Proposing Groundbreaking Solutions for Talent Development, Utilization and Recruitment

The event gathered experts from diverse fields, including policymakers and stakeholders from institutions such as the Central Theoretical Council, Ho Chi Minh National Academy of Politics, Ministry of Education and Training, Vietnam Academy of Social Sciences, VNU-USSH, People's Police Academy, and other universities and academies. The workshop is part of the national-level scientific project “Talent Development, Utilization, and Recruitment: A Policy Breakthrough for Developing High-Quality Human Resources to Meet the Demands of Rapid and Sustainable National Development” (Code: KX04.28).

Prof. Dr. Hoang Anh Tuan, Rector of VNU-USSH and Principal Investigator of Project KX.04.28, highlighted the project’s achievements to date. The research team has completed a comprehensive system of thematic studies and is finalizing the project’s scientific products, including an overview report, a recommendation report, and a draft manuscript expected to undergo internal review by the end of 2024.
Drawing on the expertise of seasoned scholars from VNU-USSH and beyond, as well as international experts, the draft incorporates multidisciplinary perspectives. The workshop served as a platform for further discussion and feedback to refine the manuscript and enhance its scientific rigor. Prof. Dr. Phung Huu Phu, former Vice Chair of the Central Theoretical Council and former Rector of VNU-USSH, emphasized the importance of defining the concept of talent and establishing evaluation criteria as a foundation for effective policies. He also called for a paradigm shift in the perception of talent recruitment, utilization, and training within the political system. Assoc. Prof. Dr. Bui Truong Giang, Vice Chair and Secretary-General of the Central Theoretical Council, underscored the project’s relevance in the current national context. He suggested incorporating international best practices from countries excelling in talent development and recruitment, particularly in the public sector, to derive valuable lessons for Vietnam. Assoc. Prof. Dr. Luu Bich Ngoc, Chief of Office, National Council on Education and Human Resources Development, highlighted the need for comprehensive training criteria for specialized high schools and advanced university programs. Beyond fostering academic excellence, these institutions must focus on equipping students with holistic skills to build a high-quality workforce.
Several participants noted discrepancies between existing recruitment policies and practical needs, such as challenges in recognizing international qualifications and certifications for returning overseas-trained professionals. Dr. Ngoc urged policymakers to address these gaps in upcoming recommendations. Mr. Le Duc Thang of the Central Theoretical Council praised VNU-USSH’s leadership in conducting national-level research projects. He recommended the development of robust criteria for talent identification and proposed innovative policies to enhance the project’s scientific value. Prof. Dr. Nguyen Van Khanh, former Rector of VNU-USSH, proposed focusing on solutions for talent recruitment and development, particularly in social sciences, humanities, and for overseas-trained professionals eager to return to Vietnam. Dr. Nguyen Van Dang of the Ho Chi Minh National Academy of Politics stressed the need to categorize talent across different sectors and tailor policies accordingly. Drawing on international models, he advocated for competitive recruitment mechanisms, such as those implemented in Singapore, China, and Japan, to institutionalize a merit-based talent system in Vietnam. Dr. Trinh Ngoc Thach, former Vice Chair of the National Assembly's Committee on Culture, Education, Youth, and Children, and current Head of the Public Policy Department at VNU-USSH, also provided valuable input during the discussion.
The project team will integrate the diverse insights and feedback gathered at the workshop to enhance the quality of the final report, ultimately providing actionable policy recommendations for talent development, utilization, and recruitment to support Vietnam’s rapid and sustainable growth.
Earlier, in May 2024, the project team organized a workshop titled “Perspectives, Policies, and the Current State of Talent Development, Utilization, and Recruitment in Vietnam.” That event, attended by nearly 80 experts and scholars across fields such as education, arts, science, technology, and economics, laid the groundwork for assessing current talent policies and proposing innovative solutions.
