11. Summary of the thesis results:
Thesis Overview of published scientific works on the topic of: the connotation of tool concepts; content of ICT and ICT program framework; role and factors affecting ICT; criteria for evaluating ICT. The thesis has found a "gap" in theoretical and practical research to implement its thesis.
The dissertation has fully systematized and developed the theory of renewable energy in Hanoi's civil engineering sector. Specifically, the author has presented his new perspective on the following concepts:Capacity,Renewable Energy,NLTT of CBTVCCFactors affecting the competency of Hanoi's public television and radio broadcasters; A detailed analysis of the specific characteristics of Hanoi's public television and radio broadcasters. From there, a deeper analysis of the role and requirements for competency of Hanoi's public television and radio broadcasters.
Through the survey results, the author objectively identified the current state of information literacy among Hanoi's public service staff; analyzed the factors affecting the information literacy of Hanoi's public service staff; and considered the assessments of leaders at various levels, information users, and the public service staff themselves. From this, the author offered general observations on the information literacy of this group.
Based on the theoretical and practical research findings, the dissertation proposes solutions for developing the competency framework for Hanoi's civil servants: compiling a "Competency Framework for Hanoi's Civil Servants"; and organizing training and retraining in competency for this workforce. To ensure the feasibility of implementation, the author also clearly analyzes the conditions for realizing the content of the developed Competency Framework, as well as the necessary conditions for implementation with the contributions of relevant stakeholders.
12. Practical applications:
- This dissertation contributes to the refinement of the theory of information technology for public service providers in general and Hanoi public service providers in particular, aiming to improve the effectiveness of information services for diverse users in the current digital transformation context.
- This dissertation is the first research result to objectively and comprehensively identify the current state of digital literacy among public telecommunications staff and propose solutions to enhance digital literacy for public telecommunications staff in Hanoi in the digital environment, meeting the requirements of the current digital transformation of the telecommunications industry.
- The research findings of this thesis will help leaders and managers of the library sector at the central and Hanoi levels to formulate appropriate policies to improve the professional skills and expertise of library staff in general and in Hanoi in particular, by focusing on developing their information and communication capabilities.
- The research results of this thesis are a significant reference for researchers, lecturers, postgraduate students, trainees, and undergraduates in the field of information and library science in general, and those working in public libraries in particular. The thesis provides an overview of published scientific works related to the topic, focusing on the conceptual framework and key terminologies; the content and curriculum framework of information literacy (IL); the role of IL and influencing factors; as well as the evaluation criteria for IL. The dissertation successfully identifies a "research gap" in both theoretical foundations and practical applications, which serves as the basis for its implementation.
The dissertation consolidates and further develops the theoretical framework of information literacy (IL) for public library staff in Hanoi. specifically, the author presents new perspectives on key concepts such as: competency, information literacy, and IL of public library staff; identifies the factors affecting IL among public library staff in Hanoi; and provides an in-depth analysis of the unique characteristics of Hanoi's public libraries. These insights serve as the foundation for a deeper exploration of the roles and requirements of IL for public library staff in this context.
Based on the survey results, the author provides an objective assessment of the current state of information literacy (IL) among public library staff in Hanoi. The dissertation analyzes the factors involving their IL and incorporates evaluations from library leaders, information users, and the staff themselves.
