11. Tóm tắt các kết quả mới của luận án: 

Luận án “Xây dựng đội ngũ cán bộ chiến lược của Trung Quốc thời kỳ cải cách, mở cửa và giá trị tham khảo cho Việt Nam” tập trung làm rõ cơ sở lý luận, cơ sở thực tiễn và thực trạng xây dựng đội ngũ cán bộ chiến lược của Trung Quốc trong thời kỳ cải cách mở cửa, từ đó chỉ ra những giá trị tham khảo cho Việt Nam.

Đối tượng nghiên cứu của luận án là việc xây dựng đội ngũ cán bộ chiến lược của Trung Quốc thời kỳ cải cách mở cửa. Để đạt được mục tiêu nghiên cứu, luận án sử dụng tổng hợp các phương pháp nghiên cứu của khoa học chính trị và khoa học xã hội, trong đó chủ yếu là phương pháp lịch sử, phương pháp logic, phương pháp nghiên cứu liên ngành, phương pháp phân tích, phương pháp so sánh. Ngoài ra, còn một số phương pháp bổ trợ khác như: Phương pháp mô tả, thống kê,… để làm rõ việc xây dựng đội ngũ cán bộ chiến lược của Trung Quốc thời kỳ cải cách mở cửa, từ đó đưa ra các nhận xét, đánh giá khách quan, khoa học.

Kết quả nghiên cứu của luận án góp phần giải quyết một số vấn đề khoa học quan trọng, đồng thời có những đóng góp mới cả về lý luận và thực tiễn. 

Về phương diện lý luận, luận án góp phần làm rõ cơ sở lý luận về xây dựng đội ngũ cán bộ chiến lược của Trung Quốc thời kỳ cải cách mở cửa, qua đó bổ sung và hoàn thiện khung lý thuyết nghiên cứu về xây dựng đội ngũ cán bộ chiến lược trong bối cảnh cải cách mở cửa. Trên cơ sở đó, luận án phân tích, đánh giá khách quan thực trạng xây dựng đội ngũ cán bộ chiến lược của Trung Quốc, từ đó làm rõ nội dung, phương thức, đặc trưng nổi bật, cùng những kết quả đạt được và hạn chế trong thực tiễn triển khai. 

Trên cơ sở tổng kết thực tiễn và phân tích kinh nghiệm của Trung Quốc, luận án rút ra giá trị tham khảo đối với Việt Nam trong xây dựng đội ngũ cán bộ chiến lược hiện nay, góp phần cung cấp thêm luận cứ khoa học cho việc hoạch định chủ trương, chính sách trong công tác cán bộ.

Về phương diện thực tiễn, luận án cung cấp giá trị tham khảo cho Việt Nam trong hoạch định chính sách, hoàn thiện cơ chế về xây dựng đội ngũ cán bộ chiến lược. Kết quả của luận án có thể được sử dụng làm tài liệu tham khảo phục vụ nghiên cứu, giảng dạy, hoạch định chính sách trong công tác cán bộ, hành chính công và khoa học chính trị.

Thông qua nghiên cứu việc xây dựng đội ngũ cán bộ chiến lược của Trung Quốc thời kỳ cải cách mở cửa có thể rút ra một số kết luận:

(1). Đội ngũ cán bộ chiến lược giữ vai trò quyết định đến sự thành bại của cách mạng và sự phát triển của quốc gia. Trong tư duy lý luận và thực tiễn lãnh đạo của Đảng Cộng sản Trung Quốc, xây dựng đội ngũ cán bộ chiến lược vừa là điều kiện bảo đảm sự lãnh đạo toàn diện của Đảng, vừa là yếu tố quyết định trực tiếp đến ổn định chính trị và phát triển bền vững của đất nước. 

