11.1. Mục đích và đối tượng nghiên cứu của luận án

Mục đích nghiên cứu: Làm rõ nội dung tư tưởng Hồ Chí Minh về giáo dục phổ thông; Phân tích thực trạng phát triển giáo dục phổ thông ở Thành phố Hồ Chí Minh; Đề xuất phương hướng, giải pháp phát triển giáo dục thổ thông ở Thành phố Hồ Chí Minh đến năm 2030, tầm nhìn đến năm 2045 theo tư tưởng Hồ Chí Minh. 

Đối tượng nghiên cứu: Tư tưởng Hồ Chí Minh về giáo dục phổ thông và thực trạng phát triển giáo dục phổ thông ở Thành phố Hồ Chí Minh trong những năm (2013 -2025).

11.2. Phương pháp nghiên cứu:

Luận án sử dụng phương pháp luận biện chứng duy vật, các phương pháp cụ thể như: logic và lịch sử, phân tích và tổng hợp; phương pháp văn bản học; Phương pháp điều tra khảo sát, thống kê; phương pháp so sánh; phương pháp dự báo tình hình.

11.3. Các kết quả chính và kết luận

11.3.1. Các kết quả chính

Luận án phân tích tư tưởng Hồ Chí Minh về giáo dục phổ thông, luận giải giá trị lý luận và giá trị thực tiễn của hệ thống tư tưởng này. 

Mô tả thực trạng phát triển giáo dục phổ thông ở Thành phố Hồ Chí Minh trong những năm (2013-2025), nêu ra thành tựu, hạn chế và nguyên nhân; xác định những vấn đề đặt ra đối với phát triển giáo dục phổ thông ở Thành phố Hồ Chí Minh hiện nay.

Dự báo những nhân tố tác động và đưa ra khuyến nghị về giải pháp phát triển giáo dục phổ thông ở Thành phố Hồ Chí Minh theo tư tưởng Hồ Chí Minh. 

11.3.2. Kết luận

Một là, phát triển giáo dục phổ thông đóng vai trò quan trọng đối với sự nghiệp phát triển kinh tế - xã hội. Hai là, Hồ Chí Minh  đưa ra hệ thống quan điểm sâu sắc về giáo dục phổ thông, có giá trị lý luận và thực tiễn sâu sắc. Ba là, Đảng Cộng sản Việt Nam luôn chú trọng phát triển giáo dục, đặc biệt là giáo dục phổ thông trên nền tảng lý luận tư tưởng Hồ Chí Minh. Bốn là, thực trạng phát triển giáo dục phổ thông ở Thành phố Hồ Chí Minh trong những năm (2013-2025) đạt nhiều thành tựu nhưng vẫn còn hạn chế. Năm là, cần thiết dựa trên giá trị lý luận và thực tiễn sâu sắc của tư tưởng Hồ Chí Minh về giáo dục để xây dựng giải pháp phát triển giáo dục phổ thông ở Thành phố Hồ Chí Minh hiện nay.

11.4. Đóng góp mới của luận án

Thứ nhất, luận án hệ thống hóa tư tưởng Hồ Chí Minh về giáo dục phổ thông; trên cơ cở phân tích tư tưởng Hồ Chí Minh về giáo dục phổ thông, luận án rút ra giá trị lý luận và thực tiễn của tư tưởng Hồ Chí Minh về giáo dục phổ phông.; Thứ hai, luận án mô tả thực trạng phát triển giáo dục phổ thông ở Thành phố Hồ Chí Minh trong những năm (2013 - 2025), chỉ ra kết quả, hạn chế và nguyên nhân và những vấn đề cần tiếp tục giải quyết để thúc đẩy sự nghiệp phát triển giáo dục phổ thông ở Thành phố Hồ Chí Minh trước yêu cầu của bối cảnh mới; Thứ ba, luận án khuyến nghị những giải pháp phát triển giáo dục phổ thông ở Thành phố Hồ Chí Minh theo tư tưởng Hồ Chí Minh đến năm 2030, tầm nhìn đến năm 2045.

11.5. Ý nghĩa lý luận và thực tiễn của luận án

- Kết quả nghiên cứu của luận án góp phần bổ sung vào hệ thống lý luận phát triển giáo dục phổ thông trong bối cảnh mới ở Việt Nam. 

- Luận án cung cấp thêm những luận cứ nhất định cho tổ chức, cơ quan, đơn vị tham khảo trong quá trình hoạch định chính sách phát triển giáo dục phổ thông ở Thành phố Hồ Chí Minh.

11.1. Purpose

Purpose: Based on clarifying the fundamental contents of Ho Chi Minh's thought on general education and analyzing the current state of general education development in Ho Chi Minh City, this thesis proposes orientations and solutions for the development of general education in Ho Chi Minh City in alignment with Ho Chi Minh's thought, with a focus on the period until 2030 and a vision to 2045. 

Research subjects: Ho Chi Minh’s thought on general education and the actual situation of general education development in Ho Chi Minh City during the period from 2013 to 2025.

11.2. Research methods

The thesis adopts the dialectical materialist methodology and employs specific methods such as logical and historical analysis, synthesis, textual analysis, surveys and statistical methods, comparative methods and forecasting.

11.3. Key Results and Conclusions

11.3.1. Key Results

The thesis analyzes Ho Chi Minh’s thought on general education and elucidates the theoretical and practical values of this ideological system.

It describes the state of general education development in Ho Chi Minh City (2013–2025), highlighting achievements, limitations, and their underlying causes, while identifying key issues for current educational development in the city.

The research forecasts influential factors and proposes solutions to develop general education in Ho Chi Minh City in accordance with Ho Chi Minh’s thought. 

11.3.2. Conclusions

First, the development of general education plays a crucial role in socio-economic development.

Second, Ho Chi Minh provided a profound system of viewpoints on general education that holds significant theoretical and practical value.

Third, the Communist Party of Viet Nam consistently prioritizes educational development, particularly general education, grounded in Ho Chi Minh’s ideological foundation.

Fourth, the current state of general education development in Ho Chi Minh City during the years 2013–2025 has achieved significant progress but still faces limitations.

Fifth, it is essential to utilize the profound theoretical and practical values of Ho Chi Minh’s thought to formulate solutions for the current development of general education in Ho Chi Minh City.

11.4. New contributions of the thesis

Firstly, the thesis systematizes Ho Chi Minh’s thought on general education and through analysis, clarifies its theoretical and practical significance.

Secondly, it presents a comprehensive description of the current state of general education development in Ho Chi Minh City during 2013–2025, as well as highlighting achievements, limitations, and issues that require further attention to enhance general education development in response to new contextual demands.

Thirdly, the thesis proposes orientations and solutions for the development of general education in Ho Chi Minh City in line with Ho Chi Minh’s thought towards 2030, with a vision to 2045.

11.5. Theoretical and practical significance of the thesis

The research results of the thesis contribute to enriching the theoretical framework for the development of general education in the new context in Vietnam.

Within a certain scope, the findings of the thesis provide specific foundations for organizations, agencies, and institutions in the process of formulating policies for the development of general education in Ho Chi Minh City.
