Scope of content: Research on theoretical and practical issues of building Party branch committees in Party committees of the Vietnam People's Army.

Scope of subjects: Party cell leaders in the Party committees of the Military Academy of the Vietnam People's Army (departments, divisions, faculties, systems, battalions, companies under the leadership of the 06 Military Academy units, concentrated in the North including: Army Military Academy 1; Political Military Academy; Armored Military Academy; Artillery Military Academy; Special Forces Military Academy; Chemical Defense Military Academy).

Timeframe: Documents and statistics cover the period from 2015 to 2025; sociological surveys and investigations were conducted in October 2025.

Regarding the research objectives of the thesis: To clarify some theoretical and practical issues concerning the building of the team of branch secretaries in the Party committees of officer schools, and based on that, to propose requirements and solutions to improve the effectiveness of building the team of branch secretaries in the Party committees of officer schools of the Vietnam People's Army today.

Building a strong Party branch secretary is an objective and ongoing requirement with profound theoretical and practical significance, ensuring that this team effectively fulfills its assigned responsibilities and tasks.

- Over the years, organizations and forces have clearly recognized the position and role of the Party branch's leadership team; they have paid attention to leading, directing, and implementing many solutions to build this team in the Party committees of the Vietnam People's Army's Military Commands, actively contributing to building strong and exemplary Party branches, meeting the requirements of Party building and rectification in the new situation. However, in addition to the achievements, the work of building the Party branch's leadership team still reveals some limitations that need to be addressed with comprehensive and effective solutions.

This effort must be synchronized, comprehensive, flexible, and adapted to the specific context of each organization or unit. The proposed solutions must be applied in a complementary manner, supporting each other to achieve the goal of forming a contingency of party cell secrets that is quantitatively sufficient, structurally appropriate, and increasingly qualified to meet the growing demands of Party building in the Army.
