The conference was held to evaluate USSH's saving and spending of financial sources in 2018; propose some instructions on how to use authorized expenditures; and discuss about drafting the reports on adjusting internal disbursement regulations. The conference gathered heads and staff of finance-accounting section of subordinate units.
Speaking at the Conference, Assoc.Prof.Dr Tran Thi Minh Hoa emphasized: Finance plays a crucial role and greatly and directly affects other activities of the University, especially given many changes and fluctuations in the State's policies. Recently, the University's financial affairs have been implemented on the principles of rationality and regularity. Rationality is reflected in the consistent adherence to the University's main guidelines and objectives and practical circumstances. Regularity is reflected in the consistent compliance with the financial rules, principles and regulations at different levels.
In 2018, along with the achievements in other affairs, the University's financial affairs have seen many adjustments aimed at regulating the resources and ensuring the successful implementation of the State's guidelines. The most notable result is the increase in staff's income compared to that in previous years and the fact that financial affairs help promote and encourage the staff's creativity and proactiveness in fulfulling their objectives.
At the Conference, apart from in-depth discussions of spending issues in particular areas many opinions were given to the University's leaders concerning the difficulties and challenges in financial affairs given the inevitable trend of financial autonomy in the coming time. In particular, how to increase the budget through highly creative and proactive training and research projects; increase the efficiency and cost-effectiveness of staff recruitment and mobilization; ensure fair salary and bonus payments and balance staff's rights and responsibilities; and improve the professionalism of finance staff at the units.
