11.1. Purpose and scope of the thesis
The research objective of this thesis is to clarify the theoretical basis, analyze and evaluate the current situation, and identify the shortcomings and limitations in building a team of leaders and managers in the education sector.From there, we propose scientifically sound and feasible solutions to build a team of leaders and managers in the education sector of Vinh Phuc province in the new context.
The subject of this dissertation is the issue of building a team of leaders and managers in the education sector of Vinh Phuc province in the new context.The dissertation focuses on the subject of study.in The space is the education sector of Vinh Phuc province until before June 2025.

The topic uses a combination of several basic research methods as follows: (1) Document research method; (2) Analysis-synthesis method; (3) Statistical methods, surveys and qualitative interviews; (4) Forecasting method

First,This dissertation systematically reviews domestic and international research on building a team of educational leaders and managers, thereby highlighting achievements, research gaps, and directions for further implementation.
Secondly,This dissertation clarifies several theoretical issues regarding the development of a team of educational leaders and managers from a political science perspective, including related concepts, Ho Chi Minh's ideology, and the Party's viewpoints.
Third,Based on a theoretical framework, this thesis analyzes and evaluates the current state of building a team of leaders and managers in the education sector of Vinh Phuc province from 2011 to June 2025, identifying achievements, limitations, and their causes.
Fourth,This thesis analyzes the new context and influencing factors, thereby proposing perspectives and solutions for building a team of leaders and managers in the education sector of Vinh Phuc province in the new period.

This dissertation contributes to supplementing, systematizing, and perfecting the theoretical basis of cadres, cadre building, and the building of educational leadership and management cadres from a political science perspective. In particular, the dissertation supplements and clarifies the decisive role of educational leadership and management cadres in concretizing the Party's guidelines and policies, and the State's laws and regulations, while ensuring a close connection between the political system and the development of the education sector.

First,The survey results and assessment of the current situation provide a practical basis for Party and State agencies to further improve and formulate policies and laws on building a team of leaders and managers in the education sector.
SecondThe viewpoints and solutions proposed in this thesis are of significant reference value for Party committees and government authorities in formulating policies and organizing the implementation of building a team of educational leaders and managers at the local level. In the context of the country implementing a two-tiered local government model and carrying out the rearrangement and adjustment of provincial administrative boundaries, the viewpoints and solutions presented can be applied flexibly, contributing to improved governance efficiency, ensuring unity in leadership, and simultaneously maximizing the unique characteristics and potential of each locality.
Third isThe research findings of this dissertation can be used as a reference for Party committees at all levels to guide and advise on the development of cadres in general, and the development of educational leadership and management cadres in particular. At the same time, the dissertation results can be used as teaching and research materials in training institutions.

Directions for further research:Based on the results achieved, the doctoral candidate plans to continue in-depth research on building a team of educational leaders and managers from a Political Science perspective, focusing on: (1) The role of political subjects in the context of implementing the two-tiered local government model; (2) Comparative research between localities to draw out effective models; (3) Applying Ho Chi Minh's thought in building the qualities and capabilities of current educational leaders and managers.These research directions contribute to supplementing and developing the theoretical basis and scientific arguments for the process of formulating policies for developing the team of educational leaders and managers in the new context, especially in connection with the implementation of Resolution No. 71-NQ/TW.
