- Within a maximum of 3 months from the date of the Decision recognizing the doctoral student, based on the Minutes of the detailed proposal evaluation during the selection process, the training units shall compile a list of proposed research topics and supervisors; accompanied by a summary of the scientific resume of each supervisor, ensuring that they meet the requirements in accordance with the current regulations (Training units are responsible for the professional aspects of this matter). - The university issues a decision recognizing the research topic and assigning a supervisor to the doctoral student (within 6 months from the date the doctoral student enrolls). |
| 4 | Register for the full-course study plan. | - After receiving the decision to be admitted as a doctoral student, the student develops a study and research plan for the entire course, which is approved by the training units. The student registers for and completes 30 credits in one academic year, which is defined as full-time study. The training units keep records. - Within a maximum of 3 months from receiving the Decision on the recognition of the research topic and the supervisor, the doctoral candidate presents the research content and plan to the training units. The training units will have minutes of the meeting for feedback. |

Organize doctoral coursework and finalize detailed syllabi (Concentrated study period). | - Within a maximum period of 24 months from the date of the decision to recognize the doctoral student, the training units shall organize for the doctoral student to study the modules in the doctoral training program. - Under the guidance of their supervisor, doctoral students finalize their detailed research proposal and defend it within 6 to 12 months of receiving the decision approving the research topic and their supervisor. Training units will have minutes of meetings to provide feedback. |
| 6 | Complete the doctoral dissertations. |
- Doctoral students are guided in writing review essays and registering for doctoral dissertation topics with their supervisors (training units are responsible for specifying and guiding doctoral students on matters such as: objectives, content and format requirements, implementation plan, reporting methods, dissertation evaluation methods, minimum grade requirements, etc., in accordance with current regulations). - Doctoral candidates conduct research on their chosen topic and write doctoral dissertations and review essays (these dissertations must be related to the content of the dissertation and completed within a maximum of 24 months from the date of the decision to admit the doctoral candidate). - Training units prepare the necessary procedures and organize the grading of specialized topics in accordance with regulations. |
| 7 | Participate in training activities and scientific research projects. | - Doctoral students are responsible for registering with training units to participate in teaching assistant and training support activities; and directly participating in scientific research projects related to their dissertation topic. These activities must be documented with supporting evidence, carried out during the doctoral training period, and completed before the dissertation defense procedures. |

| 9 | Changes in the training process | - Extending the study period: Doctoral students must submit an application to extend their study period with the approval of their supervisor, pay tuition fees as prescribed, no later than one month before the end of the official training period. Training units will compile and send these applications to the Training Department. - Changes/Adjustments to the Thesis Topic: The dossier includes: the doctoral student's application with the supervisor's comments, a letter from the training unit, along with the minutes of the meeting of the Council providing feedback on the new detailed thesis topic outline, and the doctoral student's revised study plan for the entire course, ensuring that the training time complies with regulations. - Changes/Adjustments to supervisors: The dossier includes: the doctoral student's application, the consent of the supervisors, a letter from the training unit, and a revised study plan for the entire course of study, ensuring that the training time complies with regulations. |
| 10 | Overall evaluation of the thesis (seminar) |
-After the doctoral candidate completes the dissertation draft and meets all the necessary conditions according to the regulations, the training units and the doctoral candidate finalize the dossier and submit it to the Training Department of the University. - The university issues a decision to establish a comprehensive dissertation evaluation council (based on a list of proposed members nominated by the training units, along with evidence of their qualifications and competence to be council members). The training units then organize dissertation defenses for doctoral candidates. Note: Before submitting the application to the University for the overall thesis defense of a doctoral student, training units may hold departmental meetings to provide feedback on the draft thesis. |

Independent review |
- Doctoral candidates who successfully defend their dissertations before the overall dissertation evaluation committee must complete the necessary documentation for the Training Department to proceed with independent peer review procedures. (Independent review process, conducted by the Training Department within a maximum of 3 months) |

Applications will be processed after receiving feedback from independent reviewers. |
- After receiving feedback from the independent reviewers, if both reviewers agree to allow the doctoral candidate to defend the thesis, the Training Department will guide the doctoral candidate in revising the thesis according to the independent reviewers' comments (if any) and completing the thesis defense procedures. - If the first independent reviewer determines that the thesis does not meet the requirements, the Training Department will invite a third reviewer (this process will take 3 months). -If both the first two reviewers or the third reviewer disagree with the thesis, the thesis must be revised and the training unit will organize a comprehensive re-evaluation of the thesis. |

Thesis evaluation organization |
- Based on the list of members nominated by the training units (accompanied by proof of eligibility to be a member of the Council), the University issues a Decision to establish the Doctoral Thesis Evaluation Council. - Training units submit dissertations and collect dissertation review comments to the Training Department (Doctoral candidates are not allowed to participate in the preparation process or contact the committee members before their official review comments have been sent to the Training Department). - The Training Department directly organizes the thesis defense for doctoral students, in coordination with the training units. - The Training Department is finalizing the evaluated dissertation dossiers to submit to Hanoi National University for dissertation review. |
| 14 | Recognize degree |
After three months from the date the doctoral candidate completes the application for degree recognition, if the university does not receive any feedback on the candidate's application and dissertation, it will issue a decision to recognize the degree. |

Documentation for the independent peer review process: a maximum of 3 months from the date of successful overall thesis defense.
If the deadline is exceeded by 1 to 3 months: the doctoral candidate must provide a written explanation of objective reasons or force majeure circumstances, along with supporting evidence and confirmation from relevant authorized parties (supervisor, employing agency, local government, training units). The university will then consider and resolve the matter (for cases where the doctoral candidate is still within the permitted timeframe of the course). Applications submitted after 3 months or more will not be processed and the training program will be terminated. 2. Having received the results of independent peer review – completing the dossier for thesis evaluation: maximum 6 months After this deadline, the University will not process the application and will terminate the doctoral candidate's training program. 3. Defending the final dissertation – completing the application for recognition of the doctoral degree and awarding the doctoral diploma: maximum 1 month. If the above-mentioned deadline is exceeded but less than 3 months from the date of successful defense of the doctoral thesis before the Council: the doctoral candidate must provide a written explanation of objective, force majeure reasons with supporting evidence, and confirmation from relevant parties (supervisor, employing agency, local government, training units), for the University to consider and resolve. If the completion and submission of the dissertation and application are delayed by more than 3 months from the date of successful dissertation defense before the Examination Board, the University will not consider granting the degree or awarding the diploma to the doctoral candidate. In this case, the doctoral candidate must provide explanations and re-defend the dissertation before the dissertation evaluation board. |