(2). Qua gần năm thập niên tiến hành công cuộc cải cách mở cửa, việc xây dựng đội ngũ cán bộ chiến lược của Trung Quốc đạt nhiều kết quả quan trọng: Lý luận về công tác cán bộ từng bước được phát triển và hoàn thiện, hình thành hệ thống quan điểm, nguyên tắc chỉ đạo và phương thức tổ chức xây dựng đội ngũ cán bộ chiến lược phù hợp với từng giai đoạn phát triển của đất nước; cơ chế, chính sách về xây dựng cán bộ chiến lược dần hoàn thiện, trong đó nhấn mạnh tính khoa học, công khai minh bạch từ khâu tuyển chọn, quy hoạch, đào tạo, đến luân chuyển và đánh giá cán bộ; chất lượng, cơ cấu đội ngũ cán bộ chiến lược được điều chỉnh hợp lý, cân đối và đồng bộ; cơ chế kiểm soát quyền lực, kiểm tra, giám sát và quản lý cán bộ chiến lược được thiết lập chặt chẽ. 

Song, những thành tựu và hạn chế trong thực tiễn xây dựng đội ngũ cán bộ chiến lược của Trung Quốc để lại nhiều kinh nghiệm: Kiên định nguyên tắc Đảng lãnh đạo công tác cán bộ, lấy tiêu chuẩn chính trị làm hàng đầu và kết hợp chặt chẽ “đức” với “tài”; thể chế hóa, chuẩn hóa, siết chặt quy trình tuyển chọn, bổ nhiệm cán bộ chiến lược bằng cơ chế kiểm tra, giám sát và truy trách nhiệm; tăng cường luân chuyển, rèn luyện và xây dựng nguồn cán bộ kế cận, đặc biệt là cán bộ trẻ có tri thức, chuyên môn; tăng cường kiểm soát quyền lực gắn với kỷ luật, giám sát và phòng, chống tham nhũng.

(3). Ở Việt Nam, xây dựng đội ngũ cán bộ chiến lược được xác định là khâu “then chốt của then chốt” trong công tác xây dựng Đảng, giữ vai trò quan trọng trong sự nghiệp xây dựng và bảo vệ Tổ quốc. Trong những năm gần đây, công tác xây dựng đội ngũ cán bộ chiến lược đạt nhiều kết quả quan trọng: cơ chế, chính sách xây dựng cán bộ chiến lược được bổ sung và hoàn thiện; chất lượng cán bộ chiến lược được nâng cao; công tác quy hoạch, đào tạo, bồi dưỡng cán bộ chiến lược có bước tiến mới; công tác kiểm tra, giám sát và xử lý sai phạm trong công tác cán bộ được tăng cường. 

Tuy nhiên, bên cạnh những kết quả đạt được, việc xây dựng đội ngũ cán bộ chiến lược còn bộc lộ một số hạn chế, bất cập, đòi hỏi phải tiếp tục nghiên cứu, tham khảo chọn lọc kinh nghiệm quốc tế, nhất là kinh nghiệm của Trung Quốc - quốc gia có nhiều điểm tương đồng với Việt Nam.

Các hướng nghiên cứu tiếp theo: Trong thời gian tới, nghiên cứu sinh sẽ tiếp tục nghiên cứu về công tác xây dựng đội ngũ chiến lược của Việt Nam, đồng thời tập trung làm rõ các vấn đề về cơ chế kiểm soát quyền lực, đổi mới công tác tuyển chọn, đánh giá, đào tạo và sử dụng cán bộ chiến lược đáp ứng yêu cầu phát triển đất nước trong giai đoạn mới.

 11. Summary of the new findings of the thesis:

The thesis entitled “Strategic Cadre Development in China during the Reform and Opening-up Period: Implications for Vietnam” investigates the theoretical and practical foundations as well as the evolution of China’s strategic cadre development during the Reform and Opening-up period, with the aim of drawing implications for Vietnam.

