Announcement regarding the Vietnamese Language Proficiency Assessment Exam based on the Vietnamese Language Proficiency Framework for Foreigners in 2023

The University of Social Sciences and Humanities, Vietnam National University, Hanoi (VNU-USSH) announces the schedule for the Vietnamese Language Proficiency Assessment Exam based on the Vietnamese Language Proficiency Framework for Foreigners in 2023, with the following details:
1. Exam schedule and registration deadline

2 September 30th and October 1st, 2023 August 28, 2023 – September 11, 2023
3 December 2nd and 3rd, 2023 October 30, 2023 – November 13, 2023
* The school will not organize the Vietnamese language proficiency assessment exam according to the Vietnamese language proficiency framework if the number of registered candidates is less than 30 per exam period.
2. Time and location of the exam:
- Morning: Listening, reading, and writing skills test from 8:00 to 11:00. Students must be present at the test location before 7:15.
- Afternoon: Speaking skills test from 13:30;
- Examination location: BC building, University of Social Sciences and Humanities, 336 Nguyen Trai Street, Thanh Xuan District, Hanoi.
3. Eligible participants
Individuals who need to have their Vietnamese language proficiency assessed and certified:
a) Having a valid application for the exam; paying all required exam fees and certificate issuance fees;
b) Not currently under a ban from taking the exam as stipulated in point g, clause 2, Article 29 of Circular No. 27/2021/TT-BGDĐT dated October 7, 2021 (Ban from participating in the national Vietnamese language proficiency assessment exam for the next two years for those who violate one of the following offenses: Allowing someone else to take the exam or complete the exam on their behalf in any form; engaging in disruptive or destructive behavior during the exam; assaulting exam organizers or other candidates).
4. Examination fee
3.1. For candidates not studying at the University of Social Sciences and Humanities: 3,800,000 VND
3.2. For candidates who have studied at the University of Social Sciences and Humanities for 60 hours or more in the 6 months prior to the exam date: 2,500,000 VND
5. Application documents
- Two 4x6 cm photos taken no more than six months before the registration date, with the full name and date of birth clearly written on the back of each photo;
- A copy of a valid passport;
- Examination registration form (including information about full name, date of birth, nationality, passport number and date of issue, time and place of registration, and other necessary information);
- One photocopy of proof that the student has studied at the school for 60 hours or more in the 6 months prior to the exam date (if applicable).
*Note: Candidates must bring original identification documents and proof of student status for verification when submitting their application.
6. Submit application and exam fee.
- Vietnam Language and Culture Center, Room 114, Building A, 336 Nguyen Trai Street, Thanh Xuan District, Hanoi
- Department of Vietnamese Studies and Vietnamese Language, Building B7 Bis, Tran Dai Nghia Street, Bach Khoa Ward, Hai Ba Trung District, Hanoi.
* Application and exam fee submission times during the week: Monday to Friday, 8:30 AM to 11:30 AM and 2:00 PM to 4:30 PM.
7. Information about the exam
Candidates can view their exam location, exam room list, registration number, and exam schedule on the website: https://ussh.vnu.edu.vn/ or http://vsl.edu.vn/.
*Note: When taking the exam, candidates must bring valid original identification documents. Candidates are not allowed to bring the following into the examination area: mobile phones, broadcasting devices, other equipment, including wristwatches... Candidates arriving late after the exam time has started will not be allowed to take the exam.
8. Exam format
• Listening skills test:
- Part 1: Candidates listen to a question or situation and then choose the correct answer;
- Parts 2, 3, and 4: Candidates listen to a dialogue or text passage and then choose the correct answer;
*Note: The listening section will only be played once.
• Reading skills test:The test consists of 40 questions; candidates read the following excerpts and then choose the correct answer.
• Writing skills testThe essay has three parts:
- Part 1: Fill in the blanks;
- Part 2: Answering a letter;
- Part 3: Write an essay;
• Speaking skills test:The exam has 3 parts:
- Part 1: Answering questions;
- Part 2: Discuss and choose one of the options provided;
- Part 3: Candidates discuss a given general or academic topic, using provided ideas or developing their own (Part 3 concludes with some discussion questions on the topic);
Note: The Listening, Reading, and Writing sections of the exam will be taken on computers.
9. Exam results
- Announcements will be posted on the website: https://ussh.vnu.edu.vn/ or http://vsl.edu.vn/ no later than 5 working days after the exam date.
- Listening, Reading, Writing, and Speaking skills scores, along with the final score, are calculated on a 10-point scale, with increments of 0.5.
- The final score is converted according to the Vietnamese Language Proficiency Framework for Foreigners as follows:

- General description:
Levels General description
Level 1 Understand and use familiar language structures; know how to use basic vocabulary to meet specific communication needs; introduce oneself and others; present information about oneself such as: place of residence, family/friends and others. Able to communicate simply if the interlocutor speaks slowly, clearly and is willing to cooperate and help.
 
Level 2 Understand frequently used sentences and language structures related to basic communication needs such as: information about family, oneself, shopping, asking for directions, and work. Be able to exchange information on simple, familiar everyday topics, provide basic descriptions of oneself, one's surroundings, and address essential needs.
Level 3 Understand the main points of a standard, clear paragraph or speech on familiar topics related to work, school, and leisure. Be able to handle most situations that arise when in a place where Vietnamese is spoken; write simple paragraphs related to familiar or personally interesting topics; describe experiences, events, desires, and briefly present reasons, explain opinions, and plans.
 
Level 4 Understand the main points of relatively complex texts on various topics, including exchanges within one's own professional field. Be able to communicate fluently and naturally with Vietnamese speakers; write clear, detailed texts on a variety of topics and express one's viewpoint on an issue, highlighting the advantages and disadvantages of different options.
Level 5 Recognize and understand the implications of long texts with a wide range of content. Be able to express ideas fluently and spontaneously, without difficulty finding the right words; use language flexibly and effectively for social, academic, and professional purposes; write clearly, concisely, and in detail on complex topics, demonstrating the ability to organize text and effectively use transitional words and linking devices.
Level 6 Easily understands most spoken and written texts. Capable of summarizing spoken or written information, rearranging and presenting it logically; expresses ideas very fluently and accurately, distinguishing subtle differences in meaning in complex situations.

Note:
- The Vietnamese Language Proficiency Framework for Foreigners will not be considered for conversion if the candidate scores below 1 in any of the four skills.
- Candidates can only be converted to a maximum of Level 2 according to the Vietnamese Language Proficiency Framework for Foreigners if one of the four skills scores below 3.5.
10. Exam review
- After the exam results are published on the website, candidates wishing to appeal their results must submit a request for review within 7 working days. The appeal fee is 100,000 VND per skill (Listening/Reading/Speaking/Writing) at the Training Department, Room 609, Building E, University of Social Sciences and Humanities.
- The results of the review will be announced no later than 15 days from the date the review application is first received.
11. Certificate
- Vietnamese language certificate according to the Vietnamese language proficiency framework for foreigners. Candidates must present their passport when receiving the certificate.
- Candidates receive their certificates at the unit where they submitted their application.
