11. Summary of new results of the thesis:
- In terms of theory, the thesis clarifies the concept of satellite enterprises (spin-off) and start-ups as a type of science and technology enterprise. In the context of many confusions about this type of enterprise, the thesis contributes to clarifying the concept so that later studies can refer to and compare. The interdisciplinary approach of the thesis with the use of theories such as system theory, market pull - technology push, stakeholders... also provides a diverse approach to policy research in general and science and technology development policy in particular. The thesis will provide theoretical perspectives and scientific arguments to serve the science and technology management major in particular and science and technology development at universities in general. Generalize the policy system related to the development of satellite enterprises and compare it with the actual situation and needs of schools, institutes and scientists, and point out the interests/benefits and rights/responsibilities of relevant parties to create a new approach in researching science and technology issues.
- In practice, the thesis analyzes the current status of science and technology policies, scientific research capacity and science and technology transfer capacity at VNU. At the same time, it analyzes the impacts of policy factors on spin-off enterprise development at this training institution. The research results contribute to generalizing, summarizing and proposing practical policies to build an ecosystem for developing satellite organizations (spin-offs) into start-up enterprises in VNU as well as other higher education institutions nationwide. The theoretical and practical research results with specific solutions will contribute to improving research capacity, promoting commercialization of research products and developing satellite organizations and science and technology enterprises at VNU. At the same time, these results also suggest the development of satellite organizations at other higher education institutions in the context of Vietnam.
12. Practical application:
The research results will be reference materials for studying policies to develop spin-off organizations into start-up enterprises. At the same time, the thesis can be used as training materials for the Science and Technology Management sector. In addition, this can also be the basis for evaluating and summarizing the implementation results of State policies related to the development of science and technology enterprises in universities and research institutes as well as proposing and perfecting policies to develop spin-off enterprises in the coming time.
13. Recommendations for further research:
Conduct further research on the development of spin-off businesses to the effectiveness of promoting entrepreneurship among students, and exploit the relationship between spin-off businesses in universities and outside businesses to influence changes in the school's training program to suit and meet the requirements of society. Or conduct research on the experimental implementation and evaluation of the results of the spin-off business model into a startup business to consider the effectiveness as well as the feasibility and sustainability of this model.

In addition, this can also be the basis for evaluating and summarizing the results of the implementation of State policies related to the development of science and technology enterprises in universities and research institutes. as well as prejudice and perfecting policies to develop spin-off businesses in the coming time.
13. Further research directions, if any:

Implement further studies on spin-off business development on the effectiveness of promoting entrepreneurship among students, while exploring the relationship between university spin-off businesses and external businesses influences to change the university's training program to match and meet the requirements of society. Or conduct studies on experimental implementation and evaluate the results of the spin-off business model into a start-up to consider the effectiveness, feasibility and sustainability of this model.
