10. Tóm tắt các kết quả của đề án:

Đề án xây dựng và thí điểm mô hình quản trị thông tin sự kiện trên báo chí theo vòng đời PAF-T (Prepare – Activate – Follow-through – Test) tại Công ty Cổ phần Chứng khoán Stanley Brothers (SBSI), trong bối cảnh doanh nghiệp niêm yết phải đồng thời đáp ứng yêu cầu về minh bạch thông tin, tuân thủ công bố thông tin, kiểm soát thẩm quyền phát ngôn và hạn chế rủi ro diễn giải trên báo chí.

Trên cơ sở kết hợp phương pháp phân tích tài liệu, phân tích nội dung báo chí, quan sát có tham dự và nghiên cứu trường hợp, đề án xác định một số hạn chế trong hoạt động quản trị thông tin sự kiện tại SBSI trước khi áp dụng mô hình, nổi bật là việc nguồn thông tin chính thức chưa được khai thác đầy đủ, thiếu phát ngôn có thẩm quyền, thông tin báo chí trong một số trường hợp chưa được cung cấp đầy đủ bối cảnh chiến lược và pháp lý, đồng thời tồn tại nguy cơ xuất hiện các cách đóng khung, suy diễn hoặc ghép nối thông tin chưa phản ánh đầy đủ bản chất sự kiện.

Từ những vấn đề thực tiễn đó, đề án xây dựng mô hình PAF-T với bốn giai đoạn gồm Prepare, Activate, Follow-through và Test. Mô hình được cụ thể hóa thông qua hệ thống công cụ vận hành gồm Event Information Architecture, Frame Map, Angle List, One Source of Truth, Spokesperson Pack, Follow-through Report và Test Report. Các công cụ này nhằm chuẩn hóa quá trình chuẩn bị thông tin, xác lập khung thông điệp, thống nhất nguồn thông tin, kiểm soát phát ngôn, theo dõi thông tin sau sự kiện và đánh giá chất lượng thông tin báo chí.

Mô hình được triển khai thí điểm tại Đại hội đồng cổ đông thường niên năm 2026 của SBSI. Kết quả thí điểm ghi nhận những chuyển biến tích cực ở các tiêu chí trọng yếu như mức độ sử dụng nguồn thông tin chính thức, sự hiện diện của phát ngôn đúng thẩm quyền, tính nhất quán với khung thông điệp, mức độ bối cảnh hóa và hạn chế sai lệch hoặc hiểu nhầm về bản chất sự kiện. Kết quả bước đầu cho thấy PAF-T có tính khả thi trong việc chuẩn hóa quy trình và hỗ trợ nâng cao chất lượng quản trị thông tin sự kiện trên báo chí trong phạm vi trường hợp áp dụng.

Đóng góp chính của đề án là chuyển hóa các nền tảng lý luận như Framing Theory, Agenda-setting/Agenda-building cùng các nguyên tắc truyền thông tổ chức và truyền thông tài chính thành một khung vận hành có quy trình, biểu mẫu, điểm kiểm soát và tiêu chí đánh giá cụ thể. Qua đó, đề án cung cấp một mô hình có khả năng tiếp tục hoàn thiện và tham chiếu trong hoạt động quản trị thông tin sự kiện của SBSI cũng như các doanh nghiệp niêm yết có đặc điểm tương đồng. 

11. Khả năng ứng dụng trong thực tiễn:

Mô hình PAF-T có thể được thể chế hóa thành quy trình nội bộ tại SBSI và áp dụng cho các sự kiện có tính công khai hoặc nhạy cảm thông tin như ĐHĐCĐ, tăng vốn, công bố kết quả kinh doanh, thay đổi nhân sự cấp cao và ra mắt sản phẩm tài chính. Bộ công cụ của mô hình có thể tái sử dụng, cập nhật sau mỗi sự kiện và điều chỉnh theo mức độ phức tạp; với sự kiện nhỏ có thể áp dụng phiên bản rút gọn, còn sự kiện lớn hoặc nhạy cảm nên triển khai đầy đủ bốn giai đoạn. PAF-T cũng có giá trị tham chiếu cho các doanh nghiệp niêm yết có đặc điểm tương đồng, với điều kiện được điều chỉnh theo cơ cấu tổ chức, nguồn lực và nghĩa vụ công bố thông tin của từng doanh nghiệp.

