Purpose and scope of the thesis
- Research objectives of the dissertation: This dissertation analyzes and clarifies the development of the Communist Party of Vietnam's foreign relations from 2011 to 2019 in both theoretical and practical fields. Based on this, the dissertation proposes recommendations to improve the quality of activities and enhance the role of the Party's foreign relations in the country's overall foreign relations.

Research methods used
The author employs general research methods in social sciences and humanities, as well as methods in the field of international relations. The historical research method examines the Party's foreign relations as a continuous process from 2011 to 2019, considering its historical context and the various factors and influences from the world and the region. The logical method is used to identify the nature, inevitable trends, and dynamics of the development of the Vietnamese Communist Party's foreign relations. - Based on a comprehensive and systematic analysis of the foreign relations of the Communist Party of Vietnam from 2011 to 2019, the thesis affirms the correctness of the foreign policy of multilateralism and diversification, and the policy of expanding foreign relations of the Communist Party of Vietnam aimed at ensuring the supreme interests of the nation.

- The Communist Party of Vietnam is the leading core of the entire political system of the country and provides unified leadership and direction in foreign affairs. The Party not only formulates and develops foreign policy guidelines and leads the implementation of those policies, but is also the direct implementer of foreign policy.
- The Communist Party of Vietnam consistently adheres to an independent, self-reliant, peaceful, friendly, cooperative, and developmental foreign policy, diversifying and multilateralizing foreign relations. Party diplomacy provides the political foundation for promoting deeper, more stable, and sustainable relations between Vietnam and other countries; consolidating and strengthening international political support; and gaining the approval of political parties, organizations, and political circles for the revolutionary cause of the Communist Party of Vietnam. At the same time, the results of Party diplomacy contribute to continuously enhancing the Party's position on the international stage, serving national interests; and making positive contributions to the international communist and workers' movement, and to the cause of peace, national independence, democracy, and social progress in the world.

- Research on the foreign relations of the Communist Party of Vietnam from 2020-2030 includes implementation activities, evaluation, and lessons learned, comparing them with the period 2011-2019.
- Monitoring and studying the practical implementation of the Communist Party of Vietnam's foreign relations with ruling political parties, especially in the Indo-Pacific region.

Thesis purpose and objectives
- Research purpose: The thesis analyzes and clarifies the development of external relations of the Communist Party of Vietnam (CPV) from 2011 to 2019 in the fields of theory and practice. On that basis, the thesis proposes recommendations to improve the quality of activities and promote the role of CPV's external relations in the country's general foreign relations.
- Research object: External Relations of the Communist Party of Vietnam from 2011 to 2019
Produce methods
General research methods in the social sciences and humanities and methods in international relations have been used. The historical research method examines the party's external relations in a continuous process from 2011 to 2019 in historical connection with many other factors and impacts from the world and the region. The logical method is used to find out the nature, inevitable trends and movements in the development of foreign relations of the CPV. Policy analysis and synthesis methods are used to analyze the foreign policy of the CPV, characteristics of the international and domestic context, developments, perception and implementation processes in the foreign relations system, thereby synthesizing them to form assessments of the implementation of the CPV's foreign policy. Statistical methods, primary document research, and direct participation in serving the party's external affairs activities help make the research highly realistic.

- The thesis proves the existence of the CPV as a subject in international relations; clarifies the content, position and role of party external relations in the Vietnamese foreign affairs system, in performing functions to implement the foreign policy of the CPV, thereby contributing to perfecting the theory of Vietnam's foreign affairs system in general and the party's external relations in particular.
- Based on a comprehensive and systematic analysis of the external relations of the CPV from 2011 to 2019, the thesis affirms the correctness of the foreign policy of multilateralization, diversification, and democracy, and the CPV's policy of expanding foreign relations aimed at ensuring the supreme interests of the nation.
