11. Tóm tắt các kết quả mới của luận án:
Luận án làm sáng tỏ một số vấn đề lý luận và thực tiễn về phương thức cầm quyền của Đảng Cộng sản Việt Nam, luận án đi phân tích, đánh giá phương thức cầm quyền của ĐCS Việt Nam cầm quyền qua các thời kỳ lịch sử, chỉ ra các hạn chế trong thực hiện phương thức cầm quyền của Đảng hiện nay, đề xuất các giải pháp đổi mới phương thức cầm quyền nhằm nâng cao năng lực cầm quyền của Đảng.
Luận án tập trung nghiên cứu phương thức cầm quyền của Đảng Cộng sản Việt Nam. Góc độ tiếp cận và giải quyết các nội dung nghiên cứu của luận án là dưới góc độ khoa học Chính trị học
Vận dụng tổng hợp những nguyên tắc, phương pháp luận của chủ nghĩa duy vật biện chứng và chủ nghĩa duy vật lịch sử, các phương pháp phân tích hệ thống, phân tích cấu trúc chức năng, phương pháp logic, lịch sử, phân tích, tổng hợp và so sánh, phương pháp phân tích trường hợp … để giải quyết những nhiệm vụ đặt ra. Tác giả lựa chọn phương pháp nghiên cứu phù hợp từng nội dung luận án
- Luận án đưa ra được những khái niệm, cấu trúc về phương thức cầm quyền của Đảng Cộng sản Việt Nam từ cách tiếp cận Chính trị học dựa trên hệ thống hóa các công trình nghiên cứu trước đó, các quan niệm khác nhau về phương thức cầm quyền, phương thức lãnh đạo của Đảng
- Trên cơ sở nghiên cứu về phương thức cầm quyền của một số Đảng chính trị trên thế giới, luận án rút ra một số bài học có khả năng vận dụng để góp phần đổi mới, hoàn thiện phương thức cầm quyền của Đảng Cộng sản Việt Nam.

Nghiên cứu đề tài Phương thức cầm quyền của Đảng Cộng sản Việt Nam (1986 – 2020), tác giả xin rút ra một số kết luận như sau:
Thứ nhất, đi từ luận giải khái niệm Đảng cầm quyền, phương thức cầm quyền của Đảng, luận án đã phân tích và khái quát, làm rõ khái niệm phương thức cầm quyền của Đảng Cộng sản Việt Nam: Phương thức cầm quyền của Đảng Cộng sản Việt Nam là hệ thống các hình thức, cách thức, phương pháp tiến hành xây dựng, sử dụng, kiểm soát hoạt động của Nhà nước và các tổ chức chính trị xã hội, cụ thể hóa, thể chế hóa và thực hiện thắng lợi mục tiêu, nội dung cầm quyền của Đảng. Luận án cũng đã phân tích tìm hiểu các phương thức cầm quyền của các đảng chính trị trên thế giới như phương thức cầm quyền của các Đảng chính trị ở các nước đa đảng; hay một Đảng nổi trội, tam quyền phân lập không triệt để; các nước duy nhất một Đảng cầm quyền, thống nhất quyền lực nhà nước,…từ đó rút ra những giá trị để tham chiếu đối với Việt Nam trong việc thực hiện phương thức cầm quyền của Đảng.
Thứ hai, trên cơ sở Cương lĩnh, điều lệ, nghị quyết và thực tiễn hoạt động lãnh đạo, cầm quyền của Đảng, Luận án bước đầu đã phân tích những nội dung cơ bản trong phương thức cầm quyền của Đảng Cộng sản Việt Nam: Đảng cầm quyền bằng công tác tư tưởng để xác định đúng đắn đường lối, chủ trương chiến lược, sách lược cầm quyền, là cơ sở để Nhà nước cụ thể hóa, tổ chức thực hiện thắng lợi đường lối, chính sách cầm quyền của Đảng trong thực tiễn và được coi như kim chỉ nam cho hành động của Đảng và các tổ chức trong hệ thống chính trị. Đảng cầm quyền thông qua hiến pháp và pháp luật, thông qua các thể chế nhà nước và kỷ luật của Đảng để đảm bảo hoạt động của Nhà nước theo định hướng chính trị, hiệu lực và hiệu quả. Bên cạnh đó, việc xây dựng đội ngũ cán bộ là điều kiện quyết định đảm bảo vững chắc cho sự cầm quyền của Đảng và hoạt động của hệ thống chính trị. Đảng cầm quyền thông qua công tác kiểm tra, giám sát.
