1. Mục đích và đối tượng nghiên cứu của luận án

- Mục đích của luận án.

Trên cơ sở làm rõ một số vấn đề lý luận về xây dựng đạo đức người Công an nhân dân, đánh giá thực trạng quá trình xây dựng đạo đức người Công an nhân dân, luận án xác định phương hướng và đề xuất các giải pháp chủ yếu xây dựng đạo đức người Công an nhân dân trong sạch, vững mạnh đáp ứng yêu cầu nhiệm vụ giai đoạn hiện nay.

Đối tượng nghiên cứu: Xây dựng đạo đức người Công an nhân dân giai đoạn hiện nay.

2. Các phương pháp nghiên cứu đã sử dụng

Phương pháp nghiên cứu: Luận án được thực hiện trên cơ sở sử dụng các phương pháp nghiên cứu khác nhau như phân tích và tổng hợp, lịch sử và lôgich, so sánh, chuyên gia, điều tra xã hội học, trừu tượng hoá, điển hình hoá, khái quát hoá, hội thảo, toạ đàm, nghiên cứu tài liệu, phỏng vấn chuyên gia v.v.

3. Các kết quả chính và kết luận

3.1. Các kết quả chính

 - Góp phần khẳng định những giá trị lý luận và phương pháp luận của chủ nghĩa Mác – Lênin, tư tưởng Hồ Chí Minh về đạo đức và xây dựng đạo đức.

- Làm rõ nội hàm khái niệm đạo đức, xây dựng đạo đức người CAND và các nội dung xây dựng đạo đức người CAND; những nội dung lý luận về tính quy luật, nhân tố tác động tới đạo đức người CAND.

- Đánh giá thực trạng xây dựng đạo đức người CAND và những vấn đề đặt ra và đề xuất các phương hướng, giải pháp xây dựng đạo đức người Công an nhân dân trong sạch, vững mạnh.

3.2. Kết luận

-Luận án không có tham vọng bàn chuyên biệt về vấn đề đạo đức, mà dựa trên những quan điểm cốt lõi, phương pháp luận khoa học của chủ nghĩa Mác –Lênin, tư tưởng Hồ Chí Minh làm cơ sở lý luận và phương pháp luận để tiếp cận nghiên cứu vấn đề xây dựng đạo đức người Công an nhân dân.

- Vấn đề xây dựng đạo đức người Công an nhân dân, được luận án kế thừa chắt lọc từ kết quả nghiên cứu của các công trình trong và ngoài nước, trong ngành và ngoài ngành Công an nhân dân, xác định những vấn đề về lý luận và thực tiễn cần phải giải quyết trong nghiên cứu của mình.

- Luận án không nghiên cứu xây dựng đạo đức người CAND từ khoa học tổ chức hay khoa học xây dựng lực lượng CAND mà tiếp cận từ khoa học triết học – đạo đức. Từ phương diện lý luận, luận án đã làm rõ nội hàm của khái niệm đạo đức và xây dựng đạo đức người CAND, chỉ rõ tầm quan trọng của đạo đức và xây dựng đạo đức người công an cách mạng. Xây dựng đạo đức người CAND trở thành vấn đề hệ trọng sống còn để bảo đảm lực lượng CAND trong sạch, vững mạnh, chính quy, tinh nhuệ, từng bước hiện đại.

- Về mặt lý luận, luận án đã phân tích và khái quát những yêu cầu, nội dung cơ bản của việc xây dựng đạo đức người CAND. Do tính quy định của nghề nghiệp, đạo đức người CAND luận án đã xác định 6 chuẩn mực để xây dựng đạo đức người Công an nhân dân đồng thời phân tích tính quy luật những tác động của các yếu tố đến quá trình xây dựng đạo đức người CAND.

- Luận án đã khảo sát quá trình xây dựng đạo đức người CAND từ khi lực lượng Công an được thành lập, nhất là việc xây dựng đạo đức người CAND trong hơn 30 năm đổi mới. Luận án khẳng định, quá trình xây dựng đạo đức người CAND đã đạt được những thành quả quan trọng, cơ bản, vững chắc, nhờ đó mà lực lượng CAND không ngừng trưởng thành và lớn mạnh như ngày nay.

-Luận án đã phân tích và chỉ rõ những vấn đề đặt ra như là những mâu thuẫn biện chứng cần giải quyết. Trên cơ sở đó luận án đề ra 3 phương hướng chung mang nguyên tắc của định hướng chiến lược  và 5 giải pháp chủ yếu để xây dựng lực lượng CAND thực sự trong sạch, vững mạnh, chính quy, tinh nhuệ, từng bước hiện đại, đáp ứng yêu cầu nhiệm vụ bảo vệ an ninh trật tự trong giai đoạn cách mạng mới hiện nay.

1. Purposes and research objective of the thesis:

- Purpose of the thesis

On the basis of clarifying some theoretical issues on moral development for People’s police officers and assessing the actual situation of moral development for People’s police officers, the thesis defines the orientation and suggests key solutions for strong and transparent moral development for People’s police officers in order to meet the tasks and requirements of the present stage.

Research objective: Moral development for People’s police officers at present stage.

2. Research methods

Research methods: The thesis is executed on the basis of using different methods such as analysis and synthesis, history and logic, comparativeness, expert, sociological investigation, abstraction, typification, generalization, seminar, talk show, document research, expert interviews, etc.

3.1. Major results

- Contribute to affirm the theoretical and methodological values ​​of Marxism-Leninism and Ho Chi Minh's thought on morality and moral development.

- Clarify the connotation of morality, moral development for People’s police officers and contents of moral development for People’s police officers; theoretical contents of regularity, factors affecting moral development for People’s police officers.

- Assess the practical situation of moral development for People’s police officers as well as issues posed and suggest orientations and solutions to develop strong and transparent morality for People’s police officers.

3.2. Conclusions

- The thesis does not have ambition on discussing morality in particular, but uses the core viewpoints, the scientific methodology of Marxism-Leninism and Ho Chi Minh's thought as theoretical and methodological basis to approach and research issues of moral development for People’s police officers.

- Issues of moral development for People’s police officers are inherited and refined from findings of domestic and foreign research works, inside and outside the People's Public Security sector, identifying the theoretical and practical issues that need to be addressed in the research.

- The thesis does not research moral development for People’s police officers from the science of organizing or building People’s Public Security force, but approaches from the perspective of science of philosophy – morality. From theoretical perspective, the thesis has clarified the concept of morality and moral development for People’s police officers, specified the importance of morality and moral development for revolutionary police officers. Moral development for People’s police officers becomes a vital issue to ensure that the People’s Public Security force is transparent, strong, formal, elite and step by step modern.

- From theoretical perspective, the thesis has analyzed and generalized the requirements and the basic content of moral development for People’s police officers. Due to regulations of the career and ethics of People’s police officers, the thesis has identified six standards of moral development for People’s police officers and analyzed the regularity and factors impacting moral development for People’s police officers.

- The thesis has examined the process of moral development for People’s police officers since the establishment of the People’s Public Security force, especially moral development for People’s police officers in the past 30 years of renovation. The thesis affirms that the process of moral development for People’s police officers has obtained important, fundamental and solid achievements, thus the People’s Public Security force is constantly growing as it is today.

- The thesis has analyzed and pointed out issues like dialectical contradictions that need to be addressed. On that basis, the thesis sets out three general orientations that carry the principle of strategic orientation and five main solutions to develop People’s Public Security force that is really transparent, strong, formal, elite and step-by-step modern, in order to meet the requirements of protecting security and order in the new revolutionary period.
