This thesis has contributed to verifying and expanding the applicability of Savickas et al.'s (1997, 2005, 2012) "Career Constructivism" theory in the specific occupational context of commune police officers in Vietnam. The research results show that career constructivism is not only a psychological resource that helps individuals adapt to career changes, but also a crucial factor in ensuring effective task performance, organizational commitment, job engagement, and happiness among commune police officers in a changing occupational environment at the local level.

+In practical terms

The thesis results have provided practical evidence and scientific data on the current state of the "Employee Employer-Centered Worker" (EMC) of commune police officers in the new context. The research results have verified the relationship between EMC and factors such as personality traits, working conditions, and social support; and have shown that support from leaders, colleagues, and local people is the most positive and powerful factor influencing EMC of commune police officers. In addition, the study also shows the positive role of EMC on job performance, organizational commitment, job engagement, and happiness among commune police officers.

The occupational adaptability of commune police officers at the grassroots level is generally quite good (Mean score = 4.60/6, Standard deviation = 0.82). However, about 6.9% of commune police officers have an average score below 3.0. Analysis by dimension shows that "confidence" and "control" are two dimensions that stand out compared to others. The correlation analysis between dimensions shows that the occupational adaptability of commune police officers does not exist independently but is always intertwined. This demonstrates that commune police officers need to mobilize resources comprehensively to adapt to the current occupational context with many changes in organizational structure and functions.

There are differences in the level of occupational adaptability based on demographic characteristics such as gender, professional qualifications, work location, and distance from home to work. However, there are no statistically significant differences in the level of occupational adaptability of commune police officers based on length of service.

+ Regarding factors affecting the career adaptability of commune police officers

The analysis results show that the professional competence of commune police officers is simultaneously influenced by various socio-psychological factors, including: personality traits (dedication, likeability), social support (support from superiors, support from the public), and working conditions (support tools and equipment, infrastructure). Among these, social support has the greatest influence and the strongest predictive potential.

+ The role of job adaptability in the performance of duties, organizational commitment, job engagement, and sense of well-being of commune police officers.

The research results show that the career adaptability of commune police officers has a positive and strong predictive influence on aspects such as: task performance, commitment to the organization, job engagement, and sense of happiness.

This dissertation has contributed to strengthening and expanding the theory of "Career Construction," affirming that professional competence is not an innate attribute, but rather an individual's ability formed through interaction between the individual and the professional environment.

The five-dimensional cognitive skills scale—interest; control; inquiry and exploration; confidence; and cooperation—can be used in research on CAX subjects.

+ In practical terms

Based on the analysis results, it can be affirmed that the level of confidence in the work of commune police officers at the grassroots level is generally high, with only a small number of commune police officers having a low level of confidence in the work. The dimensional analysis results show that "Confidence" and "Control" are two dimensions that stand out compared to other dimensions.

The analysis results also showed differences in the level of professional competence based on demographic characteristics. Individual characteristics such as gender, professional qualifications, work location, and distance from home to work showed significant differences. However, there were no differences in the level of professional competence among commune police officers based on length of service.

The analysis of the influence of several factors on the professional competence of commune police officers shows that the factors with the greatest influence include: personality traits (dedication, likeability), social support (support from superiors, support from the public), and working conditions (tools and equipment, facilities). Among these, social support has the greatest influence and the strongest predictive potential on the professional competence of commune police officers.

In conclusion, the analysis results show that the National Competency-Based Learning (NCL) has a positive influence and strong predictive power on the following aspects: task performance, organizational commitment, job engagement, and perceived happiness.

12. Directions for further research:

- Expanding the research scope: Conducting surveys with a larger sample size and evenly distributed across the North, Central, and South regions, as well as areas with different socio-economic conditions, to increase representativeness and generalize the results.

- Longitudinal study: Monitoring a group of CAX (Community-Based Professionals) over a long period to assess changes in professional skills across different work stages and in practical professional situations.

- Organizational and policy analysis: Research can be conducted on the influence of factors such as organizational culture, leadership style, and personnel deployment and rotation policies on the socio-economic development of commune-level police.

The career adaptability of commune police officers at the groundswells level was generally found to be at a fairly good level (M = 4.60/6, SD = 0.82). However, approximately 6.9% of the participants had mean scores below 3.0. Analysis across dimensions shows that “confidence” and “control” were the most prominent dimensions compared with the others. Correlation analysis among the dimensions indicates that the components of career adaptability do not exist independently but are closely interconnected. The findings indicate that the career adaptability of commune police officers is simultaneously influenced by various psychological factors, including personality traits (conscientiousness and agreeableness), social support (support from leaders and local residents), and working conditions (equipment, tools, and physical facilities). Among these factors, social support was found to have the strongest influence and the greatest predictive power regarding the career adaptability of commune police officers.

The findings indicate that the career adaptability of commune police officers has a positive influence and strong predictive power regarding task performance, organizational commitment, work engagement, and psychological well-being.

Conclusions

Theoretical implications

The dissertation contributes to strengthening and extending Career Construction Theory by confirming that career adaptability is not an innate trait, but rather a personal capacity developed through the interaction between individuals and their vocational environment.

The Career Adaptability Scale, consisting of five dimensions concern, control, curiosity, confidence, and cooperation can be effectively applied in research involving commune police officers as the target population.

Based on the findings, it can be concluded that the career adaptability of commune police officers at the groundswell level is generally high, with only a small proportion of officers demonstrating low levels of career adaptability. Analysis by dimensions revealed that “confidence” and “control” were the two most prominent dimensions compared to the others.

The findings also indicate differences in the level of career adaptability according to demographic characteristics. Significant differences were found in relation to gender, professional qualifications, work location, and distance from home to the workplace. However, no significant differences were found in the level of career adaptability among commune police officers based on years of service.

12. Future research directions      

Expanding the research scope: Future studies should employ larger and more geographically representative samples across the Northern, Central, and Southern regions of Vietnam, as well as areas with different socio-economic conditions, in order to enhance the representativeness and generalizability of the findings.

Longitudinal research design: Future research may adopt a longitudinal approach by following a group of commune police officers over an extended period to examine changes in career adaptability across different stages of service and under various real-life occupational situations.

Analysis of organizational and policy factors: Further studies could investigate the influence of organizational culture, leadership style, policies on staff assignment and rotation, and other institutional factors on the career adaptability of commune police officers.
