The National Science and Technology Development Fund announces the acceptance of applications for funding for basic research projects in the field of Social Sciences and Humanities in 2016, for the first funding round of 2017. The deadline for receiving applications for evaluation and selection in this round is before [date missing].5:00 PMday 30/9/2016.
I. Funding Objectives:
- Create a favorable research environment to promote basic scientific research in science and technology organizations in Vietnam.
- Enhance research capacity and form strong research teams; contribute to training high-level scientific and technological human resources.
- Improve the quality of scientific research, aiming for international standards.
- Promote international cooperation and integration in scientific research.
II. Scope of funding:
Basic research topics include disciplines within the social sciences and humanities:
Philosophy, ethics and religion, Sociology, Political science, Economics and business, Economic and social geography, Law, History and archaeology, Ethnology, Psychology, Educational science, Language and literature, Mass information and communication, Arts (according to the List of basic research directions in social sciences and humanities implemented from 2016 issued with Decision No. 95/QD-HDQL-NAFOSTED dated June 24, 2016 of the Fund Management Council)(Download the catalog here..
III. Target beneficiaries:
- Vietnamese science and technology organizations; foreign organizations operating in Vietnam with scientific research functions; foreign organizations participating in research cooperation with Vietnamese science and technology organizations.
- Individual scientists who are Vietnamese citizens; foreign scientists participating in collaborative research with Vietnamese science and technology organizations and individual scientists.
IV. Conditions for organizations and individuals to carry out the research project and requirements for project results:
1. For the organization in charge of the project:
a) Scientific and technological organizations that are registered to conduct scientific and technological activities and whose functions are consistent with the specialized field of the project;
b) Fully fulfill the responsibilities of the lead organization as stipulated by the Fund.
2. For the project leader:
a) Possess expertise relevant to the research topic and currently work as a researcher at a science and technology organization. If the project leader does not belong to any science and technology organization, they must be sponsored and accepted as the lead organization by a reputable Vietnamese science and technology organization in the relevant field (the lead or sponsoring organization must be a science and technology organization with legal personality, a seal, and an account opened at the state treasury);
b) Possess research capabilities that meet the requirements of the topic: hold a doctoral degree or the academic rank of associate professor or professor, and have published relevant research results in reputable international journals.(Download the Decision promulgating the list of reputable international and national journals and the Guide to searching the list of reputable international journals here.)within the 5-year period up to the date of application;
c) There is sufficient time to complete the research content of the project as prescribed. In the case that the project leader goes on business trips or works abroad, the total time spent abroad shall not exceed 1/3 of the project implementation time;
d) Not violating the registration requirements for leading or participating in research projects as stipulated.
3. Members of the research team must possess professional qualifications and skills appropriate to the research topic, including:
a) Key research members, scientific secretaries: must hold a doctoral degree or the academic rank of associate professor or professor, and have relevant research results published in reputable national or international journals within the 5 years prior to the application deadline.
In the case of master's degree holders, they must have relevant research results, including one published article in a reputable international journal or two published articles in reputable national journals or one monograph within the five years prior to the application deadline;
b) Doctoral candidates participating in the research project must have dissertation content that is relevant to the topic, and must have received a dissertation assignment decision no more than 24 months prior to the deadline for submitting applications.
4. The research findings of this project must meet one of the following requirements:
- At least one article published in a reputable international journal and two articles published in reputable national journals;
- Have at least two articles published in reputable international journals.
- In cases where the research topic cannot be published in reputable international journals, the project results must include at least one monograph (published or in manuscript form deemed suitable for publication) and two articles published in reputable national journals.
* For the first two cases, the project leader must be the author of at least one article published in a reputable international journal as a result of the project.
* The research topic must be exploratory and exploratory in nature, and the research results must include at least one published article in a reputable international journal.
V. Project registration documents (including electronic and printed documents):
1. Electronic documents must be entered into the OMS system according to the prescribed form, including:
- NCCB Project Registration Form (NCCB01 Form; NCCB01E Form);
- Explanation of the research proposal (Model NCCB02;NCCB02 Estimate;Model NCCB02E,NCCB02E Estimate);
- Scientific profiles of the project leader and each member of the research team (Form NCCB03; Form NCCB03E);
- Documentation proving the research achievements of the project leader: Only scan and upload to the system publications in international specialized scientific journals within the last 5 years that are valid as proof according to regulations.

