Comrade Pham Minh Chinh spoke at the working session with the University of Social Sciences and Humanities: Having a policy advisory council like the University's has demonstrated the prestige, position and social responsibility of the University towards the development of the country..
Prof. Dr. Pham Quang Minh (Rector of the University of Social Sciences and Humanities) delivered a speech welcoming Comrade Pham Minh Chinh and leaders at all levels to work at the University. Referring to the challenges that the Social Sciences and Humanities sectors are facing in the context of rapid changes in digital education and the fourth industrial revolution, the Rector shared the University's determination to comprehensively innovate all areas of operation to adapt, develop and integrate with the times; in which, it will focus on policy consulting activities in which the Policy Advisory Council is the key unit.
Rector Pham Quang Minh presented the decision to appoint Chairman of the Policy Advisory Council to Prof. Dr. Phung Huu Phu (former member of the Party Central Committee, Permanent Vice Chairman of the Central Theoretical Council, former first Rector of the University of Social Sciences and Humanities)
The directions that the University will implement are: Maintaining internal solidarity and consensus on innovation directions as the foundation for development strategy; Innovating university governance in a modern direction; Utilizing and promoting existing material resources to invest in sustainable development; Innovating management mechanisms and applying modern university governance models to unleash the professional capacity and creativity of staff; Implementing the philosophy of liberal education to create a breakthrough in training and research activities; Prioritizing the implementation of key and breakthrough scientific research topics; Improving training programs in the direction of knowledge connection, interdisciplinary and cross-industry to adapt to new human resource requirements.
Prof. Dr. Pham Quang Minh (Principal of the School) shared the development orientations of the School: Comprehensive innovation in all areas of operation to adapt, develop and integrate with the times; in which, we will focus on policy consulting activities in which the Policy Advisory Council plays a key role.
VNU President Nguyen Kim Son spoke, affirming that today's working session brought a meaningful message about the attention of the Party and State leaders to policy consulting activities and to the social sciences and humanities in particular. VNU considers policy consulting not only an important part of research activities but also a national and social responsibility of a leading university center in the country. To provide good policy consulting, first of all, there must be a team of good experts; have in-depth and extensive scientific research; have a methodical orientation, organization and implementation. With a multi-disciplinary, multi-field structure, activities with high scientific knowledge content, and rich experience in implementing large-scale research projects, VNU has many advantages and conditions to do this job well.

In fact, the Party and State leaders have acknowledged many contributions to policy consulting by VNU scientists, such as policy consulting in the fields of resources, natural disaster response, climate change, non-traditional security, sustainable development, building laws and the Constitution... In the economic field, VNU's annual economic report is highly appreciated and used in the State's policy making. In the educational field, VNU conducts research and consulting on enrollment innovation, organizing competency assessment exams... The above results will be the foundation for VNU's policy consulting activities to continue to be promoted in the coming time.

The Director of VNU also suggested that the Party and State leaders pay more attention to ordering and assigning tasks to scientists in the field of Social Sciences and Humanities of VNU to research and advise on issues such as human development strategies, socio-economic development orientations, interdisciplinary and cross-disciplinary fields...
Prof. Dr. Vu Duong Ninh (Chairman of the Association of Former Teachers of the School, member of the Policy Advisory Council) said: Vietnamese Social Sciences and Humanities need to focus on research to find a separate development path for Vietnam in the specific circumstances and starting point of our country as well as have worthy research on the struggle to protect the Fatherland's borders.
Representing scientists from the University of Social Sciences and Humanities and the Policy Advisory Council, Prof. Dr. Vu Duong Ninh (Chairman of the University's Former Teachers' Association) expressed his concerns: How can social scientists and humanities contribute more to the country's development? How can social sciences and humanities develop in line with the development of the 4.0 industrial revolution?
Prof. Vu Duong Ninh proposed practical and urgent tasks that Vietnamese Social Sciences and Humanities should focus on, which are to find a separate development path for Vietnam in the context and specific starting point of the country; to research the struggle to protect the Fatherland's borders, especially in the Southwestern border front, the Northern border and the struggle to maintain sovereignty over the sea and islands. These must be key research directions, focusing on the combined strength of scientists in the fields of politics, history, international relations, culture, society, geography... which will certainly create direct and valuable achievements for the country's policy planning consultancy.
