After listening to the exchange and discussion at the briefing conference on the following contents: (1) Report on the implementation of work in November 2025 and the work plan for December 2025; (2) Report on the implementation of the Rector's conclusions at the November 2025 work briefing conference; (3) Exchange and discussion of units and functional departments; (4) Opinions of the Vice-Rectors; the Rector concluded:
1. We generally agree with the opinions expressed by the school's leadership and the discussions from the various units at the conference. We request that the heads of each unit continue to uphold and enhance their leadership responsibilities; proactively develop plans and implement tasks; actively propose solutions to promote the school's activities; and strengthen coordination in implementing the issued plan.
2. Heads of units are requested to review their entire operational plans and promptly complete the work for 2025; coordinate in developing the 2026 budget plan (especially for units involved in large investment projects such as training, science, and general administration), and submit it to the Planning and Finance Department for approval and issuance by the Board of Directors before December 31, 2025, as a basis for implementation in 2026.
3. In light of the rapid and significant changes in the country and the education sector, Vietnam National University, Hanoi (VNU) is preparing to issue a new development strategy (elite training, basic science, technological foundation, humanities, social service, Hoa Lac project, etc.). Heads of units are requested to proactively grasp and innovate from their thinking and perspectives to their attitudes and methods of operating the system and resolving issues, working together to build a new humanities-oriented university that aligns with current trends and meets the expectations of future generations of leaders, staff, and employees.
4. Party work - personnel organization:- Continue to standardize Party work and finalize the requirements for evaluating Party branches/members in 2025.
- Review and improve the activities of organizational and personnel work in 2025, such as: evaluating civil servants and employees, emulation and reward, salary increases, etc.
- Continue to develop and implement breakthrough solutions in scientific human resources management, ensuring a full-time staff and maximizing the number of part-time/co-full-time staff…to enhance the standing of the Department/Faculty/University.
- To build and improve the Council of Professors and Experts in order to effectively utilize high-quality human resources, especially the team of veteran educators and experts with high professional prestige and social standing.
- Continue training and capacity building activities in technology and foreign language skills for staff, ensuring the successful implementation of the internationalization goals of training and the overall strategy of the School.
- Complete the conversion of service contracts for security personnel (Administrative and General Affairs Department) in accordance with State regulations by December 2025.
Rector Hoang Anh Tuan presented the reappointment decision for the position of Head of the Faculty of Information and Library Science to Associate Professor Dr. Do Van Hung.
5. Training and student affairs:- Promote training according to plan to organize a comprehensive evaluation and determine appropriate directions for the next phase; Organize the 2025 Training Conference at the School, focusing on content that is effective and practical.
- Announcing the proposed plan for regular university admissions in 2026 so that the public and interested students can be informed in advance.
- Expedite preparations for international internships; develop a summer semester plan for students.
- To complete and standardize 100% of the organization and management of postgraduate training at the University.
- Continue to promote short-term training and professional development for local communities to enhance the school's standing and social responsibility.
- Finalize the talent training program for key basic science and applied fields, paying attention to the issue of "elite universities" in accordance with the policy of Vietnam National University, Hanoi.
- The organization will gather feedback from the Council of Science and Technology, carry out the necessary procedures, and submit a proposal to the Vietnam National University, Hanoi regarding the teaching and assessment of political theory courses.
- Focus on finalizing and issuing regulations on the Directors of Training Programs before December 31, 2025.
- Develop economic and technical standards for accredited postgraduate and undergraduate training programs.
6. Science, Foreign Affairs and Magazines:
- Assign the Science, Foreign Affairs and Journal Department as the focal point, with specialized units coordinating to organize connections, exchanges, and cooperation agreements with scientific and management agencies (Vietnam National Administration of Culture, Institutes of the Vietnam Academy of Social Sciences, etc.) to increase resources, ensure a full-time staff and maximize the number of part-time/co-full-time staff, and carry out major scientific and technological activities; Research and propose a plan for full-time/co-full-time foreign lecturers/experts to support international research and publishing activities, and enhance specialized foreign language skills for staff and students.
- Promote the development of key science and technology programs/tasks, and several research/policy advisory programs; establish groups/teams to proactively seek and attract collaborative projects in science and technology.
- Research and develop an annual forum on social sciences and humanities with the aim of professional development (training, science, policy advice), connecting scholars domestically and internationally, and affirming its leading position and role in the field of social sciences and humanities.
- Develop foreign policy and development cooperation plans that are substantive, effective, and in line with current trends.
7. Quality Assurance:- The Inspection, Legal Affairs and Quality Assurance Department is tasked with regularly updating the State and Ministry of Education and Training regulations on quality accreditation, in order to advise on and develop a suitable quality accreditation plan for 2026.
- Continue implementing the plan and tasks related to university rankings.
8. Finance:
- We request that all units expedite the settlement of funds for task implementation within the specified timeframe, as guided by the Planning and Finance Department.
- We request that the Personnel and Organization Department coordinate with the Planning and Finance Department to organize training on financial management for heads of departments in charge of finance and finance and accounting staff of the units.
- We request that the Finance and Planning Department coordinate with the Training and Human Resources Department to definitively resolve the issue of outstanding tuition fees.
- Assign the Planning and Finance Department as the focal point to research and propose flexible arrangements for revenue sources, ensuring efficient use and adherence to financial principles as stipulated by the state.
9. Innovating academic and policy communication:The Institute of Journalism and Communication Training will act as the focal point, with relevant units coordinating to develop plans and proactively participating (periodically organizing USSH'sTalks on policy topics based on social sciences and humanities...).
10. Other tasks:Implement the plan as issued.
We request that the Board of Directors regularly monitor and direct all aspects of work, strengthen inspection work, and report to the Principal on the progress of implementing the plan and tasks within their respective areas of responsibility. We request that functional departments proactively implement and ensure timely completion, especially for key activities.
Heads of units are requested to widely disseminate and implement the Rector's conclusions from the monthly briefing sessions seriously, fully, and on schedule.
The Administrative and General Affairs Department respectfully announces the conclusions of the Rector at the December 2025 work review meeting for the information and implementation of all functional departments and units.
