Functions and responsibilities
The Planning and Finance Department (P&F) is a unit within the University, responsible for advising and assisting the Rector in managing, compiling, proposing ideas, and organizing the implementation of financial and asset management and accounting procedures.
The Planning and Finance Department performs the following specific tasks:
- Open accounting books to record the school's revenue and expenditure transactions in accordance with the current state accounting regulations.
- Develop a financial plan for each academic year; prepare annual financial revenue and expenditure estimates for approval; organize accounting work, financial reporting, and settlement of state budget funds and self-generated funds annually in accordance with the Budget Law and current state regulations.
- Ensure the timely and complete collection of tuition fees and other fees from students in all training programs; the collection of contributions according to the prescribed rates for revenue-generating units under the university as stipulated by the Rector; and the payment of mandatory obligations by staff and employees as prescribed by law; and advise the Board of Directors on increasing revenue for the university.
- Acting as the focal point in the development, revision, and supplementation of the school's internal spending regulations and the plan for distributing the school's funds, submitting them to the Rector for approval; annually calculating the financial effectiveness of the training programs within the school and reporting to the Rector for guidance.
- The school is responsible for paying salaries, social insurance, health insurance, unemployment insurance, and accident insurance for its staff and employees; allowances, teaching fees, welfare benefits, overtime pay, and other benefits for staff, civil servants, employees, and seasonal contract workers; scholarships and allowances for students; refunds to students as decided by the Rector (if any); and all other expenses related to learning, teaching, scientific research, infrastructure development, repairs, and equipment purchases, in accordance with current regulations.
- Disseminate, guide, and implement financial and accounting regulations; disseminate state documents on financial management; and organize financial audits of revenue-generating and budget-using public service units under the university's direct control.
- Monitor the settlement of tax forms, school receipts, personal income tax, lump-sum funding, and track the school's accounts at the state treasury and banks where the school has accounts.
- Coordinate with relevant functional units to organize and manage the implementation effectively and economically, utilizing the school's financial resources and assets.
- Develop and implement annual asset inventory procedures in accordance with state regulations.
- The organization is responsible for preparing estimates and final accounts for major repairs to fixed assets and basic construction projects of the school.
- Perform tasks related to compiling and reporting on financial activities in accordance with current accounting regulations; preserve and store accounting documents and data in accordance with current state regulations.
