History of formation
The Institute of Policy and Management (IPAM) was established based on the achievements of over 15 years of development of the Sociological Research Program on Environment and Development, Center for Policy Research and Analysis (CEPSTA), with the function of research, training, consulting, and networking of "strategic ideas and thinking". IPAM operates according to the modelpink tankIts functions include linking training and research, developing the field of policy and management science in Vietnam, expanding the network of policy organizations, participating in regional and international forums, and becoming a focal point for gathering resources in the field of policy and management.
The Center for Policy Research and Analysis (CEPSTA) was formerly known as “Sociology Research Program on Policy and Science and Technology"The program, primarily focused on Policy, is a unit of the University of Social Sciences and Humanities, Hanoi, established in 1991 by reputable and renowned professors and doctors from the National University. After 10 years of operation and development, the program was renamed to "Sociology of Environment and Development Research ProgramIn 2007, the program evolved and was renamed.Center for Policy Research and Analysis, abbreviated as CEPSTA (The Center for Policy Studies and Analysis) according to Decision No. 775 QD/XHNV-TC dated March 16, 2007, of the Rector of the Hanoi University of Social Sciences and Humanities.
Over more than 15 years of development, IPAM has achieved fundamental successes in research and training, contributing to the development of the policy science sector and initially forming a policy-related network in Vietnam.
Originating from a highly effective research and training support center under the Hanoi University of Social Sciences and Humanities, the Institute of Policy and Management (IPAM) was established as it is today thanks to the tremendous efforts of its founders, the support of the University's Board of Directors, and domestic and international partners. Based on the Center for Policy Research and Analysis, the Institute of Policy and Management (IPAM) was officially established by Decision 876 QD/XHNV-TC dated April 16, 2013, of the Rector of the Hanoi University of Social Sciences and Humanities.
Function
The Institute for Policy and Management (IPAM) functions in training, research, and consulting in the field of policy and management (education policy, science & technology and innovation policy; creative entrepreneurship policy, regional development policy, science and technology human resource development policy, science and technology management issues, etc.); forecasting socio-economic policy issues, changing trends, and proposing development policies for organizations. IPAM provides information and consulting services on policy and management issues, designs and develops specialized seminar programs, and organizes collaborative service activities to meet social needs in accordance with legal regulations.
Mission
The Institute for Policy and Management (IPAM) has the mission of training, developing, and providing high-quality human resources in management and in policy research and analysis, and development management, following the motto: "Think tank - Perception - Innovation"; and serving as a hub connecting and bringing together a network of policy organizations in Vietnam.
Vision
As a typical "think tank" model in the field of policy and management, the Institute strives to become a key national research and training center on policy and management, rapidly integrating and developing to international standards, contributing to the development of policy and management science in Vietnam by 2025.
