11. Tóm tắt các kết quả mới của luận án
Luận án đã nghiên cứu, phân tích bối cảnh lịch sử tác động đến quan hệ giữa Việt Nam Dân chủ Cộng hoà với các quốc gia Đông Âu (1950 - 1976). Quan hệ giữa Việt Nam Dân chủ Cộng hoà và các quốc gia Đông Âu được thiết lập và diễn ra trong bối cảnh quốc tế phức tạp. Sự đối đầu Xô - Mỹ đã tác động, chi phối các mối quan hệ quốc tế, quan hệ của các khu vực và trong hệ thống các nước xã hội chủ nghĩa, trong đó có quan hệ của Việt Nam Dân chủ Cộng hoà và các quốc gia Đông Âu. Cũng trong thời gian này, quá trình hình thành, vận hành của hệ thống các nước xã hội chủ nghĩa đã tạo nên khuôn khổ chính trị, ý thức hệ chung của các nước trong hệ thống khi cùng có mục tiêu chống chủ nghĩa đế quốc, bảo vệ hòa bình. Có những thời điểm mối quan hệ trong hệ thống các nước xã hội chủ nghĩa có những bất đồng, song ý thức hệ chung, và nhu cầu lợi ích của mỗi quốc gia là cơ sở, nền tảng thúc đẩy quan hệ hợp tác trong hệ thống các nước xã hội chủ nghĩa nói chung cũng như quan hệ song phương giữa Việt Nam Dân chủ Cộng hoà và các quốc gia Đông Âu.
Ở trong nước, Việt Nam Dân chủ Cộng hoà tiến hành các cuộc kháng chiến chống thực dân, đế quốc và xây dựng chủ nghĩa xã hội ở miền Bắc đòi hỏi sự nỗ lực của nội lực đồng thời yêu cầu sự ủng hộ của quốc tế đối với sự nghiệp cách mạng của Việt Nam, đã thúc đẩy sự phát triển mối quan hệ giữa Việt Nam Dân chủ Cộng hoà và các quốc gia Đông Âu.
Quan hệ giữa Việt Nam Dân chủ Cộng hoà với các quốc gia Đông Âu (1950 - 1976) được triển khai diễn ra trên các lĩnh vực: Chính trị, quân sự ngoại giao, kinh tế, khoa học kỹ thuật, văn hóa - giáo dục, y tế, đạt được những thành tựu quan trọng.
Trong lĩnh vực quân sự, các quốc gia Đông Âu viện trợ, giúp quân đội VNDCCH tăng cường năng lực phòng thủ và hiện đại hóa trong điều kiện chiến tranh khốc liệt. Nguồn hỗ trợ này đóng vai trò quan trọng trong việc bảo đảm sức mạnh chiến đấu của quân đội nhân dân Việt Nam trong các chiến dịch lớn.
Trên phương diện kinh tế, sự giúp đỡ của các quốc gia Đông Âu thể hiện qua việc viện trợ, cung cấp máy móc, thiết bị và hỗ trợ Việt Nam xây dựng các công trình công nghiệp, giao thông và nông nghiệp. Đây là những đóng góp quan trọng đối với quá trình khôi phục và phát triển kinh tế miền Bắc XHCN.
Trên lĩnh vực văn hóa, giáo dục, y tế, hàng vạn lưu học sinh Việt Nam được đào tạo tại các quốc gia Đông Âu, tạo nguồn nhân lực chất lượng cao; đồng thời nhiều hoạt động giao lưu văn hoá, hỗ trợ y tế, viện trợ thuốc men và trang thiết bị được triển khai hiệu quả.
Quan hệ giữa VNDCCH và các quốc gia Đông Âu giai đoạn 1954-1976 mang tính toàn diện, bền chặt và có đóng góp quan trọng cho thắng lợi của VNDCCH trong cuộc kháng chiến chống Mỹ và xây dựng miền Bắc XHCN nhưng không đồng đều. Sự khác biệt về tiềm lực, lợi ích và điều kiện lịch sử của từng quốc gia Đông Âu đã dẫn đến mức độ và hiệu quả hợp tác khác nhau giữa VNDCCH với từng nước cũng như giữa các giai đoạn.
