- Purpose of the thesis: Based on general theoretical issues and the current implementation of the "Ordinance on Democracy in Communes, Wards, and Townships" in ethnic minority areas of Quang Nam province, now the "Law on the Implementation of Democracy at the Grassroots Level," the thesis proposes basic requirements and key solutions to more effectively organize the implementation of the "Law on the Implementation of Democracy at the Grassroots Level" in ethnic minority areas of Quang Nam province today.

- Research subject of the thesis: The research subject of the thesis is: The implementation of the Ordinance on the practice of democracy in communes, wards, and towns in ethnic minority areas of Quang Nam province today. These requirements are also fundamental principles in the exercise of the people's right to self-governance in this region.

To continue implementing the Law on Democracy at the Grassroots Level, and thus continuing the implementation of the Ordinance on Democracy in Ethnic Minority Areas of Quang Nam Province, it is necessary to draw on experiences, achievements, limitations, and shortcomings arising from the implementation of the Ordinance on Democracy here to develop appropriate solutions. Conclusions:

The 2022 Grassroots Democracy Law marks an inevitable step in the process of developing and perfecting the Ordinance on Grassroots Democracy, as well as moving towards the formal enactment of a Democracy Law. The Grassroots Democracy Law replaces the Ordinance on Grassroots Democracy, but in essence, it inherits and continues the implementation of the Ordinance at a higher legal level. Moreover, the Grassroots Democracy Law also represents an expansion of the people's right to exercise democratic control compared to the previous Ordinance. Therefore, the implementation of the Grassroots Democracy Law in ethnic minority areas of Quang Nam province cannot be arbitrary or spontaneous but must comply with certain essential requirements. These requirements also represent inherent principles in the exercise of the people's right to mastery in these areas.

To continue implementing the Grassroots Democracy Law—essentially a continuation of the Ordinance on Grassroots Democracy in the ethnic minority regions of Quang Nam province - it is necessary to draw from experiences, as well as to base actions on achievements, limitations, and inadequacies that arose during the implementation of the Ordinance in the area, in order to devise appropriate solutions. These solutions mainly consist of measures and methods that influence the awareness, knowledge, skills, and capacity to practice democracy among the actors responsible for enforcing the Grassroots Democracy Law in Quang Nam's ethnic minority areas. They also affect the economic, cultural, and social conditions, as well as grassroots political institutions, including Party organizations, local authorities, the Vietnam Fatherland Front, and people's mass organizations. Each solution plays a distinct role, generates specific motivations, and is interrelated in the process of implementing the Grassroots Democracy Law. The system of driving forces formed by these solutions will significantly contribute to determine the effectiveness and efficiency of the Law's implementation in ethnic minority areas of Quang Nam province.