2.The printed documents include:
2.1. The application file must have signatures in blue ink (for easy identification of the original) and a red stamp.It includes one set in Vietnamese and one set in English.:
a. 01 application formprint from OMS systemwith confirmation from the organizing or sponsoring organization;
b. Research proposal explanation with budget estimate (matching the electronic version on the system) with confirmation from the sponsoring or supporting organization;
c. Scientific profiles of the project leader and each member of the research team, printed from the OMS system, with signatures in blue ink and confirmation from the sponsoring or supporting organization;
2.2. Documents proving the research achievements of the project leader(not closed togetherApplication form, Project proposal, Scientific resume), including:
- One full copy of at least one article published in a designated international specialized scientific journal;
- Decision to admit the doctoral student (1 copy)

IX. Guidelines for preparing budget estimates:
1. The Fund provides guidance on the application of Circular No. 55/2015/TTLT-BTC-BKHCN dated April 22, 2015, of the Ministry of Finance and the Ministry of Science and Technology, guiding the norms for budgeting, allocation, and settlement of funds for science and technology tasks using state budget funds, for basic research projects in the field of social sciences and humanities funded by the Fund, as follows:
1.1. Labor cost: Calculated based on the number of working days performed by each member and then converted into a month. A working day is calculated as 8 hours/day; more than 4 hours is counted as 1 working day. One month of work is equivalent to 22 working days.
1.2. Expenses for repair and purchase of fixed assets: Within the framework of the NCCB funding program based on project scale, the Fund only finances the purchase of small, necessary research equipment that directly serves the research activities of the projects. During the evaluation and selection process, the Fund prioritizes funding projects whose lead organizations fully meet the requirements for facilities and equipment serving the project. Proposals for purchasing equipment within the framework of a project must comply with the regulations in Joint Circular No. 16/2015/BKHCN-BTC dated September 1, 2015, of the Ministry of Finance and the Ministry of Science and Technology guiding the management and handling of assets formed through the implementation of scientific and technological tasks using state budget funds. Assets may only be purchased when leasing or transferring assets is ineffective.
1.3. Outbound delegations: No priority will be given to funding within the framework of the NCCB project. If the project requires funding, please provide a detailed explanation of the need and register for the National Science and Technology Capacity Building Support Program as stipulated in Circular No. 09/2015/TT/BKHCN dated May 15, 2015, of the Ministry of Science and Technology.
1.4. Delegation entry: As stipulated in Circular No. 01/2010/TT-BTC dated January 6, 2010 of the Ministry of Finance Regulations governing expenditures for receiving foreign guests working in Vietnam, organizing international conferences and seminars in Vietnam, and receiving domestic guests.
2. Regarding the application of Joint Circular No. 27/2015/TTLT-BKHCN-BTC dated December 30, 2015, of the Ministry of Finance and the Ministry of Science and Technology, which stipulates the lump-sum expenditure for the implementation of science and technology tasks using state budget funds, guiding the lump-sum expenditure for science and technology tasks using state budget funds according to Decree 95/2014/NĐ-CP on investment and financial mechanisms for science and technology activities:
In order to have a basis for considering and approving funding in accordance with the regulations in the Circular, project leaders are requested to propose specific methods of lump-sum payment or lump-sum payment based on the final product in the Project Implementation Application Form (Forms NCCB 01 and NCCB 01E).
X. Some notes:
Scientists currently leading NCCB projects funded by the Foundation, with contract completion dates (according to contracts) from February 2017 onwards, and who submitted project completion documents before September 30, 2016, may register for the 2016 project selection round, first phase of 2017 funding.
The sponsoring or supporting organization must be an independent, legally recognized science and technology organization with its own seal and account 3713 opened at the State Treasury.
• Project proposals must be prepared in accordance with the Fund's regulations. Incomplete proposals or those not following the prescribed format will not be considered.
