Chương 1. Cơ sở lý luận và một số chủ trương, chính sách về số hóa tài liệu lưu trữ

Trong Chương 1, tác giả đã trình bày những cơ sở lý luận quan trọng liên quan đến số hóa tài liệu lưu trữ, làm rõ các khái niệm như tài liệu, tài liệu lưu trữ, số hóa và số hóa tài liệu lưu trữ, đồng thời phân biệt giữa số hóa và chuyển đổi số trong lĩnh vực lưu trữ. Từ đó, chương khẳng định số hóa là bước nền tảng không thể thiếu trong tiến trình chuyển đổi số của ngành, góp phần bảo vệ an toàn tài liệu gốc, nâng cao hiệu quả quản lý và khai thác thông tin, tiết kiệm không gian và chi phí lưu trữ. 

Bên cạnh đó, chương cũng phân tích các nguyên tắc, quy trình kỹ thuật và trách nhiệm tổ chức thực hiện số hóa, đồng thời khái quát hệ thống chủ trương, chính sách của Đảng và Nhà nước, qua đó cho thấy sự định hướng nhất quán hướng tới xây dựng nền hành chính hiện đại, minh bạch, phù hợp với mục tiêu phát triển Chính phủ số và xã hội số.

Chương 2. Khảo sát và đánh giá các điều kiện thực hiện số hóa tài liệu lưu trữ tại Cục Phục vụ ngoại giao đoàn

Trong Chương 2, tác giả đã khảo sát, đánh giá các điều kiện để thực hiện số hóa tài liệu lưu trữ tại Cục Phục vụ Ngoại giao đoàn. Phông tài liệu lưu trữ của Cục đã hình thành từ năm 1964 tới nay đã phản ánh toàn diện các hoạt động phục vụ đoàn ngoại giao và một phần công tác đối ngoại của Nhà nước, đồng thời mang giá trị pháp lý, hành chính và lịch sử sâu sắc. Tuy nhiên, khối lượng tài liệu lớn cùng điều kiện bảo quản chủ yếu thủ công đã bộc lộ nhiều hạn chế như sự xuống cấp tự nhiên, khó khăn trong khai thác, thiếu quy trình quản lý điện tử thống nhất và chưa có cơ sở dữ liệu dùng chung. Công cụ SWOT chỉ ra những điểm mạnh và cơ hội từ chính sách chuyển đổi số và hạ tầng công nghệ, song cũng làm rõ các điểm yếu như thiếu nhân lực chuyên môn, thiết bị chưa đồng bộ và yêu cầu bảo mật cao của thông tin ngoại giao. 

Từ các đánh giá đó, chương khẳng định rằng số hóa tài liệu là nhu cầu cấp thiết, góp phần bảo tồn tài liệu, nâng cao hiệu quả phục vụ và chuẩn bị nền tảng cho quản trị hiện đại trong bối cảnh chuyển đổi số quốc gia.

Chương 3. Đề xuất đề án số hoá tài liệu lưu trữ tại Cục Phục vụ Ngoại giao đoàn

Trong Chương 3 đề xuất Đề án số hóa tài liệu lưu trữ tại Cục Phục vụ Ngoại giao đoàn như một định hướng mang tính chiến lược nhằm hiện đại hóa công tác văn thư – lưu trữ và đáp ứng yêu cầu chuyển đổi số của ngành ngoại giao. Đề án không chỉ đặt mục tiêu tạo bản sao số cho tài liệu mà còn hướng tới xây dựng hệ thống lưu trữ điện tử thống nhất, chuẩn hóa toàn bộ quy trình lập hồ sơ, quản lý, khai thác và sử dụng tài liệu. Chương nêu rõ phạm vi, đối tượng số hóa, trình tự kỹ thuật của từng khâu từ tiếp nhận, quét tài liệu, nhập dữ liệu đến kiểm tra chất lượng và bảo mật, đồng thời xây dựng lộ trình triển khai giai đoạn 2026–2030 với phân bổ nguồn lực cụ thể. 

Song song đó, chương đề xuất các giải pháp toàn diện về pháp lý nội bộ, trang thiết bị, phần mềm, đào tạo nhân lực và phối hợp giữa các đơn vị. Qua đó, tác giả khẳng định số hóa tài liệu không chỉ mang ý nghĩa kỹ thuật mà còn là bước chuyển đổi quan trọng giúp nâng cao hiệu quả quản lý, bảo đảm an toàn thông tin, thúc đẩy cải cách hành chính và tạo tiền đề cho môi trường làm việc điện tử hiện đại trong ngành ngoại giao.

11. Khả năng ứng dụng trong thực tiễn

Đề án số hóa tài liệu lưu trữ tại Cục Phục vụ Ngoại giao đoàn thể hiện tính khả thi cao nhờ cơ sở lý luận vững chắc và sự phù hợp với chủ trương chuyển đổi số của Nhà nước. Chương 1 đã làm rõ khái niệm, vai trò và quy trình số hóa, khẳng định đây là bước nền tảng để bảo vệ tài liệu, nâng cao hiệu quả quản lý và phục vụ khai thác thông tin. Chương 2 cho thấy thực trạng tài liệu phong phú, có giá trị lớn nhưng đang được bảo quản thủ công, dễ xuống cấp và khó tra cứu; đồng thời chỉ ra những hạn chế về nhân lực, thiết bị và hạ tầng công nghệ. Tuy vậy, các thuận lợi từ chính sách số hóa, sự quan tâm của cơ quan quản lý và nhu cầu cấp thiết về hiện đại hóa đã tạo điều kiện thuận lợi để triển khai. Trên cơ sở đó, Chương 3 đề xuất đề án với mục tiêu rõ ràng, quy trình kỹ thuật cụ thể và lộ trình triển khai phù hợp giai đoạn 2026–2030, kèm theo giải pháp đồng bộ về pháp lý, công nghệ và nhân sự. 