Thứ ba, luận án đã tiến hành phân tích, đánh giá thực trạng phương thức cầm quyền của Đảng Cộng sản Việt Nam, khái quát tiến trình cầm quyền của Đảng từ năm 1945 đến năm 2020, đồng thời chỉ ra những ưu điểm cũng như hạn chế trong phương thức cầm quyền của Đảng Cộng sản Việt Nam; phân tích những nguyên nhân dẫn tới những thành tựu và hạn chế đó. Từ đó, luận án đã làm rõ những vấn đề đặt ra trong việc thực hiện phương thức cầm quyền hiện nay của Đảng CSVN là: Kiên định một Đảng duy nhất cầm quyền đi đôi với mở rộng dân chủ trong Đảng và trong xã hội; nâng cao năng lực cầm quyền của Đảng; thay đổi tư duy cầm quyền; xây dựng đội ngũ cán bộ, đảng viên của Đảng; nâng cao vị thế vai trò của Đảng cầm quyền trong các cơ quan nhà nước, các tổ chức kinh tế và đơn vị sự nghiệp công và từ đòi hỏi của thực tiễn trong công cuộc đổi mới đất nước và xu hướng toàn cầu hóa.
Thứ tư, trên cơ sở phân tích, dự báo những đòi hỏi của tình hình trong nước cũng như thế giới đối với đổi mới phương thức cầm quyền của Đảng, những mục tiêu, định hướng và yêu cầu đặt ra. Từ đó luận án đề xuất một số giải pháp cơ bản nhằm đổi mới phương thức cầm quyền của Đảng Cộng sản Việt Nam trong giai đoạn hiện nay như: Thống nhất nhận thức về mô hình cấu trúc “một Đảng duy nhất cầm quyền, người ngoài Đảng tham chính”; tiếp tục hoàn thiện mô hình tổ chức quyền lực Nhà nước; đổi mới công tác cán bộ; đổi mới, hoàn thiện cơ chế kiểm soát quyền lực hiệu quả, thực hiện cầm quyền bằng kiểm soát quyền lực, thể chế hóa toàn diện, đầy đủ nhất quán Cương lĩnh, đường lối của Đảng thành luật pháp, chính sách, thực hiện cầm quyền bằng pháp luật; kiểm tra, giám sát đảng viên làm việc trong các bộ máy nhà nước, thực hiện cầm quyền bằng chế độ kỉ luật; dựa vào đức để cầm quyền; mở rộng dân chủ trong cầm quyền,…Các giải pháp nêu trên, theo tác giả phải được thực hiện đầy đủ và đồng thời.

- Summary of the new findings of the thesis
The thesis clarifies several theoretical and practical issues about the ruling mode of the Communist Party of Vietnam. The thesis analyzes and evaluates the ruling mode of the Communist Party of Vietnam through historical periods, points out the limitations in implementing the Party's current ruling mode, and proposes solutions to innovate the ruling mode to improve the Party's ruling capacity.
The thesis focuses on studying the ruling mode of the Communist Party of Vietnam. The perspective of approaching and solving the research content of the thesis is from the perspective of Political Science
Applying a combination of principles and methodologies of dialectical materialism and historical materialism, methods of system analysis, functional structure analysis, logical, historical, and analytical methods, synthesis and comparison, case analysis method... to solve the given tasks. The author chooses a research method appropriate to each thesis's content
- The thesis provides concepts and structures about the ruling mode of the Communist Party of Vietnam from a Political Science approach based on the systematization of previous research works and different concepts of methods of governance. The Party's ruling and leadership methods
- Based on research on the governing methods of several political parties in the world, the thesis draws several lessons that can be applied to contribute to innovating and perfecting the ruling mode of the Communist Party of Vietnam.

Studying the topic of the ruling mode of the Communist Party of Vietnam (1986 - 2020), the author would like to draw some conclusions as follows:
Firstly, from the interpretation of the concept of the ruling Party and the Party's ruling mode, the thesis has analyzed generalized, and clarified the concept of the ruling mode of the Communist Party of Vietnam: The Party's mode of ruling: Communist Vietnam is a system of forms, mode, and methods of building, using and controlling activities of the State and socio-political organizations, concretizing, institutionalizing and implementing victory over the Party's ruling goals and contents. The thesis has also analyzed and understood the ruling mode of political parties in the world such as those of political parties in multi-party countries; or a dominant Party, the three powers are not thoroughly separated; countries with only one ruling party, unifying state power, etc., thereby drawing values for reference for Vietnam in the implementation of the Party's ruling mode.
Secondly, based on the Platform, charter, resolutions, and practice of leadership and ruling activities of the Party, the thesis initially analyzed the basic contents of the ruling mode of the Communist Party of Vietnam: The ruling party by ideological work to correctly determine the ruling line, policy, and strategy, is the basis for the State to concretize and organize the successful implementation of the ruling line and policy of the Party in practice and is considered a guideline for the actions of the Party and organizations in the political system. The ruling Party adopts the constitution and laws and adopts state institutions and Party disciplines to ensure that the State's operations are politically oriented, effective, and efficient. In addition, the construction of a contingent of cadres is a decisive condition to firmly ensure the Party's rule and the operation of the political system. The ruling party through inspection and supervision.