Deputy Prime Minister Nguyen Vu Khoan said: there are still many historical "gaps" that scientists must research and race against time, because otherwise historical information and lessons will be lost, which is very regrettable.
Emphasizing the importance of the social sciences and humanities, former Deputy Prime Minister Vu Khoan said that in the current development of the country, “the most difficult thing is culture, the most worrying thing is culture” and this is the “soft power” of the nation for development. There are still many historical “gaps” in the modern period that scientists must ponder and research, otherwise over time, that information, lessons and experiences will be lost, which is very regrettable. Scientists also need to pay attention to forecasting work in the context of the current uncertain future to have effective development advice for Party and State leaders.
Principal Professor Pham Quang Minh presented comrade Pham Minh Chinh with some outstanding scientific works of the School's staff.
After listening to the opinions of the delegates, comrade Pham Minh Chinh shared the concerns of the intellectuals and scientists of the School and emphasized that, in the context of the fourth industrial revolution, high-quality human resources and science and technology, especially social sciences and humanities, play a particularly important role in the economic development and social progress of each country. “Social sciences and humanities must contribute to building culture and people and provide solid arguments for the formulation of guidelines and policies of the Party and State, and must further clarify the Party's views on the path to socialism in Vietnam, issues on the relationship between economic growth and social justice, culture and development, research on historical heritage, culture, civilization and Vietnamese people...”.
In the system of training and research centers, the University of Social Sciences and Humanities - Vietnam National University, Hanoi is a prestigious school with a long tradition, actively contributing to creating the foundation for the formation and development of many social sciences and humanities majors and specialties in our country..Having a policy advisory council like the School's has demonstrated the School's prestige, position and social responsibility towards the country's development..
On that basis, comrade Pham Minh Chinh suggested that the scientists of the School and the Policy Advisory Council continue to promote their intelligence, enthusiasm and love for science and the country, and carry out the following tasks: Contribute to clarifying and supplementing the Party's ideological foundation in building the Party's guidelines and policies, and the State's legal policies according to Resolution No. 37 dated October 9, 2014 of the Politburo on theoretical work and research orientation to 2030; Contribute to helping the Party and the State effectively lead and direct the implementation of the key tasks set forth by the resolution of the second National Party Congress, especially the 6th task:Promoting the human factor in all areas of social life; focusing on building people in terms of ethics, personality, lifestyle, intelligence and working capacity; building a healthy cultural environment.;Actively participate in contributing ideas to the documents and Resolution of the upcoming 12th Party Congress.
Comrade Pham Minh Chinh suggested that Party committees at all levels, ministries and branches continue to care for and create conditions for building a team of scientific cadres, research and develop national strategies, and attract talents in the spirit of Resolution 7 of the 12th Central Committee on building a team of cadres at all levels without distinction between Party members or non-Party members, domestic or foreign; develop regulations and preferential policies to discover, attract and promote talents with focus, especially in key scientific fields serving rapid and breakthrough development.
Chairman of the Policy Advisory Council - Prof. Dr. Phung Huu Phu: The Policy Advisory Council will be a place to connect the intelligence and creativity of individual scientists and provide consulting activities in the spirit of combining basic scientific foundations and the practical development conditions of the country.
Chairman of the Policy Advisory Council, Prof. Dr. Phung Huu Phu, said that the directions of comrade Pham Minh Chinh are suggestions and instructions for the Policy Advisory Council to absorb and implement the action plan in the coming time.
In the spirit of policy advice based on basic science but combined with the country's development practices, the Policy Advisory Council will promote its role as a place to connect the intelligence and creativity of individual scientists; crystallize the ideas and scientific achievements of individuals and strong academic units in the University of Social Sciences and Humanities; coordinate effectively with external agencies such as the Ho Chi Minh National Academy of Politics, the Vietnam Academy of Social Sciences, the Central Theoretical Council... The Council will select tasks that are both suitable to the country's development practices and suitable to the strengths and expertise of scientists from the University of Social Sciences and Humanities, VNU.
The Council will operate and work with the highest spirit so as to be “worthy of the 74-year tradition of the University of Literature, the scholarly tradition of the University of Literature and the University of General Sciences; so that the name of the University, of VNU, will forever be the admiration and pride not only of students but also of the Party, the State and the people - a university that strives to become an advanced research university, reaching international standards, and a center that truly serves the Fatherland and the people” - said Prof. Dr. Phung Huu Phu.
