- Purpose of the thesis: From general theoretical issues and the current implementation of the "Ordinance on democracy in communes, wards and towns" in the ethnic minority areas of Quang Nam province, now the "Law on implementing democracy at the grassroots level", the thesis proposes basic requirements and main solutions to organize more effective implementation of the "Law on implementing democracy at the grassroots level" in the ethnic minority areas of Quang Nam province today.
- Research object of the thesis: The research object of the thesis is: Implementing the Ordinance on implementing democracy in communes, wards and towns in ethnic minority areas of Quang Nam province at present. To avoid repeating the phrase "perform", in the process of developing the content of the thesis, the author replaced the phrase: "Implementing the Ordinance on implementing democracy in communes, wards and towns" equal "Implementing the Democracy Ordinance”; phrase “Implementing the Law on Democracy at Grassroots Level”replaced by the phrase “Implementing the Law on Democracy at the Grassroots Level”.
- Research methods used: To carry out the research purpose and tasks, the thesis uses dialectical materialism and historical materialism methodology along with a system of methods such as: analysis and synthesis, deduction and induction, logic and history, sociological investigation... to generalize the theory and analyze the practice of implementing the Ordinance on Democracy in Ethnic Minority Areas of Quang Nam province.
- Main results and new contributions of the thesis:
Firstly, present the basic issues of implementing the Democracy Ordinance and factors affecting the implementation of the Democracy Ordinance in ethnic minority areas in Quang Nam province.
Second, analyze the achievements, limitations and summarize the issues raised in the implementation of the Ordinance on Democracy in Ethnic Minority Areas in Quang Nam province at present.
Third, from the new points of the Law on implementing democracy at the grassroots level, propose basic requirements and main solutions to implement the Law on democracy at the grassroots level in ethnic minority areas of Quang Nam province at present.
- Conclude:
The 2022 Grassroots Democracy Law is an inevitable step in the process of developing and perfecting the Democracy Ordinance as well as moving towards promulgating the Democracy Law. The Grassroots Democracy Law replaces the Democracy Ordinance, but in essence, it is the inheritance and continued implementation of the Democracy Ordinance at a higher level of legality. The Grassroots Democracy Law is also an expansion of the People's mastery compared to the Democracy Ordinance. Therefore, to implement the Grassroots Democracy Law in the ethnic minority areas of Quang Nam province, it cannot be arbitrary or improvisational but must comply with certain requirements. Those requirements are also regular issues in implementing the People's mastery here.
To continue implementing the Law on Democracy at the grassroots level, which is also to continue implementing the Ordinance on Democracy in the ethnic minority areas of Quang Nam province, it is necessary to rely on experiences, achievements, limitations and shortcomings arising in the implementation of the Ordinance on Democracy here to have appropriate solutions. Those solutions are the main measures and methods that affect the awareness, level, skills and capacity to practice democracy of the subjects implementing the Law on Democracy at the grassroots level in the ethnic minority areas of Quang Nam province, affecting the economic, cultural and social conditions, and political institutions at the grassroots level, Party organizations, Government, Fatherland Front and people's organizations. Each solution has a role, creates certain motivations and has relationships with each other in implementing the Law on Democracy at the grassroots level. The system of motivations created from the system of solutions will contribute to deciding the effectiveness and efficiency of the Law on Democracy at the grassroots level in the ethnic minority areas of Quang Nam province.

Conclusions:
The 2022 Grassroots Democracy Law marks an inevitable step in the process of developing and perfecting the Ordinance on Grassroots Democracy, as well as moving towards the formal enactment of a Democracy Law. The Grassroots Democracy Law replaces the Ordinance on Grassroots Democracy, but in essence, it inherits and continues the implementation of the Ordinance at a higher legal level. Moreover, the Grassroots Democracy Law also represents an expansion of the people's right to exercise democratic control compared to the previous Ordinance. Therefore, the implementation of the Grassroots Democracy Law in ethnic minority areas of Quang Nam province cannot be arbitrary or spontaneous but must comply with certain essential requirements. These requirements also represent inherent principles in the exercise of the people's right to mastery in these areas.
To continue implementing the Grassroots Democracy Law—essentially a continuation of the Ordinance on Grassroots Democracy in the ethnic minority regions of Quang Nam province - it is necessary to draw from experiences, as well as to base actions on achievements, limitations, and inadequacies that arose during the implementation of the Ordinance in the area, in order to devise appropriate solutions. These solutions mainly consist of measures and methods that influence the awareness, knowledge, skills, and capacity to practice democracy among the actors responsible for enforcing the Grassroots Democracy Law in Quang Nam's ethnic minority areas. They also affect the economic, cultural, and social conditions, as well as grassroots political institutions, including Party organizations, local authorities, the Vietnam Fatherland Front, and people's mass organizations. Each solution plays a distinct role, generates specific motivations, and is interrelated in the process of implementing the Grassroots Democracy Law. The system of driving forces formed by these solutions will significantly contribute to determine the effectiveness and efficiency of the Law's implementation in ethnic minority areas of Quang Nam province.
