11. Summary of new results of the Thesis:
a) In theory
(1) The thesis contributes to enriching the theoretical framework for research on the relationship between scientific research and training in general and the connection between scientific research and training through the functional role and activities of research groups in universities in Vietnam, including some basic issues such as: concepts of higher education institutions, universities; concepts of scientific research and training activities; concepts of policies, policy frameworks linking scientific research with training in relation to the functional role of universities and activities of research groups in universities; concepts of research groups, organizational models of research groups and the role of research in universities.
(2) Based on the study of the theoretical model of research-based education with 3 basic factors: (i) Human resource factor; (ii) Budget or financial factor for scientific research; (iii) factor related to facilities and research environment, the Thesis has developed and identified the main factors affecting the performance of research groups in universities including: human factor; research orientation and cooperation of the group; research environment and facilities serving the activities of the research group. These are the 3 main factors used by the Thesis to develop specific criteria and a scale to evaluate the activities of research groups, thereby serving as a basis for proposing policy solutions to link scientific research with training through the activities of research groups according to these 3 issues.
b) In practice
(1) Contribute to the formation of a data system through a survey to evaluate the practical activities of the research group (including scientific research activities of the research group leader and research group members who are Lecturers and PhD students in higher education institutions and training activities of the research group through evaluating the role of the research group in supporting PhD training).
(2) Based on the assessment of the current status of policies and practical activities of NNC in higher education institutions in Vietnam, the Thesis pointed out the limitations and shortcomings that need to be revised and supplemented in the policy; at the same time, the Thesis pointed out that the research group plays an important role in determining the quality and effectiveness of scientific research and training activities and acts as a model to effectively connect the two basic tasks of higher education institutions.
(3) The thesis proposes a number of policy solutions in scientific research and training activities and policies on forming and developing research groups in higher education institutions to promote the connection of scientific research with current training in Vietnam. Policy solutions to connect scientific research with training through research groups are placed in the specific context of the requirement to improve the quality of scientific research and training, innovate the management of scientific research and training activities, and the trend of emerging new scientific and technological directions requiring increased flexibility in the organization of scientific research and training activities.
12. Practical application (if any):
From the theoretical and practical significance of the topic, the results of this research can be a useful reference for managers of the Ministry of Education and Training, the Ministry of Science and Technology, and universities in developing and promulgating policies to link scientific research activities with training through the organizational model and activities of research groups in the current context.