Thirdly, the thesis has analyzed and assessed the current state of the Communist Party of Vietnam's ruling mode overviewed the Party's ruling process from 1945 to 2020, and pointed out its advantages and disadvantages limitations the ruling mode of the Communist Party of Vietnam; analyzed the causes leading to those achievements and limitations. Since then, the thesis has clarified the problems posed in the implementation of the current ruling mode of the Communist Party of Vietnam: steadfastly a single ruling party goes hand in hand with the expansion of democracy in the Party and society; improves the Party's ruling capacity; change the ruling mindset; building a contingent of cadres and party members of the Party; enhance the position of the ruling Party's role in state agencies, economic organizations, and public non-business units and from the demands of reality in the country's renewal process and the globalization trend.
Fourthly, based on analysis and forecast, the requirements of the domestic and international situation for the renewal of the Party's ruling mode, the objectives, orientations, and requirements set forth. Since then, the thesis proposes some basic solutions to renewing the ruling mode of the Communist Party of Vietnam in the current period, such as: Unifying the perception of the structural model of "a single party in power, outside the political party"; continue to perfect the model of state power organization; renewing staff work; renovate and perfect the effective power control mechanism, exercise power by controlling power, comprehensively and consistently institutionalize the Party's Platform and guidelines into laws, policies, and implement rule of law; inspect and supervise party members working in the state apparatus, exercise power by the discipline regime; rely on virtue to rule; expanding democracy in ruling, etc. According to the author, the above solutions must be fully and simultaneously implemented.
The thesis focuses on studying the ruling mode of the Communist Party of Vietnam. The perspective of approaching and solving the research content of the thesis is from the perspective of Political Science
Applying a combination of principles and methodologies of dialectical materialism and historical materialism, methods of system analysis, functional structure analysis, logical, historical, and analytical methods, synthesis and comparison, case analysis method... to solve the given tasks. The author chooses a research method appropriate to each thesis's content
- The thesis provides concepts and structures about the ruling mode of the Communist Party of Vietnam from a Political Science approach based on the systematization of previous research works and different concepts of methods of governance. The Party's ruling and leadership methods
- Based on research on the governing methods of several political parties in the world, the thesis draws several lessons that can be applied to contribute to innovating and perfecting the ruling mode of the Communist Party of Vietnam.
- Based on the theoretical framework of the Party's ruling mode, the thesis surveys, analyzes and makes comments on the ruling mode of the Communist Party of Vietnam through historical periods.
- The thesis analyzes the current state of implementing the ruling mode of the Communist Party of Vietnam, points out limitations that need to be noted in the ruling mode of the Communist Party of Vietnam in the current period, and proposes some solutions. aimed at innovating the Party's ruling mode in the coming time.
Studying the topic of the ruling mode of the Communist Party of Vietnam (1986 - 2020), the author would like to draw some conclusions as follows:
Firstly, from the interpretation of the concept of the ruling Party and the Party's ruling mode, the thesis has analyzed generalized, and clarified the concept of the ruling mode of the Communist Party of Vietnam: The Party's mode of ruling: Communist Vietnam is a system of forms, mode, and methods of building, using and controlling activities of the State and socio-political organizations, concretizing, institutionalizing and implementing victory over the Party's ruling goals and contents. The thesis has also analyzed and understood the ruling mode of political parties in the world such as those of political parties in multi-party countries; or a dominant Party, the three powers are not thoroughly separated; countries with only one ruling party, unifying state power, etc., thereby drawing values for reference for Vietnam in the implementation of the Party's ruling mode.
Secondly, based on the Platform, charter, resolutions, and practice of leadership and ruling activities of the Party, the thesis initially analyzed the basic contents of the ruling mode of the Communist Party of Vietnam: The ruling party by ideological work to correctly determine the ruling line, policy, and strategy, is the basis for the State to concretize and organize the successful implementation of the ruling line and policy of the Party in practice and is considered a guideline for the actions of the Party and organizations in the political system. The ruling Party adopts the constitution and laws and adopts state institutions and Party disciplines to ensure that the State's operations are politically oriented, effective, and efficient. In addition, the construction of a contingent of cadres is a decisive condition to firmly ensure the Party's rule and the operation of the political system. The ruling party through inspection and supervision.
Thirdly, the thesis has analyzed and assessed the current state of the Communist Party of Vietnam's ruling mode overviewed the Party's ruling process from 1945 to 2020, and pointed out its advantages and disadvantages limitations the ruling mode of the Communist Party of Vietnam; analyzed the causes leading to those achievements and limitations. Since then, the thesis has clarified the problems posed in the implementation of the current ruling mode of the Communist Party of Vietnam: steadfastly a single ruling party goes hand in hand with the expansion of democracy in the Party and society; improves the Party's ruling capacity; change the ruling mindset; building a contingent of cadres and party members of the Party; enhance the position of the ruling Party's role in state agencies, economic organizations, and public non-business units and from the demands of reality in the country's renewal process and the globalization trend.
Fourthly, based on analysis and forecast, the requirements of the domestic and international situation for the renewal of the Party's ruling mode, the objectives, orientations, and requirements set forth.
