Education Quality Assurance Activities

I. General introduction

Quality assurance in higher education is a new issue that has been implemented in Vietnam for more than 10 years. The important task of higher education institutions is to improve the quality of education, approaching the quality standards of universities in the region and the world. Realizing the importance of ensuring the quality of education in schools, since 2006, the University of Social Sciences and Humanities has decided to establish the Center for Education Quality Assurance (Decision No. 1784/QD-XHNV-TC). The Center for Education Quality Assurance has the function and task of advising and assisting the Board of Directors in the management, quality assessment, quality accreditation and training quality assurance throughout the University.

Quality assurance activities in the University of Social Sciences and Humanities are carried out based on the school's mission, goals, educational philosophy and quality policy.

Philosophy of Education: Liberal education.

School quality policy:

  • Consider learners as the center, take lecturers as the driving force in training and scientific research activities;
  • Regularly evaluate and innovate training programs, textbooks, and lectures, applying active teaching methods to improve training quality and scientific research capacity of learners;
  • Focus on building a team of lecturers, administrative staff and managers with sufficient qualifications, qualities and capacity to meet the needs of training high-quality human resources for society;
  • Always care and create a favorable environment for learners to freely develop their creativity;
  • Periodically review and improve management methods to enhance the quality of the School's operational areas.

II. Typical results

1. Quality assessment and quality control of schools and training programs

In the trend of globalization and international integration, with the requirement of providing high-quality human resources, quality assessment and quality accreditation are important evidence to explain the quality of education to society, and are the basis for improving and enhancing the quality of training.

From 2006 to 2012, the School was assessed for quality according to the set of standards for assessing the quality of schools and faculties under the Vietnam National University, Hanoi (2006). The School was also assessed by the Ministry of Education and Training according to the Ministry's standards and was one of the first twenty schools in Vietnam to be assessed and achieve good results. Notably, in 2012, the School was assessed for the second cycle according to the standards of Vietnam National University, Hanoi with 60/61 criteria meeting the standards. In 2015, the School was assessed for educational quality according to the set of standards for assessing educational quality of the Ministry of Education and Training. Currently, the School has been granted a Certificate of National Quality Standards by Vietnam National University, Hanoi and the Ministry of Education and Training.

In order to improve the quality of training and teaching, the university's undergraduate training programs have been assessed by the Vietnam National University, Hanoi, such as: Linguistics, History, Tourism, International Studies, Archives and Administration and Office, Oriental Studies. To reach the regional quality standards, the university's undergraduate training program in Linguistics has participated in self-assessment and external assessment according to the ASEAN University Network (AUN) Standards and achieved 4.57/7. In 2015, the second training program continued to be assessed according to regional standards (AUN), which is the undergraduate training program in Oriental Studies. At the request of the Ministry of Education and Training, the university's high-quality undergraduate training programs are implementing self-assessment and external assessment, including the majors of Literature, Philosophy and Management Science and History.

During the 2015-2020 period, the school has developed a plan for 100% of undergraduate training programs to be assessed for quality and quality accreditation according to different sets of standards, of which 35% of training programs will be assessed for quality according to the standards of the Southeast Asian University Network (AUN-QA).

Up to now, the University has had 6 undergraduate training programs assessed for quality according to the ASEAN University Network (AUN-QA) standards, 03 training programs assessed for quality according to the standards of the Ministry of Education and Training and 10 training programs assessed by peer according to the AUN-QA standards.

Training programs have been assessed for quality according to AUN-QA standards:

  • Undergraduate training program in Linguistics (2013).
  • Oriental Studies undergraduate training program (2015).
  • Undergraduate program in Philosophy (2016).
  • Undergraduate training program in Literature (2017).
  • Undergraduate training program in Psychology (2018).
  • Undergraduate training program in Sociology (2018).
  • Undergraduate training program in History (2019).
  • Undergraduate training program in Political Science (2020).

Training programs have been quality tested according to the standards of the Ministry of Education and Training.:

  • Undergraduate training program in Psychology (2017).
  • Undergraduate training program in Vietnamese studies (2017).
  • Undergraduate training program in International Studies (2019).

Training programs have been peer-assessed for quality according to AUN-QA standards:

  • Undergraduate training program in Sociology (2014).
  • High quality undergraduate training program in Literature (2015).
  • High quality undergraduate training program in Philosophy (2015).
  • High quality undergraduate training program in Management Science (2015).
  • High quality undergraduate training program in History (2016).
  • Undergraduate training program in Sociology (2016).
  • Undergraduate training program in Journalism (2017).
  • Undergraduate training program in Political Science (2017).
  • Undergraduate training program in Anthropology (2017).
  • Undergraduate training program in Tourism and Travel Services Management (2017).
  • Social Work Undergraduate Training Program (2020).
  • Undergraduate training program in Management Science (2020).
  • Office Administration undergraduate training program (2020).

In order to continuously improve the quality of education in the school as well as the quality of training programs, quality improvement activities have been planned and implemented on schedule. The school has an action plan to improve the quality of school activities until 2021. Training programs that are assessed for quality according to AUN standards have also developed quality improvement plans according to the recommendations of the external assessment team.

2. Stakeholder survey activities

The school conducts surveys to collect opinions from stakeholders to improve the quality of teaching and learning in the school. Annually, the survey activities include:

  • Get feedback from learners about the course (100% of courses are feedbacked online).
  • Get employer feedback.
  • Get feedback from alumni.
  • Get feedback from graduating students.
  • Get learners' feedback on learning support activities.
  • Teacher self-assessment.

Survey and evaluation results are used to improve school quality and training programs.

3. Developing a culture of quality

  • Procedures for quality assurance activities in the school have been developed and disseminated to units.
  • Training of staff with knowledge of quality assurance is carried out through participation in training courses, organizing exchange sessions, learning experiences on quality assurance and quality inspection with foreign experts.
  • The school participates in the ASEAN-QA network.
  • Two workshops on quality assurance were held: “Assessment, evaluation and management of university training quality” (2008) and “Quality culture in universities” (2010).
  • In addition, communication about the value, meaning and benefits of quality and the implementation of quality culture is continuously disseminated to the school staff.

III. Strategic plan for the period 2020-2025

In the School Development Strategy to 2025 and Vision to 2035, the School's quality assurance activities focus on the following issues:

  • Strengthening the culture of quality from progress to efficiency in all areas of the School's operations;
  • Professionalize management, training and research activities;
  • Building community spirit, taking on and sharing responsibility in solving common tasks for the development of the School;
  • Put quality in line with strategy and goals first;
  • Moving towards school quality assessment according to the standards of the ASEAN University Network (AUN-QA);
  • 100% of undergraduate training programs and 30% of master training programs are quality-accredited and quality-assessed according to domestic and international standards.

Ensuring educational quality is the top concern of the University of Social Sciences and Humanities because of the importance of this activity for the future development of the University. Therefore, quality assurance work needs to be developed in accordance with the orientation of the University, Vietnam National University, Hanoi, the Ministry of Education and Training and in line with the general development trend in the region and the world. In addition, learning from experiences of domestic and international universities is very necessary in the process of building and developing the quality assurance work of the University in the future.
