflecting the unique nature of relations between two neighboring countries in Northeast Asia.

1. Soft power has played a decisive role in shaping the contours of Korea–Japan cultural relations. While Japan has pursued a “bottom-up” strategy by sustaining its traditional cultural foundations and promoting them through anime and manga, South Korea has adopted a “top-down” strategy of cultural commercialization, generating the global spread of the Korean Wave (Hallyu). Both countries have utilized culture as an instrument of soft diplomacy to enhance attractiveness, improve national images, and strengthen their positions in the international arena.

2. Bilateral cooperation projects of increasing diversity and scale have enabled the two countries to complement each other in their cultural development strategies while generating substantial economic benefits. South Korea has learned from Japan’s experience in preserving traditional culture, promoting academic exchanges, and facilitating people-to-people interactions, whereas Japan has benefited from South Korea’s expertise in the globalization of popular cultural products. This process illustrates identity transformation through the logic of constructivism, whereby each country preserves its distinctive characteristics while adapting to the forces of globalization.

3. From the perspectives of liberalism and neoliberalism, cooperation in the field of traditional culture has evolved from a cautious and reserved approach toward a more institutionalized and future-oriented form of engagement. In the traditional cultural sphere, heritage preservation programs, traditional cultural exchanges, academic cooperation, and people-to-people diplomacy have been implemented regularly, thereby enhancing mutual understanding between the peoples of both countries. In addition to satisfying cultural and spiritual needs, popular cultural products have generated substantial revenues, contributing to economic growth, social welfare, and domestic political stability. These shared benefits have fostered increasingly deep interdependence, creating incentives for South Korea and Japan to cooperate in consolidating their positions as leading cultural powers in the region.

4. Nevertheless, barriers rooted in the logic of realism and nationalist sentiment remain significant. Historical memories of war, territorial disputes, sensitive issues related to national symbols, and concerns regarding “cultural invasion” continue to generate tensions and antagonism within cultural relations. While culture has the capacity to bridge divisions, it can also serve as a means of reinforcing nationalism and protecting national interests. In the digital age, the rise of cultural industries as strategic economic sectors has increasingly shifted bilateral tensions toward market-driven competition rather than being determined solely by historical grievances and nationalist sentiment. From another perspective, conflicts in Korea–Japan relations may be interpreted as manifestations of competition over national identity, historical legitimacy, and, more broadly, cultural status and influence at both regional and global levels.

5. Based on changes in the international and regional security–political environment, governmental leadership orientations, and the reciprocal cultural reception of the publics in both countries, three future scenarios for Korea–Japan cultural relations can be envisioned. First, cultural relations may remain balanced between cooperation and competition. This scenario would preserve the status quo by maintaining social connectivity and mutual interests while leaving historical and political disputes largely unresolved. Second, cultural relations may move toward greater cooperation. This represents the most optimistic scenario, in which historical grievances are transcended and a common Northeast Asian cultural alliance gradually emerges. Third, cultural relations may become increasingly competitive. In this scenario, culture would serve as an instrument of retaliation and rivalry, resulting in a decline in the overall quality of bilateral relations. Considering current conditions and influencing factors, the first scenario appears to be the most plausible.

6. Within this context, Vietnam should proactively develop a balanced cultural strategy toward both Japan and South Korea, its two Comprehensive Strategic Partners. The proposed “Japan–Korea–Vietnam Cultural Co-Creation Initiative” could contribute to balancing trilateral cooperation while simultaneously enhancing Vietnam’s domestic creative capacity. By combining Japan’s experience in preserving traditional culture with South Korea’s expertise in global cultural commercialization, Vietnam can develop a culturally distinctive creative industry that meets international standards. Establishing media offices in South Korea and Japan would facilitate the promotion of Vietnam’s national brand and expand its influence throughout East Asia. At the same time, Vietnam should strengthen the capacity of its cultural industries while maintaining a firm commitment to national cultural and historical values. Such an approach would help prevent potential conflicts, mitigate adverse impacts on indigenous cultural development, and ensure a more appropriate and sustainable reception of foreign cultural influences.
