11.1. Mục tiêu nghiên cứu của luận án
- Mục tiêu nghiên cứu tổng quát của luận án
Phân tích và làm rõ những bản chất chính trị của quá trình hội nhập kinh tế quốc tế, từ đó đánh giá tác động của sự kiện này đối với vị thế quốc tế, chính sách đối nội và đối ngoại cũng như định hướng phát triển chính trị - kinh tế của Việt Nam trong bối cảnh toàn cầu hoá.
- Mục tiêu nghiên cứu cụ thể của luận án
+ Làm rõ bối cảnh chính trị để dẫn đến quyết định gia nhập WTO (đường lối hội nhập của Đảng và Nhà nước)
+ Phân tích các tác động bên trong như cải cách thể chế, điều chỉnh chính sách kinh tế - thương mại và ổn định chính trị - xã hội.
+ Phân tích các tác động bên ngoài như nâng cao vị thế quốc tế, mở rộng quan hệ song phương và đa phương, cách Việt Nam cân bằng lợi ích với các cường quốc trong WTO.

11.2. Đối tượng, phạm vi nghiên cứu của luận án
- Đối tượng nghiên cứu
Quá trình Việt Nam chuẩn bị và tham gia WTO từ năm 1995 đến năm 2025 dưới góc nhìn chính trị.
- Phạm vi nghiên cứu
+ Phạm vi thời gian: từ năm 1995 đến năm 2025, luận án lựa chọn mốc thời gian này vì tháng 1/1995 là thời điểm WTO ra đời và Việt Nam chuẩn bị nộp đơn xin gia nhập WTO. Năm 2025 tròn 30 năm Việt Nam xin gia nhập và trở thành thành viên. Năm 2025 cũng là năm nghiên cứu sinh hoàn thành luận án này. Phạm vi nghiên cứu trên được tác giả chia làm 2 giai đoạn:
+ Giai đoạn từ 1995 – 2006: giai đoạn Việt Nam chuẩn bị và tiến hành hoạt động để tham gia WTO.
+ Giai đoạn từ 2007 – 2025: giai đoạn Việt Nam trở thành thành viên và những hoạt động của Việt Nam sau khi tham gia WTO.
- Phạm vi không gian:
+ Thế giới: Nghiên cứu tổng thể các đối tác và nhân tố bên ngoài tác động đến quá trình tham gia WTO của Việt Nam.
+ Việt Nam: Nghiên cứu các nhân tố trong nước, các chủ trương, đường lối và chính sách của Đảng – Chính phủ; quá trình Việt Nam chuẩn bị và tham gia WTO.
- Phạm vi nội dung:
Luận án nghiên cứu quá trình chuẩn bị và tham gia WTO của Việt Nam chủ yếu dưới góc nhìn chính trị (quan điểm, đường lối đối ngoại và sự chỉ đạo của ĐCSVN)
11.3. Phương pháp nghiên cứu của luận án
Trong quá trình nghiên cứu, luận án sử dụng các phương pháp nghiên cứu liên ngành, phương pháp nghiên cứu chuyên ngành chính trị học, phương pháp logic và phương pháp lịch sử.
11.4. Các kết quả, đóng góp mới của luận án và kết luận
- Các kết quả chính, đóng góp mới của luận án:
Luận án góp phần giải quyết một số vấn đề lý luận của việc Việt Nam tham gia WTO, mối quan hệ giữa kinh tế - chính trị, làm phong phú thêm hệ thống lý thuyết nghiên cứu về hội nhập kinh tế quốc tế góp phần xây dựng đất nước trong bối cảnh mới dưới góc nhìn chính trị.
- Kết luận:
Trên cơ sở tổng hợp các phân tích lý luận, thực tiễn và những tác động đa chiều của việc hội nhập vào WTO, luận án đã đánh giá tác động đối với chính trị Việt Nam và cũng đã đưa ra hàm ý chính sách nhằm nâng cao hiệu quả tham gia WTO của Việt Nam trong bối cảnh hiện nay và trong thời gian tới. Cụ thể, (1) luận án đã hệ thống hóa các quan điểm lý thuyết để nghiên cứu, dù các quan điểm khác nhau nhưng đều chỉ rõ mối quan hệ giữa kinh tế và chính trị trong đời sống quốc tế. (2) luận án đã nghiên cứu các nhân tố tác động đến quá trình Việt Nam chuẩn bị và tham gia WTO, luận án cũng chỉ ra rằng các nhân tố chính trị không chỉ là nền tảng thúc đẩy quá trình hội nhập mà còn là yếu tố định hướng toàn bộ chiến lược. (3) luận án đã chia vấn đề nghiên cứu gồm hai giai đoạn là quá trình chuẩn bị và quá trình tham gia của WTO; việc gia nhập WTO không chỉ là quyết định kinh tế mà còn là một chiến lược chính trị quan trọng, thể hiện sự kiên định hội nhập sâu rộng vào nền kinh tế toàn cầu và cải cách thể chế theo hướng minh bạch và công khai hơn. (4) Việc gia nhập WTO đã nâng cao vị thế và uy tín của Việt Nam, thể hiện cam kết mạnh mẽ trong việc tuân thủ các quy tắc thương mại toàn cầu, thúc đẩy cải cách thể chế, minh bạch hóa chính sách và hoàn thiện hệ thống pháp luật; giúp Việt Nam khẳng định vai trò trong chuỗi giá trị toàn cầu và tạo nền tảng vững chắc cho phát triển bền vững và hội nhập sâu rộng. (5) Việt Nam đã có những cách giải quyết và thích ứng hợp lý, đòi hỏi hệ thống chính sách vừa khôn khéo về đối ngoại, vừa đủ mạnh về nội lực để tái cấu trúc toàn diện, kiến tạo năng lực thật chất cho đất nước. (6) Sự tham gia của Việt Nam vào WTO đã có những tác động sâu sắc đối với hệ thống chính trị trong nước và vị thế quốc tế của Việt Nam; thể hiện bản lĩnh của một quốc gia dám đối mặt với thách thức, chấp nhận cạnh tranh và sẵn sàng cải cách để phát triển. (7) Luận án đã đưa ra nhiều hàm ý chính sách cho Việt Nam để tham gia hiệu quả vào WTO. (8) Cách tiếp cận từ góc độ chính trị không chỉ giúp làm rõ bản chất sức mạnh và thắng lợi đằng sau những quyết định kinh tế mà còn phân tích về vai trò của các chủ thể chính trị trong việc định hình thị trường, chính sách thương mại quốc tế. Cùng với đó, dưới góc nhìn chính trị sẽ cho thấy hướng tiếp cận vấn đề này toàn diện hơn và đó là căn cứ, nền tảng để xây dựng các chính sách phát triển thực tế và hiệu quả hơn.

