11. Tóm tắt các kết quả mới của luận án:
- Mục đích nghiên cứu: Luận án làm rõ thực trạng hợp tác quốc tế của Việt với WHO, ASEAN, một số nước lớn và hoạt động ngoại giao vắc xin trong phòng chống đại dịch Covid-19 (2019 -2023). Từ đó làm căn cứ đề luận án đưa ra một số khuyến nghị về chính sách cho Việt Nam trong phòng chống đại dịch Covid-19 nói riêng và các đại dịch truyền nhiễm nguy hiểm có thể xuất hiện trong tương lai.
- Đối tượng nghiên cứu: Hợp tác quốc tế của Việt Nam trong phòng chống đại dịch Covid-19 (2019-2023).
- Các phương pháp nghiên cứu:
Luận án vận dụng tổng hợp các phương pháp nghiên cứu, trong đó chủ yếu là phương pháp phân tích tổng hợp; phương pháp so sánh; phương pháp phân tích chính sách đối ngoại; phương pháp phân tích hợp tác quốc tế; Phương pháp lịch sử và logic; Phương pháp nghiên cứu trường hợp.
- Kết quả chính, đóng góp mới của luận án:
Trên cơ sở tiếp thu có chọn lọc và phát triển những thành quả đạt được của các công trình nghiên cứu liên quan ở cả trong và ngoài nước, với cách tiếp cận quan hệ quốc tế, luận án là công trình nghiên cứu mới, chuyên sâu và có hệ thống về hợp tác quốc tế của Việt Nam trong phòng chống đại dịch Covid-19 (2019 -2023), trong đó có những đóng góp sau:
- Luận án trình bày một số các khái niệm, lý thuyết liên quan tới “Hợp tác quốc tế của Việt Nam trong phòng chống đại dịch Covid-19”. Về khái niệm bao gồm: đại dịch, dịch bệnh, đại dịch Covid-19, an ninh phi truyền thống, hợp tác quốc tế. Về lý thuyết quan hệ quốc tế: Chủ nghĩa tự do, chủ nghĩa hiện thực và chủ nghĩa kiến tạo là những lý thuyết chính mà nghiên cứu sinh sử dụng phục vụ nghiên cứu luận án.
- Luận án cũng có những đóng góp nhất định cho việc nghiên cứu lý luận, thực tiễn về tính tất yếu của hợp tác giữa các chủ thể trong quan hệ quốc tế trong việc ứng phó với đại dịch Covid-19.
- Luận án cung cấp một bức tranh tổng quan về hợp tác quốc tế của Việt Nam nhằm đối phó với Đại dịch Covid-19 từ năm 2019 tới ngày 05/05/2023 với WHO, ASEAN, Trung Quốc, Mỹ, Nhật Bản, Ấn Độ… và thực tiễn hoạt động ngoại giao vắc xin của Việt Nam.
- Luận án đưa ra một số đánh giá về những thành tựu, hạn chế trong hợp tác quốc tế của Việt Nam trong phòng chống đại dịch Covid-19 từ từ năm 2019 tới ngày 05/05/2023. Qua đó, nghiên cứu sinh đưa ra một số khuyến nghị về chính sách nhằm thúc đẩy hợp tác quốc tế của Việt Nam trong phòng chống Đại dịch Covid-19 nói riêng và những đại dịch nguy hiểm tiềm ẩn trong tương lai.

11. Summary of the new results of the dissertation:
- Purpose of the thesis: The thesis clarifies the current status of Vietnam's international cooperation with WHO, ASEAN, some major countries, and vaccine diplomacy activities in preventing the Covid-19 pandemic (2019 -2023). From there, the thesis provides a number of policy recommendations for Vietnam in preventing the Covid-19 pandemic in particular and dangerous infectious pandemics that may appear in the future.
- Object of research of the thesis: Vietnam's international cooperation in preventing the Covid-19 pandemic (2019 -2023).
- Methods: The thesis applies a synthesis of research methods: the synthesis analysis method; comparison method; foreign policy analysis method; international cooperation analysis method; history and logic method; and case study method.
- New contributions of the thesis:
Based on selectively absorbing and developing the achievements of related research works both at home and abroad, with an approach to international relations, the thesis is a new, in-depth, and systematic research work on Vietnam's international cooperation in preventing the Covid-19 pandemic (2019 -2023), including the following contributions:
+ Firstly, the thesis points out and analyzes the theoretical and practical basis of factors considered to be the main factors affecting Vietnam's international cooperation in the context of Covid-19 pandemic.
+ Second, the thesis analyzed and evaluated the current state of international cooperation between Vietnam and ASEAN and between Vietnam and some large countries and some international organizations in the context of the Covid-19 Pandemic.
+ Third, based on the assessment of Vietnam's international cooperation results, the thesis proposes a number of recommendations to promote and deepen Vietnam's international cooperation relations and activities with international partners in the coming time. In addition to the contents related to preventing the Covid-19 pandemic, there are also dangerous pandemics that may appear in the future (disease X).
