ANNOUNCEMENT OF THE FUNDING PLAN FOR TECHNOLOGY RESEARCH AND DEVELOPMENT PROJECTS IN 2026
Based on Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation;
Based on the Law on Science, Technology and Innovation No. 93/2025/QH15;
Based on the State Budget Law No. 89/2025/QH15;
Based on Decree No. 229/2026/ND-CP dated June 25, 2026 of the Government regulating the organization and operation of the National Science and Technology Development Fund;
Based on Decree No. 265/2025/ND-CP dated October 14, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Science, Technology and Innovation regarding finance and investment in science, technology and innovation;
Based on Government Decree No. 267/2025/ND-CP dated October 14, 2025, which details and guides the implementation of several articles of the Law on Science, Technology and Innovation regarding science, technology and innovation programs and tasks, and several regulations on promoting scientific research, technology development and innovation activities;
Based on Program No. 02-CTr/BCĐTW dated February 2, 2026, of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation regarding the work program for 2026;
Based on Decision No. 21/2026/QD-TTg dated April 30, 2026, of the Prime Minister promulgating the List of Strategic Technologies and the List of Strategic Technology Products;
Based on Decision No. 604/QD-TTg dated April 2, 2026 of the Prime Minister approving the adjustment and supplementation of the Strategy for the Development of Science, Technology and Innovation until 2030;
Based on Circular No. 39/2025/TT-BKHCN dated November 30, 2025, issued by the Minister of Science and Technology, which provides detailed regulations and guidance on the preparation of budget estimates, management of use, and settlement of accounts for certain items of state budget expenditure for the implementation of science, technology, and innovation tasks;
Based on Circular No. 44/2025/TT-BKHCN dated November 30, 2025, issued by the Minister of Science and Technology, regulating the management of science and technology tasks funded or commissioned by the Ministry of Science and Technology;
Based on Decision No. 2227/QD-BKHCN dated April 24, 2026, of the Minister of Science and Technology, promulgating the overall plan on science, technology, and innovation for the 5-year period 2026-2030;
Based on Decision No. 2276/QD-BKHCN dated May 1, 2026, of the Minister of Science and Technology, adjusting the tasks and approving the financial plan for the implementation of funding, commissioning, and support in 2026 of the National Science and Technology Development Fund;
Based on the 2026 operational plan and the financial balance of the National Science and Technology Development Fund (hereinafter referred to as the Fund).
The Foundation is pleased to announce the 2026 Technology Research and Development Funding Plan, as follows:
1. Scope and target recipients of funding
a) Scope of funding
The fund considers funding research and development projects that have objectives, content, products, and applicability aligned with the national direction of science, technology, innovation, and digital transformation.
The grant application tasks focus on one or more of the following target groups:
– Digital technology, artificial intelligence, big data, digital mirroring, cloud computing, edge computing, Internet of Things, blockchain, cybersecurity, and quantum computing;
– Next-generation mobile network technologies, including 5G, 6G, and foundational technologies serving digital connectivity infrastructure;
– Semiconductor chip technology, robotics, intelligent automation, drones, and automated systems;
– Advanced biotechnology, biomedical technology, medical devices, pharmaceutical technology, and technological solutions for healthcare;
– New energy technologies, renewable energy, smart grids, new materials, advanced materials, and nuclear technology for peaceful purposes;
– Marine, ocean, and subsurface technologies; aerospace technologies; high-speed rail, urban rail, and other technologies serving strategic infrastructure;
– Technology serving industries and sectors with high application demand such as electronics and semiconductors, logistics, seaports, smart supply chain management, digital services for small and medium-sized enterprises, supporting industries, precision mechanics, high-tech aquaculture, precision agriculture, chemicals, new materials, textiles and footwear.
b) Type of funding:The Fund considers funding for individual research and development tasks and clusters of tasks. Within the framework of this call for funding, the Fund is not providing funding for task series.
c) Eligible recipients of funding:Organizations and businesses must have legal personality, capacity, experience, functions, tasks, or areas of activity that are consistent with the research field, and must not fall under any of the cases ineligible for funding for scientific, technological, and innovative tasks.
2. Funding
Maximum amount of financial support from the state budget:
– Research and development projects with a maximum budget of 10 billion VND.