- Research subjects:
Vietnam's preparation and accession to the WTO from 1995 to 2025 from a political perspective.
- Scope of research:
+ Timeframe: from 1995 to 2025. This timeframe was chosen because January 1995 marked the establishment of the WTO and Vietnam's preparation for its application to join. 2025 will mark the 30th anniversary of Vietnam's application and membership. 2025 is also the year the doctoral candidate completes this thesis. The research scope is divided into two phases:
Period from 1995 – 2006: the period when Vietnam prepared and carried out activities to join the WTO.
Period from 2007 – 2025: the period of Vietnam's membership and Vietnam's activities after joining the WTO.
- Spatial scope:
+ World: A comprehensive study of partners and external factors impacting Vietnam's WTO accession process.
+ Vietnam: Research on domestic factors, the Party and Government's guidelines, policies and strategies; Vietnam's preparation for and participation in the WTO.

This dissertation examines Vietnam's preparation for and accession to the WTO primarily from a political perspective (the views, foreign policy, and guidance of the Communist Party of Vietnam).

In the research process, the thesis employs interdisciplinary research methods, political science research methods, logical methods, and historical methods.
11.4. Results, new contributions of the thesis and conclusions
- Main results and new contributions of the thesis:
This dissertation contributes to resolving some theoretical issues regarding Vietnam's participation in the WTO, the relationship between economics and politics, enriching the theoretical framework for research on international economic integration, and contributing to nation-building in the new context from a political perspective.
- Conclude:
Based on a synthesis of theoretical and practical analyses and the multifaceted impacts of WTO integration, the thesis assessed the impact on Vietnamese politics and also provided policy implications to enhance the effectiveness of Vietnam's WTO participation in the current and future context. Specifically, (1) the thesis systematized theoretical viewpoints for research, although the viewpoints differed, they all clearly indicated the relationship between economics and politics in international life. (2) the thesis studied the factors affecting Vietnam's preparation and participation in the WTO, and also pointed out that political factors are not only the foundation for promoting the integration process but also the guiding factor for the entire strategy. (3) the thesis divided the research problem into two stages: the preparation process and the participation process of the WTO; Joining the WTO was not only an economic decision but also an important political strategy, demonstrating a firm commitment to deep integration into the global economy and institutional reform towards greater transparency and openness. (4) Joining the WTO has enhanced Vietnam's position and prestige, demonstrating a strong commitment to complying with global trade rules, promoting institutional reform, policy transparency, and improving the legal system; helping Vietnam affirm its role in the global value chain and creating a solid foundation for sustainable development and deep integration. (5) Vietnam has had reasonable solutions and adaptations, requiring a policy system that is both shrewd in foreign affairs and strong in domestic capabilities to comprehensively restructure and build real capacity for the country. (6) Vietnam's participation in the WTO has had profound impacts on the domestic political system and Vietnam's international position; This demonstrates the resilience of a nation that dares to face challenges, accepts competition, and is ready to reform for development. (7) The thesis has given many policy implications for Vietnam to participate effectively in the WTO. (8) The political approach not only helps clarify the nature of power and victory behind economic decisions but also analyzes the role of political actors in shaping the market and international trade policies. Along with that, from a political perspective, it will show a more comprehensive approach to this issue and that is the basis and foundation for building more practical and effective development policies.
