Luận án “Việc thực hiện dân chủ cơ sở trên địa bàn tỉnh Thái Bình” tập trung làm rõ cơ sở lý luận, pháp lý và thực trạng thực hiện dân chủ cơ sở trên địa bàn tỉnh Thái Bình, từ đó đề xuất một số quan điểm, định hướng và giải pháp chủ yếu nhằm nâng cao hiệu quả thực hiện dân chủ cơ sở trên địa bàn tỉnh Thái Bình.

Đối tượng nghiên cứu của luận án là việc thực hiện dân chủ cơ sở trên địa bàn tỉnh Thái Bình.

Để đạt được mục tiêu nghiên cứu, luận án sử dụng tổng hợp các phương pháp nghiên cứu của khoa học chính trị và khoa học xã hội, trong đó chủ yếu là phương pháp lịch sử, phương pháp logic, phương pháp khảo sát, phỏng vấn, phương pháp so sánh, phương pháp liên ngành. Ngoài ra, còn một số phương pháp bổ trợ khác như: phương pháp phân tích, mô tả, thống kê, tổng, hợp,... để làm rõ thực trạng thực hiện dân chủ cơ sở trên địa bàn tỉnh Thái Bình từ năm 1998 đến năm 2025, từ đó đưa ra các nhận định, đánh giá khách quan, khoa học các nội dung liên quan đến luận án.

Kết quả nghiên cứu của luận án giải quyết một số vấn đề khoa học quan trọng, đồng thời có những đóng góp mới cả về lý luận và thực tiễn. Trước hết, về phương diện lý luận, luận án góp phần hệ thống hóa, làm rõ các khái niệm, nội hàm, cơ chế vận hành của dân chủ ở cơ sở trên cơ sở vận dụng các lý thuyết hiện đại về quản trị cơ sở và quản trị công. Trên cơ sở phân tích thực trạng thực hiện dân chủ cơ sở tại Thái Bình, luận án góp phần làm rõ mối quan hệ giữa quyền làm chủ của nhân dân với vai trò lãnh đạo của Đảng, từ đó bổ sung lý luận về dân chủ xã hội chủ nghĩa trong bối cảnh tái cấu trúc đơn vị hành chính ở Việt Nam hiện nay. Về phương diện thực tiễn, kết quả nghiên cứu của luận án cung cấp cơ sở khoa học phục vụ các cơ quan chức năng trong quá trình xây dựng, hoạch định chính sách về thực hiện dân chủ cơ sở tại Thái Bình. Đồng thời, có giá trị tham khảo đối với các tỉnh, thành phố khác, góp phần phổ biến kinh nghiệm thực tiễn hiệu quả và những bất cập trong quá trình triển khai. Luận án có thể sử dụng làm tài liệu tham khảo trong nghiên cứu và giảng dạy về dân chủ cơ sở trong các trường Đại học, Cao đẳng và các trường Chính trị trong cả nước.

Thông qua việc nghiên cứu thực trạng thực hiện dân chủ cơ sở trên địa bàn tỉnh Thái Bình giai đoạn 1998-2025, có thể rút ra một số kết luận:

1. Về phương diện lý luận và cách tiếp cận, luận án làm rõ bản chất của dân chủ cơ sở trong đời sống chính trị, kinh tế - xã hội ở địa phương, gắn với các điều kiện bảo đảm hiệu quả thực thi. Trên cơ sở khung pháp lý hình thành từ Chỉ thị số 30-CT/TW (1998) và được hoàn thiện bởi Luật Thực hiện dân chủ ở cơ sở năm 2022, luận án xây dựng khung phân tích có khả năng vận hành các nguyên tắc dân chủ gồm bốn cấu phần liên kết chặt chẽ: Công khai, minh bạch và khả năng tiếp cận thông tin; sự tham gia và khả năng thể hiện ý kiến của người dân; cơ chế đối thoại hai chiều; trách nhiệm giải trình gắn với mức độ đáp ứng của chính quyền cơ sở. Cách tiếp cận này cho phép phân biệt giữa dân chủ hình thức và dân chủ thực chất, đồng thời tiệm cận các chuẩn mực quản trị hiện đại.