12. Những hướng nghiên cứu tiếp theo:

Tiếp tục kiểm nghiệm PAF-T tại nhiều doanh nghiệp niêm yết và nhiều loại sự kiện khác nhau; phát triển công cụ media monitoring tích hợp với bộ chỉ số PAF-T Test để hỗ trợ thu thập, phân loại và đánh giá thông tin báo chí; đồng thời nghiên cứu sâu hơn mối quan hệ giữa chất lượng quản trị thông tin báo chí với tín nhiệm của nhà đầu tư, mức độ minh bạch cảm nhận và uy tín dài hạn của doanh nghiệp niêm yết.

11. Summary of the findings of the project:

The project develops and pilots the PAF-T (Prepare – Activate – Follow-through – Test) lifecycle-based model for managing event-related information in the press at Stanley Brothers Securities Joint Stock Company (SBSI). The model is designed for the context of listed companies, which are required to simultaneously ensure information transparency, comply with disclosure obligations, control spokesperson authority, and mitigate the risks of inaccurate or misleading media interpretation.

Drawing on document analysis, press content analysis, participant observation, and case study research, the project identifies several limitations in SBSI’s event information management practices prior to the application of the model. Key issues include the insufficient use of official information sources, the limited presence of authorized corporate spokespersons in press coverage, inadequate strategic and legal context in some news reports, and the potential for inappropriate framing, unsupported interpretation, or the association of separate pieces of information in ways that may not fully reflect the nature of an event.

Based on these practical issues, the project develops the PAF-T model comprising four stages: Prepare, Activate, Follow-through, and Test. The model is operationalized through a set of management tools, including Event Information Architecture, Frame Map, Angle List, One Source of Truth, Spokesperson Pack, Follow-through Report, and Test Report. These tools are designed to standardize information preparation, establish message frames, ensure consistency of information sources, control authorized communication, monitor media coverage after an event, and assess the quality of information reported by the press.

The model was piloted at SBSI’s 2026 Annual General Meeting of Shareholders. The pilot results indicate positive changes across several key criteria, including greater use of official information sources, the presence of authorized spokesperson quotations, stronger consistency with the intended message frame, improved contextualization of information, and a reduction in significant inaccuracies or potential misunderstandings regarding the nature of the event. These initial findings suggest that PAF-T is feasible as an operational framework for standardizing procedures and supporting improvements in the quality of event-related information management in the press within the scope of the case studied.

The main contribution of the project lies in translating theoretical foundations, including Framing Theory, Agenda-setting/Agenda-building, as well as principles of organizational and financial communication, into an operational framework consisting of defined procedures, standardized templates, control points, and evaluation criteria. Accordingly, the project provides a model that can be further refined and used as a reference for event-related information management at SBSI and other listed companies with similar characteristics.

12. Practical applicability, if any:

PAF-T can be institutionalized as an internal process at SBSI and applied to public or information-sensitive events such as annual general meetings, capital increases, earnings announcements, senior-management changes, and financial product launches. Its toolkit can be reused and updated after each event. A simplified version may be used for smaller events, while major or sensitive events should apply the full four-stage process. The model may also serve as a reference for other listed enterprises with similar characteristics, subject to adaptation to each organization’s structure, resources, and disclosure obligations.

13. Further research directions, if any:

Future work should test PAF-T across more listed enterprises and more types of corporate events; develop media-monitoring tools integrated with the PAF-T Test indicators to support collection, classification, and evaluation of press coverage; and investigate more deeply the relationship between the quality of press-information management and investor trust, perceived transparency, and the long-term reputation of listed enterprises.
