On November 28th, 2018, USSH (VNU Hanoi) and Vietnam Social Insurance (VSI) co-held the seminar "Improving the awareness and pro-activeness of students participating in Social insurance, Health insurance and Employment insurance".

Participating in the seminar were MA. Nguyen Duc Toan (Vice Director of the Communication Center, VSI), Mrs. Tong Thi Song Huong (Deputy Secretary of Vietnam Medical Association, former Director General of the Department of Health insurance, Ministry of Heath), Mrs. Tran Thi Thuy Nga (Vice President of the Association of Vocational Education and Social Work, former Director General of the Derpartment of Social insurance; Ministry of Labor, Invalids, and Social Affairs), and Assoc. Prof. Dr Hoang Anh Tuan (USSH's Vice Rector).

On social insurance (SI), students were provided with the basic knowledge and ideas of SI policies, including the rights and responsibilities of employers, employees, their benefits and contributions, and sickness, maternity, old age and survive benefits. Regarding employment insurance (EI), students were equipped with knowledge of their rights in case they unfortunately lose their jobs.

On health insurance (HI), with the purpose of ensuring 100% of students participating in HI programs in 2018 and maintaining a consistent number, the seminar used concrete examples to explain and illustrate the rights and obligations of students. Accordingly, students are not only supposed to adhere to HI laws protecting their interests, but understand the humanistic dimensions of HI policies, especially regarding community awareness.

At the seminar, the experts and managers shared lots of useful information about the rights and responsibilities of students in SI and HI programs. Accordingly, the amount of contribution of each student is 4.5% that of the basic salary. The government supports 30% of the contribution and a student takes care of the rest 70%. The contribution amount of a student is currently 43,785 VNDs/month, and the subsidy is 18,765 VNDs/month. Students can choose to pay for 3 months, 6 months or 12 months at their educational institutions.  

On benefits, if students go to a hospital at appropriate level, they are subsidized around 80% - 95% - 100% depending on their cards. If they go to a hospital at inappropriate level, the amount is 40% for inpatient treatment at the central level, 100% for inpatient and outpatient treatment at the district level, and 60% for inpatient treatment at provincial level until December 31st, 2020. Since 2021, students are subsidized 100% of the inpatient treatment at hospitals nationwide. If students cannot show all appropriate papers, their expenses will be directly subsidized by the HI fund at the relevant HI agency according to regulations. Students participating for 5 or more years will receive more health benefits.

USSH is one of the leading educational institutions specializing in social sciences and humanities in Vietnam. The ratio of its students participating in HI programs in 2018-2019 is 98%, that of freshmen is 98.4%, sophormore and junior 98%, and senior 97.4%. Communications about SI, HI and EI laws and policies are of particular interest to the University.

The seminar was under a partnership between USSH and VSI in communicating about SI, HI and EI laws and policies among students so they thoroughly understand and follow them.