2. Về phương diện thực tiễn, việc thực hiện dân chủ cơ sở tại Thái Bình mang tính lịch sử cụ thể, gắn với từng giai đoạn phát triển: từ yêu cầu thiết lập kỷ cương, công khai và giải quyết khiếu nại cuối thập niên 1990, đến việc hoàn thiện cơ chế chỉ đạo, tăng cường đối thoại, chuẩn hóa các hình thức công khai, giám sát cộng đồng sau năm 2007 và gần đây là yêu cầu pháp lý hóa, bảo đảm quyền tham gia và yêu cầu giải trình theo Luật Thực hiện dân chủ cơ sở năm 2022. Kết quả cho thấy, dân chủ cơ sở trở thành công cụ quản trị quan trọng, các kênh tham gia của người dân được mở rộng, vai trò giám sát được tăng cường, góp phần điều tiết quan hệ lợi ích và tạo đồng thuận xã hội. Tuy nhiên, còn một số hạn chế như: Công khai thông tin ở một số nơi chưa kịp thời, sự tham gia của người dân còn hạn chế, đối thoại đôi khi mang tính thông báo một chiều, cơ chế giải trình chưa đầy đủ. 

3. Để nâng cao hiệu quả thực hiện dân chủ cơ sở, Thái Bình cần triển khai các nhóm giải pháp đồng bộ, tác động vào bốn cấu phần của chu trình dân chủ. Trọng tâm là chuẩn hóa nội dung, thời hạn, hình thức và trách nhiệm công khai thông tin theo tiêu chí “đúng - đủ - rõ - kịp thời”, thiết kế cơ chế tham gia theo nguyên tắc có chuẩn bị thông tin, có ghi nhận và phản hồi, đo lường bằng mức độ ảnh hưởng thực chất; chuyển đối thoại từ hình thức định kỳ sang đối thoại theo vấn đề, có công khai kết quả và theo dõi thực hiện; xây dựng cơ chế giải trình có thời hạn, trách nhiệm cá nhân và giám sát độc lập. Để tăng tính khả thi, luận án đề xuất xây dựng hệ thống chỉ số tổng hợp theo bốn cấu phần: minh bạch - tham gia - đối thoại - giải trình. 

Tóm lại, luận án góp phần làm rõ cơ sở lý luận, thực tiễn và thực trạng thực hiện dân chủ cơ sở tại Thái Bình giai đoạn 1998-2025; xây dựng được một khung phân tích có khả năng vận hành và đo lường; nhận diện đúng các kết quả đạt được và những điểm nghẽn hạn chế; đồng thời đề xuất hệ thống giải pháp nhấn mạnh minh bạch, tham gia thực chất, đối thoại hiệu quả và giải trình có trách nhiệm. Những kết quả này có ý nghĩa thiết thực trong việc nâng cao chất lượng quản trị cơ sở, củng cố niềm tin xã hội, thúc đẩy phát triển bền vững trong bối cảnh cải cách và chuyển đổi số hiện nay.

12. Các hướng nghiên cứu tiếp theo: Trong thời gian tới, nghiên cứu sinh sẽ tiếp tục nghiên cứu về dân chủ và dân chủ cơ sở, trọng tâm là mối quan hệ giữa thực hành dân chủ với hiệu quả quan trị, kiểm soát quyền lực ở cơ sở; đồng thời mở rộng các hình thức thực hành dân chủ trong bối cảnh chuyển đổi số góp phần hoàn thiện lý luận và thực tiễn về dân chủ ở Việt Nam hiện nay.

The doctoral thesis "The Implementing Grassroots Democracy in Thai Binh Province" focuses on clarifying the theoretical and legal basis and the current state of grassroots democracy implementation in Thai Binh province. Based on this, it proposes several key viewpoints, orientations, and solutions to improve the effectiveness of grassroots democracy implementation in Thai Binh province.

The subject of doctoral thesis is the implementation of grassroots democracy in Thai Binh province.

