11. Summary of new results of the Thesis:
a) About research approach:
The thesis uses the social mobility theory approach in building a policy framework for developing high-quality scientific and technological human resources in research institutes. In addition, issues such as the characteristics of high-quality scientific and technological human resources and brainpower management in research organizations are also explained through approaches such as the scientific and technological approach, the sociological approach, and the policy science approach.
b) In theory:
(1) The thesis analyzes the characteristics of high-quality S&T human resources and the issue of developing high-quality S&T human resources in research institutes from a theoretical approach to social mobility.
(2) The thesis analyzes the relationship between social mobility and the issue of brainpower management in research organizations.
c) In practice:
(1) The thesis also provides assessment results on the current status of social mobility, policies on developing high-quality science and technology human resources at the Vietnam Academy of Science and Technology, thereby identifying barriers and limitations of current research institutes in developing science and technology human resources and the issue of managing social mobility flows;
(2) The thesis proposes the application of social mobility approach in developing high-quality science and technology human resources at research institutes: Application to build key orientations in developing high-quality science and technology human resources; Application in creating institutions to "attract" human resources in various types of organizations under the institute; Application in creating motivation to attract high-quality science and technology human resources; Application in identifying high-quality science and technology human resources for development.
(3) The thesis has built a policy framework, a policy framework for developing high-quality scientific and technological human resources at research institutes from applying the approach of social mobility theory with priority policies such as: Attraction policy which emphasizes attracting human resources to participate in research projects/tasks; Training and development policy which focuses on enhancing self-training capacity, training associated with knowledge transfer including technology transfer in research projects/tasks; Usage policy; Support policy associated with transfer and commercialization of research products. To implement the above policy framework, one of the conditions that needs to be noted is the implementation of the autonomy process for research institutes, conditions of the working environment and the construction of institutions serving the scientific community.

- Applying a policy framework in developing high-quality S&T human resources in research institutes, along with measures to manage the social mobility of high-quality S&T human resources to ensure brain circulation.

a) Research Approach:
The thesis uses the social mobility theory approach in building a policy framework for developing high-quality scientific and technological human resources in the research institute. In addition, issues such as the characteristics of high-quality scientific and technological human resources, and the management of gray matter in research organizations are also explained through different approaches such as scientific and technological approaches, sociology, and policy science.
b) Theoretically:
(1) The thesis analyzes the characteristics of high-quality S&T human resources and the problem of developing high-quality S&T human resources in the research institute from a theoretical approach to social mobility.
(2) The thesis analyzes the relationship between social mobility and gray matter management in the research organization.
c) In practice:
(1) The thesis presents assessment findings on the condition of social mobility and policies on the development of high-quality science and technology human resources at the Vietnam Academy of Science and Technology, from which it is possible to identify obstacles and constraints facing current research institutions in the development of S&T human resources and the management of social mobility flows;
(2) The thesis proposes the application of social mobility approach in the development of high-quality science and technology human resources at research institutes: Applying to build a focus orientation in the development of science and technology human resources High Quality; Applied in creating institutions that "attract" human resources in various types of institutions under the institute; Applied in creating motivation to attract high quality S&T human resources; Applied in identifying high-quality S&T human resources for development.
