- The thesis supplements criteria for attracting and using high-tech human resources in telecommunications enterprises, applying human resource management theory to clarify the content of the policy for attracting and using high-tech human resources according to the research project in telecommunications enterprises;
- Analyze the theoretical basis for coordinating the application of Maslow and Armstrong Patricia's theory of needs, Leonard Nadler's theory of human resource development, propose criteria for attracting and using high-tech human resources, emphasizing analytical skills, evaluation skills, and creative skills in telecommunications enterprises;
- Point out the causes and propose solutions to overcome difficulties in attracting high-tech human resources in Vietnamese telecommunications enterprises.
