11. Summary of the new findings of the thesis:

The dissertation "Applying Ho Chi Minh Thought to the Prevention and Combat of Corruption in Vietnam" aims to contribute to clarifying the theoretical and practical basis of applying Ho Chi Minh Thought in the fight against corruption in Vietnam today. In the context where corruption remains a major challenge to sustainable development and effective national governance, studying and applying the ideological values ​​of President Ho Chi Minh is of significant importance in building an honest and transparent administration and enhancing the effectiveness of power control within the political system.

The research objectives of this thesis are to clarify the ideological content of Ho Chi Minh's thought on preventing and combating corruption, to assess the current state of its application in the fight against corruption in Vietnam, and to propose solutions to further enhance its effectiveness in the present period.

The subject of this dissertation is Ho Chi Minh's thought on preventing and combating corruption, and the continued application of his thought to the current practice of preventing and combating corruption in Vietnam.

The research focuses primarily on the public administration sector and the mechanisms of power control directly related to preventing and combating corruption within the political system, including Party inspection and supervision mechanisms, state inspection and auditing, social supervision, and legal institutions aimed at preventing, detecting, and dealing with corruption.

To achieve its research objectives, the thesis employs a combination of research methods, including: document analysis and synthesis, historical and logical methods, comparative methods, systems methods, policy analysis methods, and practical research methods. Based on the methodology of Marxism-Leninism and Ho Chi Minh Thought, the thesis approaches the issue of corruption and its prevention and control in the context of the relationship between public service ethics, power control, and modern state governance mechanisms.

The research findings of this thesis have addressed several important scientific and practical issues.

Firstly, the thesis has systematically and comprehensively clarified the content of Ho Chi Minh's thought on preventing and combating corruption. Based on an analysis of his writings, speeches, and directives, the thesis affirms that Ho Chi Minh considered corruption as an expression of individualism and the abuse of power; preventing and combating corruption must be carried out synchronously through revolutionary moral education, building a team of honest cadres, controlling power, promoting democracy, and strictly punishing violations. Based on this, systematizing these contents contributes to clarifying the theoretical and methodological value of Ho Chi Minh's thought in the field of preventing and combating corruption.

Secondly, the thesis analyzed and evaluated the current state of applying Ho Chi Minh's ideology to the fight against corruption in Vietnam, particularly during the period 2011-2025. The research results show that the application of Ho Chi Minh's ideology has achieved many important results, such as strengthening public service ethics education, improving the legal system for preventing and combating corruption, and enhancing the effectiveness of inspection, supervision, and handling of corruption cases. However, the application of this ideology still has some limitations, such as a lack of uniformity in implementation, ineffective mechanisms for controlling power, and insufficient transparency and accountability in some areas.

Thirdly, based on theoretical and practical analysis, the thesis proposed a system of solutions to improve the effectiveness of applying Ho Chi Minh's ideology to the fight against corruption in Vietnam in the coming period. These solutions focus on raising the political system's awareness of the value of Ho Chi Minh's ideology in the fight against corruption; continuing to improve the legal system and mechanisms for controlling power; building a team of officials and civil servants with high ethical standards and a strong sense of responsibility; strengthening supervision by the people, the Fatherland Front, the press, and society; and promoting the application of digital transformation to enhance transparency and accountability in public administration.

The research findings of this dissertation have significant scientific and practical implications. Scientifically, the dissertation contributes to supplementing and developing research on Ho Chi Minh's ideology in the field of anti-corruption, while clarifying the theoretical basis for applying this ideology in the context of building a socialist rule of law state and modern governance in Vietnam. Practically, the research results and proposed solutions can be referenced in the process of formulating and implementing anti-corruption policies, contributing to building an open, transparent, and honest public administration.

In summary, the thesis has clarified the theoretical basis of Ho Chi Minh's thought on preventing and combating corruption, assessed the current state of its application in the Vietnamese political system, and proposed solutions to improve its effectiveness in the new era. These results contribute to enhancing the effectiveness of power control, preventing and combating corruption, and moving towards building an honest, transparent, and sustainable national governance system.

12. Directions for further research:

Based on the research results obtained, the thesis opens up several directions for further research to further clarify and develop the application of Ho Chi Minh's thought in the fight against corruption in Vietnam in the new context:

Firstly, further research into Ho Chi Minh's ideological system related to the control of state power is needed.

Secondly, the study compares Ho Chi Minh's ideology with modern theories on combating corruption around the world.

Thirdly, the study examines the application of Ho Chi Minh's thought in building mechanisms for controlling power within the political system.

Fourth, to study the role of public service ethics education based on Ho Chi Minh's ideology in preventing corruption.

Fifth, to study the impact of digital transformation and e-government on the fight against corruption from the perspective of Ho Chi Minh's ideology.

Sixth, research the mechanisms for promoting the supervisory role of the people and society in preventing and combating corruption.

