The conference provided an opportunity to review the investment in basic science fields and discuss new directions towards elite training, focused investment, and the discovery and nurturing of talent to serve the cause of national development.
The conference was attended by the University's Board of Directors, representatives from functional departments, and faculties training in basic sciences. Speaking at the conference, Assoc. Prof. Dr. Dang Hong Son - Vice Rector of the University of Social Sciences and Humanities - emphasized the significance of summarizing the long journey of the University in implementing support policies for basic sciences, thereby determining a suitable approach in the new context.

According to the Conference report, support for training in basic sciences at VNU-USSH has been continuously implemented through several phases. From 2016 to 2021, the Project was implemented according to Decision No. 145/QD-DHQGHN dated January 25, 2016, of the Director of VNU, with 7 disciplines receiving support. In the 2022-2025 period, the program continued to develop according to Decision No. 2278/QD-DHQGHN dated July 7, 2022, on the scholarship program to attract talent in basic sciences, while adding two more disciplines, bringing the total to 9.
Over the past 10 years, support policies have been implemented simultaneously at multiple levels. For students, 100% of new students in basic science programs covered by the program receive support; continued support is linked to academic performance of at least "Good," and compliance with examination regulations and disciplinary rules. At the training unit level, resources are allocated to innovation in teaching methods, internships, practical training, and scientific research. At the university level, students participate in orientation courses, skills training courses, and activities supporting foreign language proficiency standards.
The figures after 10 years show the significant investment scale of the University in this field. During the period 2016-2025, the total funding for training in basic science disciplines reached over 30.4 billion VND, of which nearly 24.85 billion VND was allocated to student support; the total number of students receiving support was 23,180. In 2025 alone, the number of students receiving support reached 3,195, the highest in the past 10 years.
In addition, since 2022, VNU-USSH has implemented a talent-attracting scholarship program for high-achieving freshmen in the entrance exam, with a quota of 5 students per basic science major and an investment of 20 million VND per academic year. By the 2025-2026 academic year, the program had awarded a total of 247 scholarships, with a total budget of over 3.68 billion VND.

The report presented at the Conference also highlighted the changes in the current context: from 2026, there will no longer be funding from the Government and Hanoi National University to support training in basic science disciplines in the social sciences and humanities; at the same time, the University is facing the requirement of financial autonomy, developing elite training, and implementing the Project to teach specialized courses in English.
In this context, VNU-USSH continues to affirm its unwavering commitment to academic training while proactively adapting to modern demands. Basic sciences not only play a foundational role in the knowledge system but also form the environment for developing academic thinking, research capabilities, and a high-quality team of experts. Therefore, alongside the development of applied fields, the University continues to dedicate resources to preserving, nurturing, and improving the quality of training in basic sciences.
The approach in this new phase shifts from broad support to "intensive investment," focusing on students with outstanding abilities, creating conditions for their comprehensive development in academics, scientific research, and international integration. The goal is not only to train highly qualified professionals but also to identify and nurture talent, creating a pool for postgraduate training, scientific research, and faculty development, thereby contributing high-quality human resources to basic sciences and national development.
According to the proposal presented at the Conference, the University plans to develop a project titled "Attracting Talents to Train Elite Students in Basic Sciences in the Period 2026-2030". The new project includes scholarships to attract students and financial support for elite training, targeting approximately 5-10% of the most outstanding students in each field. The investment will be individualized, closely linked to academic results, scientific research, internationalization, and a commitment to further studies at the postgraduate level. The estimated budget is approximately 2 billion VND per academic year, equivalent to about 140 million VND per student per course.

The conference received feedback and discussions from the leaders of the faculties training in basic science disciplines.
After a decade of implementation, the policy supporting training in basic sciences at the University of Social Sciences and Humanities has achieved some results. This is also how the University continues to fulfill its responsibility as a leading training and research institution in forming a high-quality workforce, discovering and nurturing talents for basic sciences, and serving the cause of national construction and development.
