To: Member units and affiliated units of Vietnam National University, HanoiTo continue fulfilling its pioneering mission in science and technology (S&T) development, Vietnam National University, Hanoi (VNU-Hanoi) implements a strategic, targeted investment policy to promote and develop strong research groups and outstanding scientists through VNU-level S&T projects; contributing to achieving VNU-ranking among the top 500 universities in the world, in accordance with Resolution 45-NQ/TW dated November 24, 2023, of the 13th Central Committee of the Communist Party of Vietnam on continuing to build and promote the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period. To implement the 2025 S&T and Innovation Plan, VNU-Hanoi announces and requests units and scientists to propose S&T projects for 2025 (Phase 2) according to the following contents:
1. Prioritization
1.1. Priority AreasVNU prioritizes interdisciplinary and cross-disciplinary tasks, collaborations between research groups/units within VNU; proposals involving collaborative research with foreign professors, aiming for top-tier international publications/potential for intellectual property transfer and commercialization, connecting businesses/localities, and having a long-term perspective; and prioritizes proposals in fields covered by key science and technology programs, including:
(1) Tasks under the Program “Research, design, and manufacture of new generation chips and smart devices, contributing to promoting industrial development towards modernization” (Issued according to Decision No. 2300/QD-DHQGHN dated June 30, 2023 of VNU).
(2) Tasks under the Program “Research and application of science and technology to improve the capacity for diagnosis and treatment of diseases and development of products from medicinal plants at VNU” (Issued according to Decision 2301/QD-VNU dated June 30, 2023 of VNU).
(3) Tasks under the Program “Science and Technology serving to attract investment and develop socio-economic conditions of coastal provinces (Issued according to Decision 2421/QD-DHQGHN dated July 19, 2022 of VNU).
(4) Tasks under the Program “Research, transfer of solutions and models for the development of cultural and creative industries in Hanoi and some localities” (Issued according to Decision 2556/QD-DHQGHN dated June 12, 2024 of VNU).
(5) Tasks under the Program “Integrated Biology for Green Growth and Public Health Improvement” (Issued according to Decision 2557/QD-VNU-HN dated June 12, 2024 of VNU-HN).
(6) Tasks under the Program “Research and propose solutions to promote the development of Vietnam's innovative economy towards sustainable development goals” (Issued according to Decision 2568/QD-DHQGHN dated June 12, 2024 of VNU).
(7) Tasks under the Program “Ethnic cultural resources and policies of Vietnam in the context of integration and development” (Issued according to Decision 2576/QD-DHQGHN dated June 12, 2024 of VNU).
(8) Tasks under the Program “Development of Pelletron research and application for sustainable development” (Issued according to Decision 2577/QD-VNU dated June 12, 2024 of VNU).

1.2. Priority Groups- Key research groups/laboratories/centers, playing a core role in the priority areas of VNU, have proposed close integration between scientific research and the training of high-quality human resources.
- Young scientists (under 40 years old) who have not yet led a science and technology project at the Vietnam National University, Hanoi (VNU) level, or scientists registering to participate in the VNU's Outstanding Scientist/Excellent Research Group Project according to the three directions: Potential/Excellent VNU level/International Standard.
2. Implementation:Units and scientists submit proposals (using form 01/KHCN of Regulation 3149/QD-DHQGHN dated September 20, 2022, of Vietnam National University, Hanoi) through the software system.
