Announcement of Conclusions at the December 2025 meeting

On December 1, 2025, the University of Social Sciences and Humanities held a School meeting. Principal Hoang Anh Tuan chaired the meeting, attended by the Party Secretary, Chairman of the Board of Directors, Vice Principals, Secretaries, Deputy Secretaries of Party cells, Heads, Deputy Heads of units, Chief Accountant, Editor-in-Chief of the Magazine and leaders of mass organizations.

After listening to the opinions exchanged and discussed at the Conference on the following contents: (1) Report on the implementation of work in November 2025 and the Work Plan for December 2025; (2) Report on the implementation of the Principal's Conclusion at the November 2025 Conference; (3) Exchange and discussion of units and functional departments; (4) Opinions of Vice Principals; the Principal concluded:
1. Basically agree with the opinions expressed by the teachers of the Board of Directors and the discussion opinions of the units at the Conference. Request the heads of the units to continue to thoroughly grasp and improve the responsibility of the leaders; proactively develop plans and implement work; actively propose solutions to promote the activities of the School, and strengthen coordination in implementing the issued plans.
2. Request heads of units to review all operational plans, promptly complete work for 2025; coordinate in developing a plan for using funds for 2026 (especially units related to large investment funds such as training, science, general administration), send to the Planning - Finance Department to submit to the Board of Directors for approval and promulgation before December 31, 2025, as a basis for implementation in 2026.
3. Faced with the rapid and strong changes of the country and the education sector, VNU is preparing to issue a new development strategy (elite training, science and technology, technology platform, humanities, social service, Hoa Lac project, etc.), requesting heads of units to proactively grasp and innovate from thinking, viewpoints to attitudes, ways of operating the system, solving work, joining hands and unanimously building a new Humanities, suitable for the trend, meeting the expectations of generations of leaders, officials and employees of the University.
4. Party work - cadre organization:
- Continue to standardize Party work, complete requirements for evaluating Party cells/Party members in 2025.
- Review and complete organizational and personnel activities in 2025 such as: evaluating civil servants and employees, emulation and rewards, salary increases, etc.
- Continue to develop and implement breakthrough solutions in scientific human resources work, ensure the permanent staff and maximize the expansion of the part-time and co-permanent staff... to enhance the position of the Industry/Faculty/School.
- Build and perfect the Council of Professors and Experts to effectively exploit high-quality human resources, especially the team of veteran teachers and experts with professional prestige and great social status.
- Continue training activities - fostering technological capacity and foreign language skills for staff, ensuring successful implementation of the goal of internationalizing training and the general strategy of the School.
- Complete the conversion of service contract implementation for security personnel (Administrative - General Department) according to State regulations in December 2025.
 Principal Hoang Anh Tuan presented the decision to reappoint the position of Head of the Faculty of Information and Library to Associate Professor, Dr. Do Van Hung.
5. Training and learner affairs:
- Promote planned training to organize overall assessment, determine appropriate direction for the next stage; Organize the 2025 Training Conference at the School, focusing on content towards practical effectiveness.
- Announce the expected plan for regular university enrollment in 2026 so that society and interested learners know early.
- Speed ​​up preparations for international internships; develop summer semester plans for students.
- Complete and synchronize 100% of the work of organizing and managing postgraduate training of the School.
- Continue to promote short-term training and refresher training for localities to enhance the position and social responsibility of the School.
- Complete the Talent Training Project for key applied science and technology fields, paying attention to the issue of "elite universities" according to the policy of VNU.
- Organize to collect opinions from the Science and Technology Council, conduct procedures and send proposals to VNU on teaching and organizing assessment of political theory courses.
- Focus on completing and promulgating regulations on Directors of training programs before December 31, 2025.
- Develop technical and economic standards for accredited postgraduate and undergraduate training programs.
6. Science, Foreign Affairs and Magazines:
- Assign the Department of Science, Foreign Affairs and Journals as the focal point, professional units coordinate to organize connections, exchanges and sign cooperation agreements with scientific and management agencies (Department of Culture of Vietnamese Ethnic Groups, Institutes of the Vietnam Academy of Social Sciences...) to increase resources, ensure the permanent staff and maximize the expansion of the part-time and co-permanent staff, carry out major scientific and technological activities; Research and propose plans for permanent and co-permanent foreign lecturers/experts to support international research and publishing activities, and enhance specialized foreign languages ​​for staff and students.
- Promote the development of a number of key Science and Technology Programs/Tasks, a number of policy research/consultation programs; establish groups/teams to proactively seek and attract cooperation projects in science and technology.
- Research and implement an annual forum on social sciences and humanities in the spirit of professional development (training, science, policy consulting), connecting domestic and foreign scholars, and affirming the position and leading role in the field of social sciences and humanities.
- Develop foreign affairs and development cooperation plans in a practical and effective manner, in line with current trends.
7. Quality assurance:
- Assign the Inspection, Legal and Quality Assurance Department to regularly update the regulations of the State and the Ministry of Education and Training on quality assessment, to advise and develop a suitable quality assessment plan in 2026.
- Continue to implement plans and tasks on university rankings.
8. Finance:
- Request units to speed up the settlement of expenses for performing tasks on time according to the instructions of the Planning and Finance Department.
- Propose that the TCCB Department coordinate with the KHTC Department to organize training on financial work for heads in charge of finance and officers working in finance and accounting of units.
- Propose that the Department of Science and Technology coordinate with the Department of Training and Investment to completely resolve the problem of outstanding tuition fees.
- Assign the Department of Science and Technology to be the focal point for researching and proposing flexible arrangements for revenue groups, ensuring effective use and financial principles according to state regulations.
9. Innovation in academic and policy communication:Assign the Institute of Journalism and Communication Training as the focal point, relevant units coordinate to develop plans and proactively participate (periodically organize USSH'sTalks on Policy topics based on the foundation of Social Sciences and Humanities...).
10. Other jobs:Implement according to the issued Plan.
The Board of Directors is requested to regularly urge and direct work areas, strengthen inspection work, and report to the Principal on the implementation of plans and tasks in the assigned areas. The functional departments are requested to proactively implement and ensure time, especially for key activities.
Heads of units are requested to widely inform and implement the Principal's conclusions at monthly meetings seriously, fully and on schedule.
The Administration - General Department respectfully announces the Principal's conclusion at the December 2025 working conference for functional departments and units to know and implement.
