11. Summary of new results of the thesis:
Theoretical basis for building a system of criteria for assessing technological capacity (NLCN) of enterprises from the results of previous studies and the criteria system of the Ministry of Science and Technology (MOST). Practical basis based on the opinions of experts and enterprises to build a system of criteria for assessing technological capacity of enterprises, the author has built a system of criteria for assessing technological capacity of agricultural and aquatic product processing enterprises in Can Tho City in particular and agricultural and aquatic product processing enterprises in Vietnam in general. The author has built 29 component criteria for 11 criteria belonging to 6 types of technological capacity of enterprises, which are capacity:
(1) Search with 02 evaluation criteria: External technology awareness and Evaluation and identification of appropriate technology for requirements; and 7 component criteria.
(2) Acceptance with 02 evaluation criteria: Purchase negotiation and Transfer acceptance; and 6 component criteria.
(3) Mastery with 03 evaluation criteria: Operation, Maintenance and Repair; and 7 component criteria.
(4) Copy with 01 evaluation criterion: Create a copy of the device; and 3 component criteria.
(5) Improvement with 01 evaluation criterion: Change to adapt; and 2 component criteria.
(6) Innovation with 02 evaluation criteria: R&D and Equipment or process innovation; and 4 component criteria.
This criteria system has been surveyed for its suitability for implementation at agricultural and aquatic product processing enterprises in Can Tho city.
This is a system of criteria for evaluating the NLCN of enterprises specializing in NLCN that is easy to understand, intuitive, close to reality, and easy to implement. Enterprises can self-evaluate and calculate the results of each NLCN or the overall NLCN of the enterprise. At the same time, it can be implemented in many phases during the year.
12. Practical application:
The system of criteria for assessing NLCN helps agricultural and aquatic product processing enterprises have an easy-to-use tool and implement self-assessment and improvement of their NLCN. This helps them better understand the current NLCN situation, thereby proposing the best production and business strategy or technology development plan in suitable conditions and time.
13. Further research directions:
- Develop research for all agricultural and aquatic product processing enterprises nationwide to find common suitable solutions for enterprises.
- Research the weights of the criteria for evaluating NLCN in accordance with the evaluation method of the Ministry of Science and Technology; at the same time, improve the evaluation method to make it easier to calculate the results and not depend on subjectivity and personal qualifications.

The theoretical foundation for building the system of criteria to evaluate economic capacities of enterprises is based on the results of previous studies and the system of criteria issued by the Ministry of Science and Technology. The practical foundation is built upon expert and enterprise consultations. Based on these foundations, the author has developed a system of criteria to evaluate the economic capacities of agro-aquatic product processing enterprises in Can Tho City in particular, and in Vietnam in general. The author has constructed a set of 29 sub-criteria, grouped under 11 evaluation criteria, categorized into 6 types of economic capacities, namely:
(1) Searching capacities – consists of 2 evaluation criteria: Awareness of external technologies, Evaluation and identification of technologies suitable to the enterprise's needs, and a total of 7 sub-criteria.
(2) Acquisition capacities – consists of 2 evaluation criteria: Purchase negotiation, Technology transfer reception, and a total of 6 sub-criteria.
(3) Mastery capacities – consists of 3 evaluation criteria: Operation, Maintenance, Repair, and a total of 7 sub-criteria.
(4) Replication capacities – consists of 1 evaluation criterion: Creation of equipment replicas and a total of 3 sub-criteria.
(5) Improvement capacity – consists of 1 evaluation criterion: Modification for adaptation and a total of 2 sub-criteria.
(6) Innovation capacities – consists of 2 evaluation criteria: Research and Development (R&D), Innovation in equipment or processes, and a total of 4 sub-criteria.
This system of criteria has been tested for its applicability and investigations through surveys conducted at agro-aquatic product processing enterprises in Can Tho City.
It constitutes a specialized framework for evaluating the technological capacities of enterprises, characterized by clarity, intuitiveness, practical relevance, and ease of implementation. Enterprises can independently assess and calculate the results for each specific technological capacity or their overall technological capacity. Additionally, the system can be applied in multiple evaluation cycles throughout the year.
12. Practical applicability:
The system of criteria for evaluating technological capacities provides agro-aquatic product processing enterprises with a practical and easy-to-use tool for self-assessment and enhancement of their technological capacities. This enables enterprises to gain a clearer understanding of their current economic status, thereby formulating optimal business and production strategies or developing appropriate technology advancement plans in line with their specific conditions and timelines.
13. Further research directions:
- Expand the research to cover all agro-aquatic product processing national enterprises, with the aim of identifying universally applicable solutions for these enterprises.
- Study the weighting of the technological capacity evaluation criteria to align with the evaluation methods of the Ministry of Science and Technology; At the same time, improve the evaluation methods to facilitate easier calculation of results and minimize dependence on individual subjectivity or varying levels of expertise.
