On January 12, 2010, Vietnam National University, Hanoi (VNU) and United Overseas Bank (UOB) signed a memorandum of understanding on the implementation of a zero-interest loan program from UOB's Vietnam Student Support Fund for VNU students to pay tuition fees, with a total loan amount of VND 5.5 billion, expected to be disbursed within 3 years.Vietnam National University, Hanoi (VNU) announces to its units the first phase of the UOB Fund student loan program to cover tuition fees for the second semester of the 2009-2010 academic year as follows:

Interest rate: 0%. -
Loan amountLoan amount: Equal to the tuition fee payable by the student at the time of loan. Maximum loan amount: For students studying under the semester system, the loan amount is: 5 months x 240,000 VND/month = 1,200,000 VND; for students studying under the credit system, the loan amount is equal to the tuition fee payable based on the number of credits registered for that semester; for students pursuing a double degree or double major, the loan amount is equal to the tuition fee payable for the major with the highest tuition fee.
Lending methodsAfter completing all procedures required by UOB Bank and VNU, the loan amount will be transferred to the account of the training unit where the student is studying.
Debt repayment deadlineStudents must repay the borrowed amount within 6 months of graduation and continue paying it off gradually over a period of 30 months.
Repayment methodThe student loan amount is divided into 30 equal installments. Students can repay the loan early if they wish. VNU will notify the relevant units of students who meet the loan eligibility criteria. These students must sign a loan agreement with UOB Bank at VNU.
2. Selection criteria and eligibility
- Achieved an average or above average academic performance in the first semester of the 2009-2010 school year. - Achieved a good or above average conduct rating in the first semester of the 2009-2010 school year. - Comes from a disadvantaged family background. - Actively participates in social activities and scientific research. - Has not received a scholarship from any other organization during the 2009-2010 school year. - Students who have received loans from the Fund in this round, if they have the need and maintain their academic performance, will be considered for loans in subsequent rounds.
3. Loan application documents:
- A valid copy of your ID card (and a copy of your spouse's ID card, if applicable);
- A copy of a valid permanent residence registration certificate (and a copy of a temporary residence registration certificate, if applicable);
- Marriage certificate (if applicable);
- Transcripts for the two most recent years, certified by the training institution (if applicable. For first-year students: Photocopies of academic results from grades 11 and 12 from the school transcript);
- The transcript for the first semester of the 2009-2010 academic year must be certified by the training institution;
- Certificates of awards, titles, or achievements (if any);
- Student's resume with confirmation from the training unit (according to the student resume template of the training unit);
- Certificate confirming eligibility for preferential treatment for policy-beneficiary families or families in difficult circumstances (if applicable);
- Loan application form for tuition fees (template provided).
To ensure timely review and transfer of funds for tuition fee payments for the second semester of the 2009-2010 academic year by Vietnam National University, Hanoi (VNU) and UOB Bank, training units are requested to widely inform their students and compile a list of students along with their loan application documents to be sent to VNU (via the Political and Student Affairs Department) by official letter and email. Alternatively, students who need a loan and meet the Fund's criteria can submit their applications directly to Room 405 - Political and Student Affairs Department, VNU Administration Building (144 Xuan Thuy Street, Cau Giay District, Hanoi).