Seventh, research mechanisms to protect whistleblowers and encourage social participation in detecting corruption.

Eighth, conduct empirical research to evaluate the effectiveness of applying Ho Chi Minh's ideology in preventing and combating corruption at all levels and in all sectors.

Ninth, research to improve the model for preventing and combating corruption in conjunction with building a socialist rule of law state in Vietnam.

These research directions not only contribute to the further development of the theoretical value of Ho Chi Minh's thought on preventing and combating corruption, but also provide a scientific basis for improving institutions, enhancing the effectiveness of state governance, and building an honest and people-serving administration in the new development stage of the country.

The thesis entitled “Applying Ho Chi Minh's Thought to Anti-Corruption Efforts in Vietnam” aims to contribute to clarifying the theoretical and practical foundations for applying Ho Chi Minh's thought in current anti-corruption efforts in Vietnam. In the context where corruption remains a major challenge to sustainable development and effective national governance, studying and applying President Ho Chi Minh's ideological values ​​is of great significance in building an honest and transparent public administration, as well as enhancing the effectiveness of power control within the political system.

The objective of the thesis is to clarify the system of Ho Chi Minh's thought on anti-corruption, assess the current state of applying this thought in anti-corruption efforts in Vietnam, and thereby propose solutions to improve the effectiveness of its application in the present period. The research object of the thesis is Ho Chi Minh's thought on anti-corruption and its application in anti-corruption practices in Vietnam.

The research scope mainly focuses on the public administrative sector and power control mechanisms related to anti-corruption within the political system, including Party inspection and supervision mechanisms, state inspection and audit, social supervision, and legal institutions aimed at preventing, detecting, and handling corruption directly.

On that basis, the thesis contributes to clarifying the theoretical and methodological values ​​of Ho Chi Minh's thought in the field of anti-corruption.

Second, based on theoretical and practical analysis, the thesis proposes a system of solutions to enhance the effectiveness of application Ho Chi Minh's thought to anti-corruption in Vietnam in the coming period. These solutions focus on raising awareness within the political system of the value of Ho Chi Minh's thought in anti-corruption; further improve the legal system and power control mechanisms; building a contingency of cadres and civil servants with strong public ethics and high responsibility; Strengthen supervision by the people, the Fatherland Front, the press, and society; and promoting digital transformation to enhance transparency and accountability in public governance.

Third, the thesis analyzes and evaluates the current state of applying Ho Chi Minh's thought to anti-corruption in Vietnam, especially in the period 2011–2025. The findings show that the application of Ho Chi Minh's thought has achieved significant results, such as strengthening public service ethics education, improving the legal framework on anti-corruption, and enhancing the effectiveness of inspection, supervision, and handling of corruption cases. However, certain limitations remain, including a lack of synchronization in implementation, insufficiently effective power control mechanisms, and inadequate transparency and accountability in some areas.

The research findings of the thesis have important scientific and practical significance. Scientifically, the thesis contributes to supplementing and developing studies on Ho Chi Minh's thought in the field of anti-corruption, while clarifying the theoretical basis for applying this ideology in the context of building a socialist rule-of-law state and modern governance in Vietnam. Practically, the research results and proposed solutions can serve as references for policy formulation and implementation in anti-corruption efforts, contributing to building a transparent, accountable, and integrity-based public administration.

In conclusion, the thesis clarifies the theoretical foundations of Ho Chi Minh's thought on anti-corruption, evaluates its application within Vietnam's political system, and proposes solutions to enhance its effectiveness in the new period. These results contribute to strengthening power control, preventing and combating corruption, and moving toward building a transparent, integrity-driven, and sustainably developed national governance system

  1. Further research directions

Based on the achieved research results, the thesis proposes several directions for further studies to continue clarifying and developing the application of Ho Chi Minh's thought in anti-corruption efforts in Vietnam in the new context:

First, to further deepen research on Ho Chi Minh's system of thought related to the control of state power.

Second, to conduct comparative studies between Ho Chi Minh's thought and modern anti-corruption theories in the world.

Third, to examine the application of Ho Chi Minh's thought in building mechanisms for power control within the political system.

Fourth, to study the role of public service ethics education, grounded in Ho Chi Minh's thought, in preventing corruption.

Fifth, to analyze the impact of digital transformation and e-government on anti-corruption from the perspective of Ho Chi Minh's thought.

Sixth, to explore mechanisms for promoting the supervisory role of the people and society in anti-corruption efforts.

Seventh, to study mechanisms for protecting whistleblowers and encouraging social participation in detecting corruption.

Eighth, to conduct empirical evaluations of the effectiveness of applying Ho Chi Minh's thought in anti-corruption across different levels and sectors.

Ninth, to further develop and refine anti-corruption models in association with the building of a socialist rule-of-law state in Vietnam.
