11. Summary of new results of the Thesis: The thesis "Policy for developing spin-off enterprises to commercialize R&D products in universities" has the following new points:
- In theory:
One is: Synthesize theoretical and practical bases in the world and Vietnam on spin-off business development policies to strongly promote commercialization of R&D products at universities, including
intellectual property management policy,invest finance,human resource developmentand
Linking the organization of spin-off business activities in the schooluniversity.
Second: clarify the role of the policy framework for developing spin-off enterprises in universities, supporting institutions, and creating conditions for the formation and development of this type of enterprise to be truly useful for commercializing R&D products.
Third: Assess the positive and negative impacts of policies on spin-off business development activities in universities.
Fourth: Proposing solutions to perfect the spin-off business development policy to strongly promote commercial activities of R&D products at universities.
- In practice:
The thesis has synthesized, compared, and evaluated the causes, strengths, and weaknesses of policies affecting the organization and operation of spin-off enterprises, leading to difficulties in commercializing R&D products in universities. Based on experience in some countries and errors from current policies, the author has proposed groups of policies, solutions, roadmaps, environmental conditions for policy implementation as well as forecasted the feasibility and impact of policies: financial investment, intellectual property, human resource development, university-enterprise linkages, and other policies to develop university spin-off enterprises in the current period.
12. Practical application:
The thesis has analyzed and scientifically evaluated the differences between spin-offs and startups, especially the financial investment sources for these two types of enterprises; the current status of research results that can be commercialized in the broad sense as well as the reasons leading to the difficulty in commercializing research results originating from policies, organization, and operations of spin-off enterprises of Vietnamese universities (case study of Ho Chi Minh City University of Technology). Thereby, it also shows the current status of potential for science and technology development such as: research human resources, facilities, finance and the current status of commercialization of scientific research results. The analysis results also pointed out the advantages, difficulties and limitations of commercializing research products.
The thesis also shows the current implementation of the policy mechanism of the State, the Ministry of Science and Technology, the Ministry of Education and Training and the policy of Ho Chi Minh City on the commercialization of R&D products at universities that will have spin-offs; intellectual property management factors,
invest, finance,human resource developmentand
linkspin-off business.
The thesis has proposed policy solutions for spin-off business development: intellectual property management,
invest, finance,human resource developmentand
linkenterprises in universities with science and technology enterprises, schools/institutes, technology centers/incubators. At the same time, it provides policy recommendations for the Government, relevant ministries, universities and lecturers/researchers. It also helps policy makers, science, technology and innovation managers, researchers, inventors and entrepreneurs with a scientific spirit to have an optimistic view of spin-off enterprises, especially this type of enterprise in universities in Vietnam, to commercialize R&D products in the context of international integration and the 4.0 industrial revolution and the current trend of university autonomy.

The thesis has analyzed and evaluated scientifically the difference between spin-off and startup, especially in terms of financial investment for these two types of businesses; the fact that research results can be commercialized in a broad sense as well as the reasons for difficulty in commercializing research results stem from policies, organizations and activities of spin-off enterprises of Vietnamese universities. Thereby also shows the current situation of potential for development of science and technology such as: human resources for research, facilities, finance and commercial status of scientific research results. The analysis results also highlight the advantages, disadvantages and limitations of commercialization of research products.
The thesis also shows the actual situation of implementing mechanisms and policies of the National, Ministry of Science and Technology, Ministry of Education and Training and Ho Chi Minh City's policies for commercialization of R&D products at universities will have spin-off; factors of intellectual property management, investment, finance, human resource development, and spin-off enterprise linkage.
