11. Summary of the new findings of the thesis:
Through surveys and research, the author found that although the institutional issues of the archival sector have been mentioned in some studies, there has been no in-depth research on the institutional aspects of using archival documents to date. Therefore, this thesis has addressed the following objectives:
- This study further clarifies the concepts and terminology regarding the institutional use of archival documents and the improvement of this institution, focusing on an in-depth analysis of the structural concepts of institutions in general and the use of archival documents in particular; comparing and clarifying the differences between institutions and policies with the system of legal documents on the use of archival documents. This is the first in-depth study on the institutional use of archival documents in Vietnam, so the results of this thesis contribute to supplementing the theoretical basis for the promulgation and implementation of archival institutions in general, and the institutional use of archival documents in particular, for the theoretical system of Archival Studies in Vietnam.
- Through practical surveys, the author has made some observations and assessments regarding the advantages and limitations in organizing, promulgating, and implementing the institutional framework for using archival documents in Vietnam.
- The thesis also points out the limitations in organizing and implementing the institutional framework for using archival documents, and the causes of these limitations.
- Propose solutions to improve the institutional framework for archival work in general and the use of archival documents in particular.
12. Practical applications:
The research findings of this dissertation can serve as a basis and reference for state management agencies on document management and archiving, such as the Ministry of Interior and the State Archives Department, in advising the Government on the issuance and improvement of regulations on the use of archival documents.
13. Future research directions:
Based on the research findings of this dissertation, the author observes that research on archival institutions in general still has many gaps, as the institution is very broad and complex. The author's dissertation only studies one aspect of improving archival institutions: improving the institution for using archival documents. Therefore, according to the author, along with this dissertation, there are still many directions for further research in the future.
- Firstly, the institutional framework for using archival documents in a networked environment.
- Secondly, the mechanism for international cooperation between national archives regarding the use of archival documents.
- Thirdly, policies regarding the use of specialized archival materials aim to maximize the value of these materials.
Fourth, build and improve the state's archival document database to serve the needs of archival document users.

Through survey and research, the author found that institutional problems of archival works in Vietnam have been mentioned in a number of studies, but so far there has not been an in-depth study on the institutional frameworks for using archival resources. Therefore, the thesis has solved the following issues:
- Continue to clarify concepts and terms regarding institutional frameworks for the use of archival documents, focusing on the views of the structure of institutions in general and the use of archival materials in particular; compare and clarify the difference between institutions and policies on the one hand and the system of legal documents on the use of archival documents on the other hand. This is the first in-depth study of the institutional frameworks for the use of archival materials in Vietnam, which contributes to supplementing the theoretical basis for the adoption and implementation of archival institutions in general, and the institutional frameworks for the use of archival materials in Vietnam in particular.
- Through field survey, the author has made some comments and assessments on the advantages and limitations in the issuance and implementation of institutional frameworks for the use of archival materials in Vietnam.

Based on the research results of the thesis, the author found that the research on archival institutions in general still has many gaps, because the institutions are very broad and complex. The author's thesis has only studied one aspect of improving archival institutions, which is the improvement of institutional frameworks for the use of archival materials. Therefore, according to the author, along with this thesis, in the coming time, there are still many directions for further research:
- First, the institutional frameworks for the use of documents stored in the cyberspace.
- Second, the mechanism of international cooperation between national archives from different countries on the use of archival materials
- Third, policies for the use of specialized archival materials in order to promote the value of archival materials.
- Fourth, to build and complete state archival databases to serve the needs of using archival materials.
