11. Tóm tắt các kết quả mới của luận án:
- Mục tiêu nghiên cứu của luận án là làm rõ chính sách đối ngoại của Campuchia đối với Mỹ được thể hiện như thế nào từ năm 2009 đến năm 2024, từ đó đưa ra hàm ý chính sách cho Việt Nam.
- Đối tượng nghiên cứu của luận án là nội dung, thực tiễn triển khai chính sách của Campuchia với Mỹ trên các lĩnh vực chính trị - ngoại giao, kinh tế, quốc phòng - an ninh và các lĩnh vực khác giai đoạn 2009 - 2024.
- Luận án được thực hiện dựa trên phương pháp nghiên cứu định tính kết hợp cùng với các phương pháp nghiên cứu như: phương pháp nghiên cứu lịch sử, phương pháp phân tích diễn ngôn, phương pháp phân tích và tổng hợp, phương pháp phân tích chính sách và phương pháp dự báo.
Các kết quả chính, đóng góp mới của luận án
- Thứ nhất, Luận án hệ thống hóa và làm sâu sắc hơn hệ thống lý luận về chính sách đối ngoại của nước nhỏ trong quan hệ với nước lớn; qua đó xây dựng khung phân tích thực tiễn về sự tương tác chiến lược giữa Campuchia và Mỹ trong bối cảnh địa chính trị mới.
- Thứ hai, Luận án cung cấp một bức tranh toàn diện, có hệ thống và tính cập nhật về thực trạng triển khai chính sách đối ngoại của Campuchia đối với Mỹ trên các lĩnh vực then chốt: chính trị - ngoại giao, kinh tế, quốc phòng - an ninh trong giai đoạn 2009 - 2024.
- Thứ ba, Luận án nhận diện và làm rõ các đặc điểm mang tính bản chất trong chính sách đối ngoại của Campuchia với Mỹ, đồng thời dự báo các kịch bản quan hệ đến năm 2028 dưới tác động của sự chuyển giao thế hệ lãnh đạo tại Campuchia (thời kỳ Hun Manet) và sự biến động của trật tự khu vực.
- Thứ tư, Luận án đánh giá khách quan các tác động đa chiều từ chính sách đối ngoại của Campuchia đối với Mỹ tới cấu trúc an ninh ASEAN và các cường quốc liên quan. Đây là cơ sở khoa học quan trọng để luận án đề xuất các hàm ý chính sách thực tiễn cho Việt Nam nhằm thích ứng hiệu quả với những chuyển dịch chiến lược của nước láng giềng.

Các hướng nghiên cứu tiếp theo: Từ kết quả của đề tài này, các nghiên cứu tiếp theo có thể triển khai bao gồm: sự điều chỉnh chính sách đối ngoại của Campuchia dưới thời Thủ tướng Hun Manet nhằm tìm kiếm thế cân bằng mới với Mỹ; vai trò của các cơ chế tiểu vùng như Mekong trong việc định hình an ninh khu vực; và sự tương tác giữa các nước nhỏ tại Đông Nam Á lục địa trước tác động từ chiến lược Ấn Độ Dương - Thái Bình Dương của Mỹ.

- The research objective of the thesis is to clarify the nature and manifestation of Cambodia’s foreign policy towards the United States from 2009 to 2024. Based on this analysis, the study aims to propose strategic policy implications for Vietnam.
- The subjects of research encompass the conceptual framework and the empirical implementation of Cambodia’s policy toward the U.S. across key pillars, including politics-diplomacy, economics, national defense-security, and other relevant sectors during the 2009–2024 period.
- The thesis is based on qualitative research methods combined with various other methods, such as historical research methods, discourse analysis, analysis and synthesis, policy analysis, and forecasting methods.
Main results and contributions of the thesis:
- First, the thesis systematizes and deepens the theoretical framework regarding the foreign policy of small states in relation to great powers; thereby constructing a practical analytical framework for the strategic interaction between Cambodia and the United States within the new geopolitical context.
- Second, the thesis provides a comprehensive, systematic, and up-to-date overview of the implementation of Cambodia’s foreign policy toward the United States across key pillars: politics-diplomacy, economics, and national defense-security during the 2009–2024 period.
- Third, the thesis identifies and elucidates the intrinsic characteristics of Cambodia’s foreign policy toward the U.S., while offering forecasts for bilateral relationship scenarios through 2028, considering the impact of the leadership transition in Cambodia (the Hun Manet era) and the fluctuations in the regional order.
- Fourth, the thesis provides an objective assessment of the multi-dimensional impacts of Cambodia’s U.S. policy on the ASEAN security architecture and relevant major powers. This serves as a vital scientific basis for the thesis to propose practical policy implications for Vietnam to effectively adapt to the strategic shifts of its neighboring country.
Further research directions: From this topic, future research could focus on the recalibration of Cambodia’s foreign policy under Prime Minister Hun Manet in pursuit of a new strategic balance with the United States; the role of sub-regional frameworks, such as the Mekong-U.S. Partnership, in shaping regional security; and the strategic interactions of small states in mainland Southeast Asia under the influence of the U.S. Indo-Pacific Strategy
