11. Summary of the results of the thesis:
Thesis Overview of published scientific works on the topic of: the content of tool concepts; content of ICT and ICT program framework; role and factors affecting ICT; criteria for evaluating ICT. The thesis has found a "gap" in theoretical and practical research to implement for its thesis.
The thesis has fully systematized and developed the theory of NLTT of Hanoi CBTVCC. Specifically: the author has presented his new viewpoint on the concepts:Capacity,NLTT,CBTVCC's NLTT; Factors affecting the capacity of Hanoi's civil servants; A clear analysis of the characteristics of Hanoi's civil servants. From there, a deeper analysis of the role and requirements of the capacity of Hanoi's civil servants
Through the investigation results, the author has objectively identified the current situation of the capacity of the Hanoi Public Security Forces; analyzed the factors affecting the capacity of the Hanoi Public Security Forces; evaluated by leaders, users, and the Public Security Forces themselves. From there, the author gives general comments on the capacity of this group.
Based on the theory and reality that has been studied, the Thesis has proposed solutions to develop the capacity for the staff of Hanoi Public Security: Compiling the "Capacity Framework for Hanoi Public Security; Organizing training and retraining of capacity for this team. To make the solution feasible in implementation, the author also clearly analyzed the conditions for realizing the content of the developed Capacity Framework as well as the conditions that need to be implemented with the contributions of relevant parties.
12. Practical application:
- The thesis contributes to perfecting the theory of information technology for public service providers in general and public service providers in Hanoi in particular, aiming to improve the efficiency of information service for diverse users in the current context of digital transformation.
- The thesis is the first research result to objectively and fully identify the current status of information technology of public service providers and propose solutions to improve information technology for public service providers in Hanoi in the digital environment to meet the requirements of digital transformation in the current television industry.
- The research results of the thesis help leaders, managers of TV and all levels related to the field of TV-TT in the Central and Hanoi to plan appropriate policies to improve the professional qualifications and skills of TV-TT staff in general and in Hanoi in particular through focusing on developing their ICT capacity.

11. Summary of the findings of the thesis:
The thesis provides an overview of published scientific works related to the topic, focusing on the conceptual framework and key terminologies; the content and curriculum framework of information literacy (IL); the role of IL and influencing factors; as well as the evaluation criteria for IL. The dissertation successfully identifies a "research gap" in both theoretical foundations and practical applications, which serves as the basis for its implementation.
The dissertation consolidates and further develops the theoretical framework of information literacy (IL) for public library staff in Hanoi. specifically, the author presents new perspectives on key concepts such as: competency, information literacy, and IL of public library staff; identifies the factors affecting IL among public library staff in Hanoi; and provides an in-depth analysis of the unique characteristics of Hanoi's public libraries. These insights serve as the foundation for a deeper exploration of the roles and requirements of IL for public library staff in this context.
Based on the survey results, the author provides an objective assessment of the current state of information literacy (IL) among public library staff in Hanoi. The dissertation analyzes the factors involving their IL and incorporates evaluations from library leaders, information users, and the staff themselves. From these findings, the author draws general conclusions about the IL competencies of this target group.
Based on the theoretical foundation and the findings from the current situation, the thesis proposes solutions for developing information literacy (IL) among public library staff in Hanoi. These include the development of an "Information Literacy Framework for Public Library Staff in Hanoi" and the organization of IL training and retraining programs for this workforce. To ensure the considerations of these solutions, the author also provides a detailed analysis of the necessary conditions for implementing the proposed IL framework, as well as the essential contributions required from relevant stakeholders.
