Research purpose:Proposing solutions to improve policies to promote linkages between high-tech agricultural enterprises (HEAs) and research and development (R&D) organizations to improve the operational efficiency of enterprises in Vietnam.

+ Secondary data collection method: The thesis uses secondary data collection method related to policies to promote the linkage between NNCNC enterprises and R&D organizations to improve the operational efficiency of enterprises in Vietnam through policies and orientations of the Party and State, legal documents from central to local levels, reports, specialized magazines... related to the scope of research in the period from 2016 - 2023.
+ Primary data collection method: The study collects primary data to propose the development of a set of criteria for evaluating macro policies to promote the linkage between NNCNC enterprises and R&D organizations to improve the operational efficiency of enterprises in Vietnam.

Secondary data collection method: The thesis collects secondary data regarding implementation of policies that encourages collaboration between research and development organizations and high-tech agricultural enterprises that aims to enhance the operational efficiency of enterprises in Vietnam through analyzing legal documents from central to local levels, including Party and State policies and orientations, reports, and thematic periodicals... with respect to the research scope for the period 2016-2023.
Primary data collection method: Conduct research and gather primary data in order to propose the formulation of a set of assessment criteria for macro policies that aim to foster collaborations between high-technology agricultural enterprises and research and development organizations with the aim to enhance the operational efficiency of businesses in Vietnam.
