The National Foundation for Science and Technology Development announced the acceptance of applications for funding basic research topics in the field of Social Sciences and Humanities in 2016, funding phase 01 in 2017. The deadline for receiving applications for evaluation and selection of this phase is before17:00day 30/9/2016.
I. Funding objectives:
- Create a favorable research environment to promote basic scientific research in scientific and technological organizations in Vietnam.
- Improve research capacity, form strong research groups; contribute to training high-quality scientific and technological human resources.
- Improve the quality of scientific research, towards international standards.
- Promote international cooperation and integration in scientific research.
II. Scope of funding:
Basic research topics include fields in the fields of social sciences and humanities:
Philosophy, ethics and religion, Sociology, Political science, Economics and business, Economic and social geography, Law, History and archaeology, Ethnology, Psychology, Educational science, Language and literature, Mass media and communication, Art (according to the List of basic research directions in social sciences and humanities implemented since 2016 issued with Decision No. 95/QD-HDQL-NAFOSTED dated June 24, 2016 of the Fund Management Board(Download Catalog here).
III. Sponsorship objects:
- Vietnamese scientific and technological organizations; foreign organizations operating in Vietnam with scientific research functions; foreign organizations participating in research cooperation with Vietnamese scientific and technological organizations.
- Individual scientists who are Vietnamese citizens; foreign scientists participating in research cooperation with scientific and technological organizations, and individual Vietnamese scientists.
IV. Conditions for organizations and individuals implementing the topic and requirements for the topic results:
1. For the organization hosting the topic:
a) Scientific and technological organizations that have registered for scientific and technological activities and have operational functions appropriate to the specialized field of the topic;
b) Fully perform the responsibilities of the host organization according to the Fund's regulations.
2. For project leaders:
a) Have expertise relevant to the research topic, and are currently doing research at a scientific and technological organization. In case the project leader does not belong to any scientific and technological organization, he/she must be sponsored by a reputable scientific and technological organization in Vietnam in the relevant field of expertise and accepted as the host organization (the host or sponsoring organization is a scientific and technological organization with legal status, seal and account opened at the State Treasury);
b) Have research capacity that meets the requirements of the topic: have a doctorate degree or associate professor or professor title and have relevant specialized research results published in prestigious international journals.(Download the Decision to promulgate the list of prestigious international and national journals and the Guide to looking up the list of prestigious international journals here.)within 05 years from the date of application submission;
c) Have enough time to complete the research content of the topic according to regulations. In case the topic leader is on a business trip or working abroad, the total time spent abroad must not exceed 1/3 of the time to carry out the topic;
d) Do not violate the conditions for registration to host and participate in the topic as prescribed.
3. Members of the research team must have professional qualifications and skills appropriate to the research content of the project, including:
a) Key research members, scientific secretaries: have a doctorate degree or associate professor or professor title and have relevant research results published in prestigious national or international journals within 05 years from the time of closing of application.
In case of master's degree, there must be appropriate research results, 01 article published in a prestigious international journal or 02 articles published in a prestigious national journal or 01 monograph within 05 years from the time of closing of application;
b) PhD students participating in the project must have a thesis content that is appropriate to the project topic, and have a decision to assign the thesis topic no more than 24 months from the date of closing of application.
4. The research results of the topic must meet one of the following requirements:
- Have at least 01 article published in a prestigious international journal and 02 articles published in a prestigious national journal;
- Have at least 02 articles published in prestigious international journals.
- In case the research problem cannot be published in prestigious international journals, the results of the topic must include at least 01 monograph (published or in manuscript form that is considered eligible for publication) and 02 articles published in prestigious national journals.
* For the first 2 cases, the project leader must be the author of at least 1 article published in a prestigious international journal as a result of the project.
* The topic is exploratory and discovery in nature. The research results must have at least 01 article published in a prestigious international journal.
V. Project registration documents (including electronic documents and paper documents):
1. Electronic records must be entered into the OMS system according to the prescribed form, including:
- Application for NCCB topic (Form NCCB01; Form NCCB01E);
- Research outline (Form NCCB02;NCCB02 Budget;Model NCCB02E,NCCB02E Estimate);
- Scientific resume of the project leader and each member of the research team (Form NCCB03; Form NCCB03E);
- Documents proving the research achievements of the project leader: Only scan and upload to the system articles published in international scientific journals in the last 5 years that have evidentiary value according to regulations.

Topic registration files not printed from the OMS system will not be accepted.
In the Explanation of project budget: it is required to record all 07 detailed budget items; the unused budget part must be recorded as: 0.

IX. Instructions for preparing budget estimates:
1. The Fund guides the application of Circular No. 55/2015/TTLT-BTC-BKHCN dated April 22, 2015 of the Ministry of Finance - Ministry of Science and Technology guiding the construction norms, allocation of estimates and final settlement of funds for scientific and technological tasks using the state budget for basic research topics in the field of social sciences and humanities funded by the Fund as follows:
1.1. Labor cost: Calculated based on the number of working days of each member and then converted to months. Labor day is converted to 8 hours/day; over 4 hours is calculated as 1 working day. One working month is equivalent to 22 working days.
1.2. Repair and purchase of fixed assets: Within the framework of the NCCB funding program according to the scale of the project, the Fund only funds the purchase of small, necessary research equipment that directly serves the research activities of the projects. During the evaluation and selection process, the Fund prioritizes funding for projects whose host organizations fully meet the requirements for facilities and equipment serving the project. Proposals for purchasing equipment within the framework of the project must comply with the provisions of Joint Circular No. 16/2015/BKHCN-BTC dated September 1, 2015 of the Ministry of Finance - Ministry of Science and Technology guiding the management and handling of assets formed through the implementation of scientific and technological tasks using the state budget. Assets may only be purchased when the options for leasing and transferring assets are ineffective.
1.3. Outgoing delegation: No priority for funding within the framework of the NCCB topic. If the topic has a need, please explain the need and register for the National Science and Technology Capacity Enhancement Support Program according to the provisions of Circular No. 09/2015/TT/BKHCN dated May 15, 2015 of the Ministry of Science and Technology.
1.4. Entry: According to the provisions of Circular No. 01/2010/TT-BTC dated January 6, 2010 of the Ministry of Finance. Regulations on spending regime for receiving foreign guests working in Vietnam, spending on organizing international conferences and seminars in Vietnam and spending on receiving domestic guests.
2. Regarding the application of Joint Circular No. 27/2015/TTLT-BKHCN-BTC dated December 30, 2015 of the Ministry of Finance and the Ministry of Science and Technology regulating the allocation of expenditures for the implementation of scientific and technological tasks using the state budget, guiding the allocation of expenditures for scientific and technological tasks using the state budget according to Decree 95/2014/ND-CP on investment and financial mechanisms for scientific and technological activities:
To have a basis for considering and approving funding according to the provisions of the Circular, project managers are requested to specifically propose the method of partial funding or funding to the final product in the Project Implementation Registration Form (Form NCCB 01 and NCCB 01E).
X. Some notes:
· Scientists who are presiding over a research project funded by the Fund that ends (according to the contract) from February 2017 or earlier and submit project acceptance documents before September 30, 2016 can register for the 2016 project selection for the first round of funding in 2017.
· The host or sponsoring organization must be a scientific and technological organization with independent legal status, a seal and account 3713 opened at the State Treasury.
· Project dossiers must be prepared in accordance with the Fund's regulations. Proposals that do not contain complete information or do not follow the prescribed form will not be considered.
