The thesis has achieved the following new research results:
- This thesis supplements the criteria for attracting and utilizing high-tech human resources in telecommunications enterprises, applying human resource management theory to clarify the content of policies for attracting and utilizing high-tech human resources according to the research project in telecommunications enterprises;
- Analyzing the theoretical basis for combining the application of Maslow's and Armstrong Patricia's needs theory and Leonard Nadler's human resource development theory, proposing criteria for attracting and utilizing high-tech human resources, emphasizing analytical skills, evaluation skills, and creative skills in telecommunications enterprises;
- Identify the causes and propose solutions to overcome the difficulties in attracting high-tech personnel to Vietnamese telecommunications companies.
12. Practical applications:
This thesis can serve as a reference for policy-making, policy-making, and policy-implementing agencies, as well as telecommunications businesses, specifically:
- To provide a practical basis for applying theories to attract and utilize high-tech human resources through research, development, and technology transfer projects in telecommunications enterprises;
- Propose policy solutions to attract and utilize high-tech human resources in telecommunications enterprises, in the context of the Fourth Industrial Revolution.
- To provide scientific and technological organizations and policy-making agencies with information on attracting and utilizing high-tech human resources in telecommunications enterprises, with the aim of quickly integrating Vietnam's telecommunications industry into the international arena and developing it in the context of the fourth industrial revolution.

To improve policies for attracting and utilizing high-tech human resources in telecommunications enterprises, further research should focus on:
- In theory: continue to improve the system of criteria for high-tech human resources in telecommunications enterprises, and criteria for policies to attract and utilize high-tech human resources in Vietnamese telecommunications enterprises;
- In practice:
+ Conducting experiments to measure results and comprehensively evaluate policies for attracting and utilizing high-tech human resources in telecommunications enterprises;
+ Develop telecommunications infrastructure, transition to a digital economy and smart manufacturing in line with the context of the fourth industrial revolution.
