The dissertation "Implementing Grassroots Democracy in Thai Binh Province" focuses on clarifying the theoretical and legal basis and the current state of grassroots democracy implementation in Thai Binh province. Based on this, it proposes several key viewpoints, orientations, and solutions to improve the effectiveness of grassroots democracy implementation in Thai Binh province.
The subject of this dissertation is the implementation of grassroots democracy in Thai Binh province.
To achieve its research objectives, this thesis employs a combination of research methods from political science and social science, primarily historical, logical, survey, interview, comparative, and interdisciplinary methods. In addition, several other supplementary methods such as analysis, description, statistics, synthesis, etc., are used to clarify the current state of grassroots democracy implementation in Thai Binh province from 1998 to 2025, thereby providing objective and scientific assessments of the thesis's content.
The research results of this dissertation address several important scientific issues and make new contributions in both theory and practice. First, from a theoretical perspective, the dissertation contributes to systematizing and clarifying the concepts, content, and operating mechanisms of grassroots democracy based on the application of modern theories of grassroots governance and public administration. Based on an analysis of the current state of grassroots democracy implementation in Thai Binh, the dissertation clarifies the relationship between the people's right to self-governance and the Party's leadership role, thereby supplementing the theory of socialist democracy in the context of administrative unit restructuring in Vietnam today. From a practical perspective, the research results provide a scientific basis for relevant agencies in the process of developing and formulating policies on grassroots democracy implementation in Thai Binh. At the same time, it has reference value for other provinces and cities, contributing to the dissemination of effective practical experiences and shortcomings in the implementation process. This dissertation can be used as a reference document in research and teaching on grassroots democracy in universities, colleges, and political schools nationwide.
Through studying the current state of grassroots democracy implementation in Thai Binh province from 1998 to 2025, several conclusions can be drawn:
1. In terms of theory and approach, the thesis clarifies the nature of grassroots democracy in the political, economic, and social life of localities, linked to the conditions ensuring effective implementation. Based on the legal framework formed from Directive No. 30-CT/TW (1998) and perfected by the Law on Implementation of Grassroots Democracy in 2022, the thesis builds an analytical framework capable of operating democratic principles comprising four closely linked components: openness, transparency, and access to information; participation and the ability of citizens to express their opinions; a two-way dialogue mechanism; and accountability linked to the responsiveness of local authorities. This approach allows for the distinction between formal and substantive democracy, while also approaching modern governance standards.
2. In practical terms, the implementation of grassroots democracy in Thai Binh has a specific historical context, linked to each stage of development: from the need to establish discipline, transparency, and complaint resolution in the late 1990s, to the improvement of the leadership mechanism, strengthening dialogue, standardizing forms of transparency and community supervision after 2007, and more recently, the need to legalize and ensure the right to participation and accountability under the Law on Grassroots Democracy Implementation of 2022. The results show that grassroots democracy has become an important governance tool, expanding channels of citizen participation, strengthening the supervisory role, contributing to regulating interest relations and creating social consensus. However, some limitations remain, such as: information disclosure in some areas is not timely, citizen participation is limited, dialogue is sometimes one-sided, and the accountability mechanism is incomplete.
3. To enhance the effectiveness of grassroots democracy, Thai Binh needs to implement a comprehensive set of solutions that impact the four components of the democracy cycle. The focus should be on standardizing the content, timeframe, form, and responsibility for disclosing information according to the criteria of "accurate - complete - clear - timely"; designing a participation mechanism based on the principle of prepared information, acknowledgment and feedback, and measurement by the actual impact; shifting dialogue from periodic to issue-based dialogue, with publicly disclosed results and monitoring; and building a mechanism for accountability with deadlines, individual responsibility, and independent oversight. To increase feasibility, the thesis proposes building a comprehensive index system based on the four components: transparency - participation - dialogue - accountability.
In summary, this thesis contributes to clarifying the theoretical basis, practical aspects, and current state of grassroots democracy implementation in Thai Binh province from 1998 to 2025; builds an analytical framework capable of operation and measurement; correctly identifies achievements and bottlenecks; and proposes a system of solutions emphasizing transparency, genuine participation, effective dialogue, and responsible accountability. These results have practical significance in improving the quality of grassroots governance, strengthening social trust, and promoting sustainable development in the context of current reforms and digital transformation.
12. Future research directions: In the future, the doctoral candidate will continue to research democracy and grassroots democracy, focusing on the relationship between democratic practices and the effectiveness of governance and power control at the grassroots level; and simultaneously expand the forms of democratic practice in the context of digital transformation, contributing to the refinement of theory and practice on democracy in Vietnam today.
