The workshop is part of the annual scientific workshop series "June Press Forum" initiated by the University of Social Sciences and Humanities and the Journal of Information and Communication.
The 2016 Press Law came into effect on January 1, 2017. After five years of implementation, the Ministry of Information and Communications has received many positive assessments from ministries, sectors, localities, and press agencies. The 2016 Press Law and its implementing guidelines have created a legal framework for the remarkable development of journalistic activities, ensuring and promoting the people's freedom of the press and freedom of expression within the framework of the Constitution and laws.
However, during the implementation process, numerous shortcomings remain. The Ministry of Information and Communications submitted Report No. 57/BC-BTTTT dated March 30, 2022, to the Government on the results of research and review of the 2016 Press Law and proposed amendments and additions. The report identified 27 provisions and groups of provisions that are inadequate or inconsistent with the practical realities of press law. These issues demonstrate the necessity of amending and supplementing the 2016 Press Law to align with current practices, creating a favorable legal framework for the operation and development of the press; while simultaneously addressing existing shortcomings and inadequacies, and adding regulations to promptly address emerging issues in practice.
Dr. Phan Van Kien, Director of the Institute of Journalism and Communication Training, University of Social Sciences and Humanities, co-organizer of the conference, said: “This second June Journalism Forum addressed a very topical and pressing issue in Vietnamese journalism today. The Press Law is the most important legal framework for journalism to operate in the context of a society and the journalism itself that are undergoing many continuous and multifaceted changes and transformations.”
Journalist Tran Anh Tu, Deputy Editor-in-Chief of the Information and Communication Magazine, commented: "For the revision and improvement of the 2016 Press Law to keep pace with the development of modern journalism, it is necessary to have the active participation and collaboration, both theoretically and practically, of a large number of research experts, policy makers, managers, and journalists and lawmakers nationwide."
Seminar"Scientific and practical basis for amending the 2016 Press Law"We will delve into the main issues:- Assessing the five-year implementation of the 2016 Press Law and analyzing existing shortcomings and limitations that require comprehensive amendment to meet the requirements of press development in the coming period.
- Analyzing and forecasting, providing scientific and practical arguments on the development trends of modern journalism, the difficulties and challenges in implementing major strategies and policies for the development of Vietnamese journalism (National Plan for the Development and Management of Journalism until 2025, Strategy for Digital Transformation of Journalism until 2025 and orientation to 2030…), and the scientific basis for amending and supplementing the Law on Journalism.
- To exchange and share lessons learned, propose solutions, mechanisms, and methods for implementing the Press Law in order to improve the quality of journalistic content, fulfill social responsibilities, and preserve the integrity of professional ethics.
- Other related theoretical and practical issues