Về tác động chính, mối quan hệ này góp phần củng cố đoàn kết trong hệ thống XHCN, đồng thời tạo nguồn lực vật chất, kỹ thuật và hậu thuẫn chính trị – ngoại giao quan trọng cho cách mạng Việt Nam giai đoạn 1950–1976, đóng góp vào thắng lợi của sự nghiệp giải phóng dân tộc và thống nhất đất nước.
12. Các hướng nghiên cứu tiếp theo
Kết quả nghiên cứu của luận án mở ra một số hướng nghiên cứu tiếp theo, như:
(1) nghiên cứu chuyên sâu quan hệ giữa Việt Nam và từng quốc gia Đông Âu trong thế kỷ XX;
(2) nghiên cứu vai trò, đóng góp của các quốc gia Đông Âu đối với công cuộc xây dựng và bảo vệ đất nước Việt Nam trên các lĩnh vực kinh tế, khoa học – kỹ thuật, giáo dục và đối ngoại;
(3) nghiên cứu, khai thác nguồn tài liệu lưu trữ tại các quốc gia Đông Âu nhằm bổ sung cơ sở tư liệu và làm phong phú thêm nhận thức về lịch sử quan hệ Việt Nam – Đông Âu.

11. Summary of the new findings of the thesis
the dissertation examines and analyzes the factors influencing the relations between the DRV and the Eastern European countries during the period 1950–1976, within the context of global and regional developments, the situation in Vietnam, and Vietnam’s foreign policy toward the Eastern European countries. From 1950 to 1976, relations between the DRV and the Eastern European countries were established and developed in a complex international environment. The Soviet–American confrontation exerted a significant influence on international relations, regional relations, and interactions within the socialist system, including relations between the DRV and the Eastern European countries. During this period, the formation and operation of the socialist system created a common political and ideological framework, as its member states shared the goals of opposing imperialism and safeguarding peace. Although there were moments of disagreement within the socialist bloc, the shared ideology and the national interests of each country constituted the foundation and driving force for cooperation within the socialist system in general, and for bilateral relations between the DRV and the Eastern European countries in particular.
The DRV’s wars of resistance against colonialism and imperialism, together with the task of building socialism in Northern Vietnam, required strong internal efforts as well as international support for Vietnam’s revolutionary cause. These demands further stimulated the development of relations between the DRV and the Eastern European countries.
Relations between the DRV and the Eastern European countries (1950–1976) were implemented across multiple fields, including politics, military affairs and diplomacy, economy, science and technology, culture and education, and healthcare, achieving significant results.
In the military field, the Eastern European countries provided assistance and aid that helped strengthen the defensive capabilities and modernization of the DRV’s armed forces under conditions of intense warfare. This support played an important role in ensuring the combat strength of the Vietnam People’s Army in major military campaigns.
In the economic field, assistance from the Eastern European countries was reflected in aid programs, the supply of machinery and equipment, and support for Vietnam in building industrial, transportation, and agricultural projects. These contributions were of great importance to the process of economic recovery and development in socialist Northern Vietnam.
In the fields of culture, education, and healthcare, about tens of thousands of Vietnamese students were trained in the Eastern European countries, contributing to the formation of a high-quality human resource base. At the same time, a large number of cultural exchange activities, medical assistance programs, and the provision of medicines and medical equipment were effectively implemented.
Relations between the DRV and the Eastern European countries during the period 1955–1976 were comprehensive, close, and made important contributions to the DRV’s victory in the war of resistance against the United States and to the construction of socialist Northern Vietnam. Yet, their supports were varying. Differences in capacity, national interests, and historical conditions among the Eastern European countries led to variations in the level and effectiveness of cooperation between the DRV and each country, as well as across different stages.
These relations helped strengthen solidarity within the socialist system while providing essential material and technical resources, as well as political and diplomatic support, for the Vietnamese revolution during the period 1950–1976. They contributed significantly to the success of the struggle for national liberation and the reunification of the country.
12. Further research directions
The findings of the dissertation open up several directions for further research, including:
(1) in-depth studies of the relations between Vietnam and each individual Eastern European country during the twentieth century;
(2) investigations into the roles and contributions of Eastern European countries to Vietnam’s nation-building and national defense efforts in the fields of economy, science and technology, education, and foreign affairs;
(3) research and exploration of archival sources in Eastern European countries to enrich the documentary basis and further enhance understanding of the history of Vietnam–Eastern Europe relations.