Nhìn chung, đề án có tính thực tiễn cao, đáp ứng yêu cầu cải cách hành chính, bảo mật thông tin và hiện đại hóa công tác lưu trữ trong ngành ngoại giao.

12. Những hướng nghiên cứu tiếp theo

– Nghiên cứu các biện pháp nhằm nâng cao bảo mật đối với tài liệu lưu trữ Bộ Ngoại giao trong môi trường số hóa.

- Nghiên cứu kinh nghiệm quốc tế để đề xuất các tiêu chuẩn kỹ thuật và quy trình tiên tiến, giúp hệ thống số hóa trong tương lai đạt mức đồng bộ, bền vững và dễ mở rộng.

10. Summary of the results of the thesis

Chapter 1. Theoretical Foundations and Key Guidelines and Policies on the Digitization of Archival Documents

In Chapter 1, the author presents essential theoretical foundations related to the digitization of archival documents, clarifying concepts such as documents, archival documents, digitization, and the digitization of archival materials, while distinguishing between digitization and digital transformation in the archival field. The chapter affirms that digitization is an indispensable foundational step in the sector’s digital transformation process, contributing to the protection of original materials, enhancing management and information retrieval efficiency, and reducing storage space and costs.

In addition, the chapter analyzes fundamental principles, technical procedures, and organizational responsibilities in implementing digitization and provides an overview of the Party’s and State’s guidelines and policies. This demonstrates a consistent orientation toward building a modern and transparent administrative system in line with the goals of developing a digital government and a digital society.

Chapter 2. Survey and Assessment of Conditions for Implementing the Digitization of Archival Documents at the Department of Diplomatic Corps Services

In Chapter 2, the author surveys and assesses the conditions for implementing archival document digitization at the Department of Diplomatic Corps Services. The archival collection of the Department, formed since 1964, reflects comprehensively the activities of serving diplomatic missions and aspects of the State’s external affairs, and carries significant legal, administrative, and historical value. However, the large volume of documents and primarily manual storage conditions reveal many limitations, such as natural degradation, difficulties in retrieval, the absence of a unified electronic management process, and the lack of a shared database.
The SWOT analysis identifies strengths and opportunities arising from digital transformation policies and technological infrastructure, while also highlighting weaknesses such as insufficient specialized personnel, inconsistent equipment, and high security requirements for diplomatic information. Based on these assessments, the chapter asserts that digitization is a pressing need that will help preserve documents, improve service efficiency, and lay the groundwork for modern governance in the context of national digital transformation.

Chapter 3. Proposal for a Digitization Project for Archival Documents at the Department of Diplomatic Corps Services

Chapter 3 proposes a digitization project for archival documents at the Department of Diplomatic Corps Services as a strategic direction toward modernizing records and archival management and meeting the requirements of digital transformation in the foreign affairs sector. The project aims not only to create digital copies of documents but also to develop a unified electronic archival system, standardizing the processes of file creation, management, retrieval, and use.

The chapter specifies the scope and subjects of digitization, as well as the technical procedures for each stage—from document reception, scanning, data entry, quality control, to information security. It also outlines a roadmap for implementation during 2026–2030 with detailed resource allocation. Alongside this, the chapter proposes comprehensive solutions regarding internal legal frameworks, equipment, software, human resource training, and inter-departmental coordination. Through this, the author affirms that digitization is not merely a technical activity but an essential transformation that enhances management efficiency, ensures information security, promotes administrative reform, and lays the foundation for a modern electronic working environment in the foreign affairs sector.

11. Applicability in practice

The digitization project for archival documents at the Department of Diplomatic Corps Services demonstrates high feasibility thanks to its strong theoretical foundation and alignment with the State’s digital transformation guidelines. Chapter 1 clarifies key concepts, roles, and processes of digitization, emphasizing it as a foundational step for protecting documents and improving management and information retrieval. Chapter 2 reveals that despite the large and valuable archival collection, the manual storage conditions lead to degradation and difficulties in access, while also identifying organizational and technological limitations. Nonetheless, the advantages arising from digital policies, institutional support, and the urgency of modernization create favorable conditions for implementation.

Based on this, Chapter 3 proposes a project with clear objectives, detailed technical workflows, and an implementation roadmap for 2026–2030, supported by coherent legal, technological, and human-resource solutions. Overall, the project demonstrates strong practical applicability, meeting the requirements of administrative reform, information security, and modernization of archival work in the foreign affairs sector.

12. Further research directions

- Research measures to improve security for Ministry of Foreign Affairs archives in a digital environment.

- Research international experience to propose advanced technical standards and processes, helping the future digital system to be synchronous, sustainable and easy to expand.