The thesis focuses on the development of China’s strategic cadre team during the Reform and Opening-up period. To achieve its research objectives, the thesis employs a combination of research methods commonly used in political and social sciences, including historical, logical, interdisciplinary, analytical, and comparative approaches. In addition, supporting methods such as descriptive and statistical analysis are also utilized to clarify the process of developing China’s strategic cadres during the Reform and Opening-up period, thereby ensuring objective and scientificalemly grounded assessments.

The findings of the thesis contribute to addressing several important issues and offer new contributions in both theoretical and practical aspects.

From a theoretical perspective, the thesis helps clarify the theoretical foundations for building China’s strategic cadre during the Reform and Opening-up period, thereby supplementing and improving the theoretical framework for studying strategic cadre development in the context of reform and opening-up. On that basis, the thesis provides an objective analysis and evaluation the current state of China’s strategic cadre development, clarifying its contents, methods, distinctive characteristics, achievements, and limitations in practical implementation.

Based on the review of practical experiences and analysis of China’s experience, the thesis offers implications for Vietnam in developing its strategic cadre team in the current period, thereby contributing further theoretical and  empirical evidence for policymaking in cadre development. From a practical perspective, the thesis provides valuable suggestions for Vietnam in formulating policies and improving mechanisms related to the development of strategic cadres. The results of the thesis may also serve as useful references for research, teaching, and policymaking in the fields of cadre affairs, public administration, and political science.

Through examining the development of strategic cadres in China during the Reform and Opening-up Period, several conclusions can be drawn:

(1). Strategic cadres play a decisive role in the success or failure of revolutions and in national development. In the theoretical thinking and leadership practice of the Communist Party of China, strategic cadre development has been identified as a central task of long-term strategic significance. It serves not only as a fundamental condition for ensuring the Party’s comprehensive leadership, but also as a decisive factor directly affecting political stability and the country’s sustainable development.

(2). Over nearly five decades of implementing the Reform and Opening-up policy, China has achieved significant results in the development of its strategic cadres. The theoretical framework on cadre work has been progressively developed and refined, leading to the formation of a system of viewpoints, guiding principles, and organizational approaches for building strategic cadres appropriate to each stage of national development. Institutional mechanisms and policies for strategic cadre development have been gradually improved, with emphasis placed on scientific rigor and transparency throughout the processes of selection, planning, training, rotation, and evaluation of cadres. The quality and structural composition of strategic cadres have been rationally adjusted in a balanced and coordinated manner. Mechanisms for power control, inspection, supervision, and management of strategic cadres have also been firmly established.

Nevertheless, both the achievements and limitations observed in the practice of strategic cadre development in China provide several important lessons. These include maintaining the principle of Party leadership over cadre work, prioritizing political standards, and closely integrating “virtue” and “ professional competence”; institutionalizing, standardizing, and tightening procedures for the selection and appointment of strategic cadres through strengthened inspection, supervision, and accountability mechanisms; enhancing rotation, training, and the development of successor cadres, particularly young cadres with strong knowledge and professional expertise; and strengthening power control in conjunction with discipline enforcement, supervision, and anti-corruption measures.

(3). In Vietnam, the development of strategic cadres has been identified as the “key of the key” in Party building, playing a crucial role in the cause of national construction and defense. In recent years, significant achievements have been made in strategic cadre development: institutional mechanisms and policies for strategic cadres have been supplemented and improved; the quality of strategic cadres has been enhanced; cadre planning, training, and professional development have made notable progress; and inspection, supervision, and the handling of violations in cadre work have been strengthened.

However, alongside these achievements, the development of strategic cadres has revealed several limitations and shortcomings, requiring continued research and the selective reference to international experiences, particularly those of China, a  socialist country with many similarities to Vietnam. 

12. Future research directions

In the coming period, the researcher will continue to conduct research on the development of Vietnam’s strategic-level leadership cadres, while further clarifying issues related to mechanisms for controlling power and reforms in the recruitment, evaluation, training, and utilization of strategic cadres in order to meet the requirements of national development in the new era.