To achieve its research objectives, the doctoral thesis employs a combination of research methods from political science and social science, primarily historical, logical, survey, interview, comparative, and interdisciplinary methods. In addition, several other supplementary methods are used, such as analysis, description, statistics, synthesis, etc., to clarify the current state of grassroots democracy implementation in Thai Binh province from 1998 to 2025, thereby providing objective and scientific assessments of the thesis's content.

The research results of this doctoral thesis address several important scientific issues and make new contributions in both theory and practice. First, from a theoretical perspective, the doctoral thesis contributes to systematizing and clarifying the concepts, content, and operating mechanisms of grassroots democracy based on the application of modern theories of grassroots governance and public administration. Based on an analysis of the current state of grassroots democracy implementation in Thai Binh, the doctoral thesis clarifies the relationship between the people's right to self-governance and the Party's leadership role, thereby supplementing the theory of socialist democracy in the context of administrative unit restructuring in Vietnam today. From a practical perspective, the research results provide a scientific basis for relevant agencies in the process of developing and formulating policies on grassroots democracy implementation in Thai Binh. At the same time, it has reference value for other provinces and cities, contributing to the dissemination of effective practical experiences and shortcomings in the implementation process. This doctoral thesis can be used as a reference document in research and teaching on grassroots democracy in universities, colleges, and political schools nationwide.

Through studying the current state of grassroots democracy implementation in Thai Binh province from 1998 to 2025, several conclusions can be drawn:

1. In terms of theory and approach, the thesis clarifies the nature of grassroots democracy in the political, economic, and social life of the locality, linked to the conditions ensuring effective implementation. Based on the legal framework formed from Directive No. 30-CT/TW (1998) and perfected by the Law on Implementation of Grassroots Democracy in 2022, the thesis builds an analytical framework capable of operating democratic principles consisting of four closely linked components: Openness, transparency, and access to information; participation and the ability of people to express their opinions; a two-way dialogue mechanism; and accountability linked to the level of responsiveness of the grassroots government. This approach allows for the distinction between formal democracy and substantive democracy, while approaching modern governance standards.

2. In practical terms, the implementation of grassroots democracy in Thai Binh has a specific historical context, linked to each stage of development: from the need to establish discipline, transparency, and complaint resolution in the late 1990s, to the improvement of the leadership mechanism, strengthening dialogue, standardizing forms of transparency and community supervision after 2007, and more recently, the need to legalize and ensure the right to participation and accountability under the Law on Grassroots Democracy Implementation of 2022. The results show that grassroots democracy has become an important governance tool, the channels for citizen participation have been expanded, the supervisory role has been strengthened, contributing to regulating interest relations and creating social consensus. However, some limitations remain, such as: information disclosure in some areas is not timely, citizen participation is limited, dialogue is sometimes one-sided, and the accountability mechanism is incomplete.

3. To enhance the effectiveness of grassroots democracy implementation, Thai Binh needs to implement a comprehensive set of solutions that impact the four components of the democracy cycle. The focus is on standardizing the content, timeframe, form, and responsibility for information disclosure according to the criteria of "accurate - complete - clear - timely"; designing a participation mechanism based on the principle of prepared information, acknowledgment and feedback, and measurement by the actual impact; shifting dialogue from periodic to issue-based dialogue, with public disclosure of results and monitoring of implementation; and building a mechanism for accountability with deadlines, individual responsibility, and independent oversight. To increase feasibility, the thesis proposes building a comprehensive index system based on the four components: transparency - participation - dialogue - accountability.

In summary, the thesis contributes to clarifying the theoretical basis, practice, and current state of grassroots democracy implementation in Thai Binh during the period 1998-2025; and develops an analytical framework capable of operation and measurement. Accurately identify the achievements and bottlenecks; and propose a system of solutions emphasizing transparency, genuine participation, effective dialogue, and responsible accountability. These results have practical significance in improving the quality of grassroots governance, strengthening social trust, and promoting sustainable development in the context of current reforms and digital transformation.

1. Futher research directions

In the future, the doctoral candidate will continue to research democracy and grassroots democracy, focusing on the relationship between democratic practices and the effectiveness of governance and power control at the grassroots level; and expand the forms of democratic practice in the context of digital transformation to contribute to the refinement of the theory and practice of democracy in Vietnam today.