– For technology research and development task clusters, a maximum of 3 tasks per cluster.
– The state budget will provide support up to 50% of the total estimated cost for each task, or for each task within a group of tasks.
The lead organization must have a plan and evidence to mobilize legitimate resources outside the state budget to ensure the remaining funding; the fund encourages applications with a higher-than-minimum ratio of resources mobilized outside the state budget (50%), with clearly committed, feasible, and appropriate resources aligned with the objectives, content, and products of the task or group of tasks.
The budgeting, management, use, and settlement of funds for the implementation of tasks and sub-tasks within the task cluster shall be carried out in accordance with Circular No. 39/2025/TT-BKHCN and other relevant legal regulations.
3. Criteria and requirements for grant application tasks
The tasks and task groups applying for funding must meet the criteria stipulated in Article 6 and Clause 3 of Article 7 of Decree No. 267/2025/ND-CP, Clause 3 of Article 4 of Circular No. 44/2025/TT-BKHCN, and other relevant regulations.
The maximum time for completing a task or group of tasks is 36 months.
Tasks and task groups may be considered for extension once, for a period not exceeding 12 months.
4. Conditions for the lead organization and personnel involved in the implementation.
The organization registering as the lead and the personnel carrying out the task or group of tasks must meet the conditions stipulated in the Law on Science, Technology and Innovation, Article 5 of Decree No. 267/2025/ND-CP, Clause 3, Article 4 of Circular No. 44/2025/TT-BKHCN, and other relevant regulations.
5. Registration documents
The application dossier for carrying out tasks and task groups shall be prepared according to the forms prescribed in Article 11 of Decree No. 267/2025/ND-CP and Article 7 of Circular No. 44/2025/TT-BKHCN, including:
– Application form for leading the implementation of a task cluster (Form BM-02); Application form for leading the implementation of a task (Form BM-03);
– Job Description (Form BM-04);
– Scientific profiles of the project leader and research members (Form BM-06);
– Information on the capacity and facilities of the organization registering to lead the task, task cluster, or component task (Form BM-07);
– A written commitment to cooperate, test, receive, apply, exploit, or commercialize the results from relevant businesses, agencies, organizations, or localities, if any;
– Documents proving the plan for mobilizing counterpart funds or resources outside the state budget;
– Documents proving legal ownership, use, or exploitation rights over technology, data, and intellectual property; documents on standards, measurements, inspections, testing, and certifications; documents demonstrating the ability to use laboratories, testing facilities, technical infrastructure, or other relevant professional documents (if any);
– Other documents as prescribed in Article 11 of Decree No. 267/2025/ND-CP and the requirements of current forms and regulations;
– Detailed cost estimates for the implementation of tasks and groups of tasks will be added after the tasks and groups of tasks are proposed for funding by the Funding Review Council, using the form applicable to cost estimates.
6. Application submission methods and deadlines
Step 1: Organizations fill out the application form on the Online Management System for Science, Technology and Innovation Tasks (STM System) at https://stm.mst.gov.vn.
Step 2: After submitting the application on the STM System, the organization chooses one of the following two submission methods:
– Option 1: Submit digitally signed documents on the STM System. Minimum digitally signed documents include the Application Form, Task Description, and any commitment documents regarding cooperation, acceptance, application, exploitation, or commercialization of results, if applicable.
– Option 2: Submit the application in paper form directly at the Fund's One-Stop Service Department or send it to the Fund via postal service.
Address for submitting paper applications: National Science and Technology Development Fund, Room 1205, Innovation Department Building, 113 Tran Duy Hung Street, Yen Hoa Ward, Hanoi City.
The envelope should clearly state: Application for funding for a technology research and development project in 2026 and the technology group applying for funding.
In the case of submitting applications via postal service, the submission date is determined by the postmark of the sending location. Applications must be sent before the application deadline and to the Fund within a suitable timeframe for review of their validity as required.
The fund encourages the submission of applications using digital signatures in line with the policy of administrative procedure reform, digitalization, and transparency in the management of scientific, technological, and innovation tasks.
Application deadline:
– Start time: 8:00 AM, July 10, 2026;
– Deadline: 5:00 PM, August 10, 2026.
7. Proposed implementation plan
– Announcement of grant application results: expected before November 10, 2026.
