(Chinhphu.vn) Implementing the Resolution of the 14th National Congress of the Communist Party of Vietnam is not only about concretizing policies but also requires a change in approach to rural development. In the face of new changes, the challenge is how to shift from building new rural areas to developing modern, sustainable, and livable rural areas.
Against the backdrop of Vietnam's rapidly transforming rural areas, the Party's 14th National Congress documents set out major orientations while emphasizing the need for concrete implementation in the fields of agriculture, farmers, and rural areas. The focus is on promoting the leading role of farmers, ensuring their direct participation in agricultural economic development and the construction of new rural areas, thereby improving the effectiveness of governance at the grassroots level.
The implementation of the Resolution is linked to the transformation of the agricultural production model to a modern agricultural economy, promoting value chain linkages and attracting businesses to invest in order to increase the added value of agricultural products. At the same time, agricultural and rural development must go hand in hand with environmental protection, efficient use of resources, and adaptation to climate change, aiming for green and sustainable growth.
At the scientific seminar "Vietnamese Rural Areas in the New Development Era: Transformation, Adaptation, and Sustainable Development in the Spirit of the 14th National Congress Resolution of the Party" on March 27th, Professor Hoang Anh Tuan, Rector of the University of Social Sciences and Humanities, emphasized that the viewpoints of the 14th National Congress will only truly be valuable when they are concretized into programs, policies, and models suitable for each locality, thereby improving the quality of life in rural areas.
Mr. Cao Duc Phat emphasized the need to concretize the orientations of the 14th Party Congress by adopting a more substantive approach in building new rural areas.

As someone directly involved in agricultural policy planning, former Minister of Agriculture and Rural Development Cao Duc Phat believes that the implementation of the orientations of the 14th National Congress needs to be concretized through a more substantive approach in building new rural areas, aiming towards a "modern rural" model. Rural development should not only focus on infrastructure but also on increasing income and creating local jobs to achieve the goal of "leaving agriculture but not leaving the homeland," while ensuring that the people are truly the main actors with the principle of "the people discuss, the people do, and the people benefit."
He also pointed out challenges such as income inequality, labor migration, environmental pollution, and cultural erosion, thereby highlighting the need to further improve policies and adjust criteria and methods to suit each region.
Dr. Bui Si Loi, former Vice Chairman of the National Assembly's Social Affairs Committee, noted that rural Vietnam is entering a period of significant change, no longer a static space but undergoing restructuring under the impact of urbanization, digital transformation, climate change, and population aging. Therefore, he emphasized the need to shift from a "new rural development" mindset to developing modern, sustainable, and livable rural areas, linked to economic restructuring and improving the quality of human resources.
Mr. Nguyen Tien Dinh believes that the quality of rural development needs to be improved in the direction of being "civilized, modern, smart, green, happy, and livable."
Driven by the need for a shift in mindset, many opinions suggest the need to concretize this with appropriate solutions in implementation. Former Deputy Minister of the Interior Nguyen Tien Dinh argues that it is necessary to improve the quality of rural development towards a "civilized, modern, smart, green, happy, and livable" direction, while simultaneously placing it in harmonious relationship with urbanization as two parallel strategic tasks.
To realize this goal, it is necessary to focus on improving socio-economic infrastructure, promoting digital transformation, developing a multi-value rural economy, attracting businesses and young workers, while continuing to review planning, improve the local government apparatus and support policies to ensure tangible effectiveness.
